Moved by Councillor J. Kruger, seconded by Councillor
D. Kitchen that the minutes of Pickering Township Council
held on September 3rd be and the same are hereby adopted
as presented.

INFORMATION
The Department of Welfare and Social Services advises of a one
day workshop, October 9, at the Victoria County Home for the
Aged, Angeline Street S., Lindsay, Ontario.
Mr. M. E. Hardisty, Vice-President, Land Development Division,
Bramalea Consolidated Developments Limited confirms that he
and Mr. Arthur Armstrong will meet with Council in Committee
on September 23, 196à.
Mr. R. F. Craig, By-Law Enforcement Officer, reports on method
of dealing with two or more families living in a single family
dwelling and also receiving the Basic Shelter Tax Exemption.
Mr. K. R. Carr, Industrial Commissioner, requests Council's
permission to attend the Ontario Industrial Development Council.
Mr. Carr was instructed by Council to attend this general
,meeting and to report back to Council, also to provide Council

Moved by Councillor Kruger, seconded by Deputy Reeve Chatten
that Mr. D. Quick, Chairman, School Board School Area #2 be
heard.
Mr. Quick appeared before Council to stress on Council to
provide for the election of Township representation to the
new County Board of Education by electing representation at
large.

Re:
Ontario County B~ard of E4ucat!on - 1968 Elections
The Board of Trustees for Pickering Township School Area No.2
respectfully draw Pickering Council's attention to two
requirements of Bill 44 - an act to create larger units of
administration in education.
l. County Council has the duty to establish electoral
divisions within the County for the purposes of the election
of trustees. The number of trustees to be elected by anyone
electoral division will depend upon the equalized farm and
residential assessment of the division. This Board expects
that such electoral divisions will comprise separate townships
or combinations of townships and municipalities as Bill44
implies. The Board also anticipates and hopes that Pickering
Township will be empowered to elect at least three members to
the new County Board of Education.
2. Pickering Township Council under Section 92, subsection
16 of Bill 44, has the duty to determine whether trustees
from the Township shall be elected on a ward basis or across
the entire Township as one electoral area. This is NOT the
duty of County Council.
This being so, the Board of Trustees of T.S.A. No.2
urges Council to decree that elections for trustees to County
Board of Education shall be from the Township a@ a whole and
not on a ward basis. The Board advances the following reasons
for its request. . . .

All persons entitled to a vote in Pickering should be
entitled to vote for the three (or more) candidates
they believe will represent them best on County
Education Board.
The spirit of Bill 44 is to regard the County as one
unit of education, with trustees concerned with the
principle of equal opportunities for all students,
whoever they are and wherever they live in the county.
A ward system of election within a township division
of the county would not be in line with that spirit
and that intent but would tend to create pockets of
narrow and special interest.

A ward system for such elections within Pickering
would perpetuate an artificial division of educational
thought and process that is not necessary, and, again,
is contrary to the intent and spirit of the new
legislation.
Pickering's representatives at County Council are
its Reeve and Deputy Reeve - both of whom are elected
to office on a township-wide vote, not by ward.
Pickering representatives on the other level of
county government - that of education - should in
this Board's view be similarly elected on a township-
wide basis.

The interests of Pickering citizens and their children in
matters of educational standards and costs will be best served,
in this Board's unanimous opinion, by the selection of the best
candidates according to the will of all the authorized electors
within the Township.

Mr. Qukk urged Council to reconsider the decision arrived at
in Committee of the Whole, expressing the advantages of
members elected at large.

Mr. N. Banning be heard.
Mr. Banning representing the West Shore Ratepayers' Association,
referred to a prepared brief in opposition to a Ward system
for the method of electing Township representation to the new
County Board of Education System.

Moved by Councillor Rudik, seconded by Councillor Kruger that
Mrs. Eleanor McKean be heard.
Mrs. McKean appeared before Council on behalf of the School
Board School Area #1 and in support of the Council's position
in selecting representation for the County Board of Education
System by a Ward system, ensuring rural area representation.
Reeve J. R. Williams reiterated his argument presented in
Committee of the Whole supporting the Ward system and also
indicating he never favoured two school areas when other
municipalities had one.
Councillor J. Kruger opposed the Ward system suggesting that
to have this was a retrograde step.
Councillor D. Beer favoured Ward system -- any other system
would be a hardship on candidates.

Moved by Councillor V. Rudik, seconded by Councillor D. Kitchen
that Mr. A. Robertson be heard.
Mr. Robertson, representing the resident property owners on
Lublin Avenue, Colmar Avenue and Parkham Crescent, presented
a petition objecting to traffic routing off Sandy Beach Road
at Parkham Crescent through Bay Ridges. The petition was
signed by eighteen home owners. Mrs. Faye Morin and Mrs.
Lorraine Kippen produced the petition.

By-Law Number 3191 (Third Reading)
The Committee of the Whole arises and reports the By-law as
read.
Councillor J. Kruger, seconded by Councillor D. Kitchen, moves
that the report of the Committee of the Whole on By-Law No.
3l9l to authorize the construction of watermains on certain
streets together with a 3.0 million gallon reservoir and
booster pumping station and controls, as local improvements
under the provisions of The Local Improvement Act, be adopted,
and that the said By-law be now read a Third Time and PASSED,
that the Reeve and Clerk sign the same, and the Seal of the
Corporation be affixed thereto.

of taxi-cabs and other motor vehicles for hire and establish
rates or fares to be charged by the owners or drivers of
cabs and livery cabs for the conveyance of passengers within
the Township of Pickering and that same now be read a first
time.

moves that By-law Number 3544 to license, regulate and govern
owners and drivers of taxi-cabs and other motor vehicles for
hire and to establish rates be now read a second time, and

that the Council of the Township of Pickering make a grant of
$50.00 to the Bay Rtiges Soft Ball Association to assist in
the costs of providing transportation to the team members to
and from out-of-town games.

#2642 and that the final equalization of the assessment be
made by the County Judge, as recommended by the Committee
of the Whole Council June 24, 1968.

that a form of Agreement of Purchase and Sale for l.498 acres

that the Reeve and Clerk be authorized to sign the said offer,
as recommended by the Committee of the Whole Council September

that Mr. E. Holdham be informed with regret that the Council
is unable to propose his Official Plan amendment as requested
because of the legal difficulties embodied in the Township's
Official PlanL and therefore a kennel licence cannot be issued,
and that Mr. Holdham be reimbursed the $25.00 application fee
for the Official Plan amendment.

Dear Sir:
Over the past two years I have made application to the Council
of the Township of Pickering for a licence to operate a small
hobby kennel at the above address. The area in question is
currently zoned Agricultural.
On applying in 1967 Council passed a resolution that I be
granted a kennel licence and that the Zoning By-law be amended.
When the Amendment was presented to Council for approval it
was defeated on the first reading by the same persons who had
earlier agreed to the amendment.
Very shortly after I had made my first application, another
person in the same area applied for a kennel licence and his
application w~s approved and he was ~ranted a licence.
On my second application, made early this year, a further
resolution was passed by Council, overriding Planning Board's
recommendation, that an amendment be made to the Zoning By-law
to permit the operation of a kennel on my property. Following
this decision I was advised by the Planning Director that an
amendment would be required to the Official Plan and that I
should submit an application for such an amendment. This I
did. Here I might add that this advice that an amendment to
the Official Plan was necessary was the first indication I
had received, either verbal or written, and that up to now
this has cost me $75.00.
By means of a letter, written by the Municipal Law Enforcement
Officer and dated September ll, 1968, I am now advised that
Council "is unable to propose his Official Plan amendment as
requested because of the legal difficulties embodied in the
Township's Official Plan, and therefore a kennel licence
cannot be issued".
All of the above, Sir, leads me to write to you and request
your personal investigation on my behalf as I feel I am being
grossly discriminated against and I would like answers to the
following questions:

Why are two persons allowed to operate kennels in my
immediate area, with ,licenses, while I am not?
In each of the above cases Pickering Council approved
changes in the Zoning By-law, ~hich ch es were ille al
at the time they were approved by Council but ich have
since gained the status of legality by virtue of having
been approved by the Ontario Municipal Board. Why?

In each of the above cases.~ the Official Plan
was either reQuested or made. Why not.
Why did it take approximately two years for any person in
the Planning Department of the Township, or on the Township
Planning Board, or on the Township Council to discover that
an amendment was required in the Official Plan and THEN to
discover that such a change could not be made for some legal
reason, as yet undisclosed to me by Council.

As'my hobby is the showing of pure-bred dogs (with the
OCCASIONAL breeding of a litter) I contend that I should be
allowed to pursue this hobby without let or hindrance and!
especially as I live in an Agriculturally zoned area and
strongly feel that I am being discriminated against for some
obscure reason, Council having twice agreed to grant me a
kennel licence and TWICE having reneged.
It is for these reasons, Sir, that I appeal to you for your
personal help and, if necessary, your personal intervention
on my behalf.
