MEETING
A meeting of the Pickering Township
Council was held on MONDAY, the

ADOPTION OF MINUTES
Moved by Councillors King and Rudik that the minutes of
August Ó, 1968, be adopted as amended.
Correspondence, item 3 - Changed ,to read -- "The Council
strongly objected, etc. -from -- "Councillors Rudik
and Kitchen".

DELEGATIONS
Moved by Councillors Kitchen and Kruger that Mr. J. MacNeall
of St. Martin's Drive, Frenchman's Bay, be heard.
Mr. J. MacNeall had several points which he wanted brought to
the attention of Council.

No street naming sign at south end of road. Would Council
instruct Roads Department to have one installed.
General condition of road in need of repair - maintenance
work. Does the township own the road? If so, ditching
and grading is required.
Logaand garbage on private property creating a dangerous
situation. Would the Township investigate and order its
removal. Also, garbage being deposited at the north end
of the south part of St. Martin's Drive; could this be
stopped?
Poor drainage on parts of St. Martin's Drive created by
the now defunct Baytona Marina. Channel of water diverted,
now encroaching on Mr. MacNeal1's property. Could the
Township Engineer investigate, also excavation for future
marina site.

Moved by Deputy Reeve Chatten, seconded by Councillor Beer,
that Mrs. G. Robinson of St. Martin's Drive be heard.
Mrs. Robinson had appeared before Council intending to inquire
about putting her summer cottage into year-round use, as a
permanent residence, but at the last moment decided against
making the request of Council for this permission. However,
Mrs. Robinson did ask Council whether it would be possible to
have a sign erected at the foot of St. Martin's Drive indicating
to motorists that St. Martin's Drive is not a through street.

Moved by Councillors Kruger and Rudik that Mr. Schilling of
Lawson and Clarke be heard.
Mr. Schilling, represented, Mr. W. Shymchyshyn with respect to
an application to the Planning Board to erect an accessory
building to an agricultural use. Mr. Schilling explained to

Council that his client had purchased the land with the intent
of moving on it establishing his home and also establishing a
market garden. He had invested $5,500.00 in the land and
another $3,000.00 approximately on farm equipment. Under the
present circumstances, he is unable to cultivate all ten acres
which could only be possible when he lives on the land, but the
stiff requirements of the Township with respect to a 2,000 sq.ft.
area home is beyond his resources.
The Council informed Mr. Schilling that they wauld have to stand
behind the recommendations of the Planning Department's report
of July 18,1968, which stated it could not find sufficient
evidence of a permanent agricultural use to require an accessory
residence, refusing further consideration of this application.
Moved by Deputy Reeve Chatten, seconded by Councillor Kruger,
that Dr. D. MacPherson and Mr. C. Coulter, both of Ridgewood
Road and owners of Lots 247 and 246 respectively, Plan 612,
appear before Council to determine what Council could do with
respect to winter snow conditions which will worsen due to the
changing contours of their respective driveways, resulting from
p~~vements to the intersection of East Avenue and Ridge-
wood Road. Their driveways will be extended and deepened to a
depth of approximatEiy g feet creating a situation that will
allow snow to pile up in the driveways.
It was felt since the Township is creating this worsening situa-
tion that it should provide means of snow removal. Both
Dr. MacPherson and his wife are on call, being in the medical
profession; a situation as described above makes it impossible
to get out without wasting valuable time.
The Council made several suggestions, such as hiring private
snow removers, installing heated driveway, or purchasing snow
blowersall of which have been investigated to some degree by
Messrs. MacPherson and Coulter.
The Council referred the matter to the Roads Committee to make
recommendations on how best to resolve this problem.
Forest and Stream
Moved by Councillors Kruger and Kitchen that Mrs. M. J. Sypher
be heard.
Mrs. Sypher was present, however she requested that Mr. C. M.
Glover be allowed to make the presentation on behalf of the
resident property owners of Forest and Stream.
Mr. Glover requested from Council, road improvement and ditching
to their road. Certain ditching is required to prevent flooding
in the spring of the year, also to preven~ contamination of a
public or community well.
The Council could not promise the work requested as they were
not certain as to its status~ If it is a Township road, the
Roads Department would perform improvements.
This matter was referred to the Road Department for investigation
and recommendations.
CORRESPONDE~
Prince of Serendip Ltd. submit new lease for the rental of the
Pickering Township Municipal Building in Brougham.
Referred to the Committee of the Whole Council.
Mr. Alexander McD. Brown, 361 East Avenue, West Rouge, disclaims
charges to him for digging up and relaying sewer connection
caused by allowing gravel to enter the sewer connection to his
house.
Referred to the Public Utilities Committee.

Mr. Arthur B. Clarke, 145 Sylvan Ave., Scarborough, requests
Council to reconsider the maintenance of the northerly portion
of Sideline 32/33.
Referred to Roads Committee.
Mr. John R. Mason, Executive Assistant, Ontario Department of
Trade and Development confirms the decision of the Ontario
Development Corporation that the Township of Pickering cannot
be in~luded as an area eligible for assistance under the E.I.D.
Program. He advises that the Hon. Stanley J. Randall and the
Hon. C. S. MacNaughton are concerned for the situation of
Pickering and will continue to seek ways of alleviating the
present tax burden.
All members of Council, and in particular the Reeve, expressed
displeasure with the Provincial Government in its apparent
inability to provide the Municipality with necessary financial
assistance to encourage industry to locate here.
Mr. N. Cafik, M.P., expresses appreciation to Council for the
understanding shown re the Bay Ridges Separate School Bd. probleø~.

under the Agreement the Township made with the homeowner that if

BY-LAWS
By-Law Number 3539
Councillor D. Kitchen seconded by Deputy Reevà R. Chatten,
moves for leave to. introduce a By-law of the Township of
Pickering to dedicate Part of Lot 6 in Concession 5 as a public
highway, and that same now be read a first time.

that By-law Number 3539 to dedicate Part of Lot 6 in Concession
5 as a public highway be now read a second time, and that Counci~
go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as reaq.

that the report of the Committee of the Whole on By-law Number
3539 be adopted, and that the said By-law be now read a Third
Time and PASSED, that the Reeve and Clerk sign the same, and

Councillor V. Rudik, seconded by Deputy Reeve R. Chatten, moves
for leave to introduce a By-law of the Township of Pickering
to authorize the execution of a Deed dated the 9th day of
August, 1968, in favour of Parshan Construction Limited, and
that same now be read a first time.
Councillor V. Rudik, seconded by Councillor D. Beer, moves
that By-law Number 3540 to authorize the execution of a Deed
dated the 9th day of August, 1968, in favour of Parshan
Construction Limited, be now read a second time, and that
Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.

authorize the construction of a watermain on Rosebank Road under
the provisions of The Local Improvement Act, and that same now
be read a first time.

that By-law Number 3541 to authorize the construction of a
watermain on Rosebank Road under the provisions of The Local
Improvement Act be now read a second time, and that Council go

That the Treasurer be instructed to consult with our
auditors and have the latter prepare a proforma operating
statement showing anticipated revenue and capital and
operating expenditures (including debt retirement and
depreciation) for the following:
(a)
(b)
A swimming pool 30 feet x 75 feet at the Woodlands
school location.
An arena - "official ice surface" - indoor.

That the auditors be instructed to compare the projected
operating results of the WOodlands pool and the arena
complex with similar operations in other municipalities.
That all requests for research data be chanelled from the
auditors to the Treasurer.
4.
That the auditors be requested to comment on the capacity
of the municipality to absorb the capital expenditure,
debt servicing ability and operating results keeping in
mind the current debt and operating ratios considered by
the Ontario Municipal Board to be reasonable.
That if the proforma for the Woodlands pool is easier to
prepare that its preparation be given priority.

Resolution #225/68
MOVED by Councillor A. King, seconded by Deputy Reeve R. Chatten,
that the Clerk advise the City of Oshawa that the Municipality
of the Township of Pickering, while it is willing to participate
in the supply of data, is of the opinion that it would not be in
the best interest of the Municipality to participate in the
Regional Government Study financially, or in the application to
the Minister for the study covering their area, as recommended
by the Committee of the Whole Council August 12, 1968.

MOVED by Councillor D. Beer, seconded by Councillor Rudik,
that the standby cost to Uxbridge should increase from the
present $500. per annum to $750. per annum; the charge of $75.
for two hours for services be increased to $lOO. for the first
hour and $50. per hour for each hour thereafterJ as recommended
by the Standing Committee on Fire August l4, 1908.

that presentations by interested architects re a new fire hall
will be heard at the next Fire Committee meeting to be held on
September 11,1968, as recommended by the Standing Committee

that the pay of Volunteer Firefighters be equivalent to full-

that Markham.Fire Department receive payment in the amount of
$100. for a grass fire they attended in the area that is covered
for the Township by Stouffville, as recommended by the Standing
Committee on Fire, August 14,1968.

Resolution #232/68
MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Kitchen, that whereas the intersection of Bayly Street and
Brock Road is going to be reconstructed to provide for the four
lanes of traffic;
AND WHEREAS the reconstruction has been tendered and the work
has commenced as of August 19,1968, under the supervision of
the Ontario County Roads Department;
AND WHEREAS the Corporation of the Township of Pickering is
presently seeking approvals from the various Government agencies
with respect to the construction of watermains and sanitary
trunks to service the industrial lands to the north of Bayly
Street;
AND WHEREAS the Township's construction of watermains and sanitary
trunks will be constructed and enter through this intersection
necessitating trenching and disruption of traffic at some future
date at great expense to the Municipality;
BE IT THEREFORE RESOLVED that the Pickering Township Engineering
Department be and it is hereby authorized to have the sanitary
trunk main connection installed at this intersection during the
present improvement program without calling of public tenders,
in view of expediency and greater savings to the Municipality.
