Moved by Councillor A. King, seconded by Councillor D. Beer,
that the minutes of council meeting held on April 1st, 1968 ,
be adopted.

that Mr. Fred Borden, representing West Shore Ratepayers'
Association be heard,
Mr. Borden read from a prepared brief with respect to rights-
of-way to Township greenbelts at Elivra Court and Vistula Dr.
being maintained and opened to the public.

Moved by Councillor A. King, seconded by Councillor D. Kitchen,
that Dr. Weisbaum be heard.
Dr. Weisbaum appealed for some relaxation on the zoning by-laws
in order to continue the medical service to the citizens of
the Township of Pickering in particular to Bay Ridges area.
The following is a letter received from Dr. W. W. Tomlinson in
support of Dr. Weisbaum's appeal.

This is a letter in my absence at your meeting this evening,
but Dr. Joan Atkinson my associate of Pickering will be attending your
meeting.
I have been cognizant of the tact that Dr. Dave Weisbaum of
Bay Ridges is having difficulty in getting an expansion for his clinic
at his present site.
I also understand if he cannot obtain more privileges to park
his patients' cars and to expand his practice to the benefit of the
people of Bay Ridges, then this area is going to lose the only three
full-time doctors you have in this area.
I strongly recommend to your Council that you seriously consider
Dro Weisbaum's request for expansion, although it may not apply to your
present By-Laws.

The Doctor and his associates have given good medical service
in the past seven years to the Bay Ridges and Pickering Township area
and it would be a shame to see these doctors leave because of a minor
problem, that I think the Pickering Township Council can rectify.

Forests, forwards notification of a three-day deer season in
the Lake Simcoe District with no dogs and shotguns only for
November 4, 5 and 6,1968.
Any comments pertaining to the deer season must be received
by the Department of Lands and Forests betore June 1, 1968.

Mr. K. R. CarrL Industrial Commissioner, forwards a clipping
from the Fort wayne, Indiana newspaper ot March 25, 1965, re
a Canadian industry locating in that area; and comments that
Pickering would have a better chance of attracting industry
such as this if Ontario Development Corporation assietance
were available.

Mr. K. R. Carr, Industrial COIDllÛS sioner, summarizes industrial
activities in the Tovmahip tor the period July 1,1967, to
February 28,1968, stating there is a relatively high interest
in the Pickering area, and requests an opportunity to discuss
industrial matters with the Comœdttee of the Whole.

The Ajax, Pickering and Whitby Association tor Retarded Children
requests that this Association be allowed to declare the two
weeks commencing May 12 and ending May 25, 1968, Retarded
Childrens' Weeks, and be permitted to campaign for tunds to
continue the operation of the Sheltered Workshop.

Mr. R. F. Craig, Municipal Law Enforcement Officer, adv~ses
that property on the east side of Brock Road, north of 1'/1
Highway, Part Si Lot 19, Concession 6, (Roll 9-218) has been
inspected and found to be in a dangerous, unsightly and
unsanitary condition, and makes application under By-law 2444
to have these premises declared a 'dangerous yard'.

Mr. Charles E. Brisbin, Director, South Central Regional
Library System, forwards copy of a letter sent to the Minister
of Education and other members of the Government.
The letter was written to point out that the picture of progresÐ
in public library service provided by the Ontario Library Review
could be viewed and interpreted differently.
Mr. Brisbin is asking that the letter be considered and if
possible write to the Minister of Education.

The Association of Children's Aid Societies for Ontario
requests that the Township of Pickering Council proclaim the
week of April 21 to 27,1968, as Children's Aid Week.

Mr. A. B. Clarke, 145 Sylvan Ave., Scarborough, requests the
Township to open the road allowance, Sideline 32/33, Concession 8.

Mr. Paul Vakula, 1827 Valley Farm Road South is requesting
that the Building Department make different arrangements for
issuing of building permits as some applicants are required to
come back three or four times before they can get a building
permit.
Mr. C. Hollinger is requested to attend the Committee of the
v~ole Council meeting scheduled for April 25,196$.
Mr. James A. Taylor, Township Solicitor, advises he has sent
to the Solicitors for Alliance Building Corporation Limited,
an agreement for their execution with respect to the issue of
a building permit, the settlement of the action against Derby
Construction Company Limited and the payment of the Township~s
costs.
He advises that the Township withhold the issue of the building
permit until such time as Alliance Building Corporation Limited
has executed the agreement and has in tact paid the Townehip'a
coata arising out ot the litigation.

ot OsBawa, requests the names of the persons who will be
attending the Regional Government Conference on May 25, 1968,
not later than April 22, 1968.

School Board, School Area #2, has signed the agreement re the
sale of the Baseline School and has agreed to make the building
available on May 15, 1968.
The School of the Holy Redeemer requests Council's support in
expediting the Planning Board's approval to their application
re the location and construction of the proposed new school -

1. The Metropolitan Toronto and Region Conservation Authority
advises that the erosion problem at \'lest Point Crescent, Rouge
Valley is being investigated and will advise further on this
at a later date.

Toronto and Region Conservation Authority.

The Ontario Humane Society confirms that it will be prepared
to commence providing a complete program of animal control
services to the MUnicipality on Wednesday, May 1,1968.
Mr. Alan Jones has been appointed as Regional Superintendent
in charge of operations.
This information will be released to the press by the Ontario
Humane Society so that the general public will be fully advised
of the commencement of operations.
Mr. R. A. Campbell, P. En¡ . J Land Development Department of
Consolidated Building Corporation, forwards carbon copy of a
letter written to Mrs. Gisela Klemz, 770 Fairport Road,
Pickering, concerning her inquiry re vacant lot 28. He advises
they are unable to build at the present time on this lot due
to the restrictions on building perœdts, but will clean up the
lot and attempt to minimize the nuisance.
Letter referred to a future meeting of Council in Committee or
the Whole with Mro Campbell in attendance.

At the present date I have issued 25 permits to Consolidated
Building Corporation and am in the process of issuing the
balance of 20 permits under Category A as soon as possible,
probably April 8,1968.
Under Category B I have at the present time 66 applications
of which 21 have been approved and issued.
Under Category C five applications have been submitted for
approval and three have been issued. I also have 5 applica-
tions to demolish old houses and build new ones pending
direction from Council on the agreement.
Of the total of 100 permit restrictions, I have to this date
issued a total of 44 permits.

submit written briefs prior to May 31st, 1968.

public hearing before the Committee, such hearing will be
arranged at a time convenient to the Committee. All requests
for a public hearing are to be in the hands of the Committee
prior to May l5th, 1968.

MOTION
Moved by Deputy Reeve R. Chatten, (no seconder)
that the motion be amended by requiring that all notifications
of an intention to appear before Councilor to submit a
written brief be made on or before May 13,1968; and that a
public meeting be held on that date to hear all presentations
and that Council hold as many consecutive meetings as is
necessary to hear all persons who have indicated their
intention to appear before Council to voice their opinions.

D. Kitchen that whereas on April 18, 1968, the Pickering
Township Planning Board refused the application of
Dr. Weisbaum for a specific amendment to Zoning By-law No.
2520 to permit the use of Lot 70 Registered Plan M-14 for
the purposes of a Medical Clinic, and to expand the building
on the said Lot for such Medical Clinic; and

WHEREAS the Council of the Corporation of the Township of
Pickering does not concur with the decision of the Planning
Board with respect to this application;
BE IT THEREFORE RESOLVED THAT the Planning Director and
Township Solicitor be instructed to prepare an amending By-law
to Zoning By-law No. 2520 to permit the expansion of the
existing building on Lot 70, Registered Plan M-14 for the
purposes of a Medical Centre only; subject to a suitable
development agreement being worked out between the applicant
and the Township, including the provision of all necessary
services and facilities.

that Daylight Saving Time become effective in the Township
of Pickering on April 28,1968, at 2:00 a.m. and that same
be advertised in local newspapers.

MOVED by Councillor V. Rudik, seconded by Councillor A. King,
that whereas Mr. Frank Hattlmann has under date of April 4th
applied to the Council of the Corporation of the Township of
Pickering for a loan under the provisions of the Tile Drainage
Act;
AND WHEREAS By-law number 1048 of the Township of Pickering
authorizes the Council to borrow upon the credit of the
Corporation such sum or sums not exceeding $10,000. to assist
land owners with drainage projects;
AND WHEREAS the necessary funds will be raised by the issuance
and sale of debentures to the Treasurer of Ontario and the
said debentures are not a charge against the credit of the
Corporation;
BE IT THEREFORE ENACTED THAT the Clerk be authori zed to apply
to the Treasurer of Ontario for the purchase of debentures in
the amount of $1,441.91;
THAT upon receipt of the approval of the Treasurer of Ontario
to the purchase of these debentures, the Treasurer of the
Township of Pickering is hereby authorized to advance the said
$1,441.91 to Mr. Frank Hattlmann;
AND THAT the necessary By-law be drafted in accordance with
the provisions of the Tile Drainage Act to provide for the
levying of an annual rate over and above all other rates on
the property of the said Frank Hattlmann sufficient for the
payment of the principal and interest ot the said debentures.

watermains has been received by the Clerk to service homes
in the Liverpool Road area;

prepare a report for Council as to the feasibility of
