CORRESPONDENCE
Mr. J. A. Taylor, Township Solicitor advises he has turned
over to the Solicitor for American Botany Holdings Limited
a copy of the Mutual Release which terminates this
transaction.
Mr. Russel L. Holder, Chairman, West Rouge School Yard
Project has previously submitted a proposal and budget
regarding this project. He would like the opportunity of
attending any discussion of this matter to speak in its
support and be at hand should any explanations be necessary.
Referred to Parks and Recreation Committee.
Fire Chief D. Lynde has inquired re changing the chassis of
the Claremont Fire Truck from G.M.C. to Ford because of the
G.M. strike. This would involve an increased cost, however
to keep the cost at the original figure, they have switched
from a two stage pump to a single stage pump with the same
capacity rating as ordered.
The Fire Chief advises that King Seagrave will require a
letter from the Township authorizing these changes.

Mr. A. W. Tyas, Business Administrator, Secretary-Treasurer
Pickering Township School Area 2 acknowledges receipt of the
Agreement of Purchase and Sale regarding the Base Line School
and property. He states the Board looks favourably on the
disposition of this property by way of sale in principle
but is of the opinion that the realization on the property
should accrue to the benefit of the taxpayers in School Area
No.2 by way of a reduction in the mill rate.
Mr. J. E. Haney, Parks Administrator, requests a meeting with
Council to have the Parks and Recreation budgets discussed,
regarding allocating the monies to the various communities,
and he advises that the majority of the people who have
submitted budgets wish to be present at this meeting to discuss
their requirements and to answer any questions that may arise.

Mr. John F. Brewin, of Harries, Houser, Brown, Houlden &
McCallum, Barristers and Solicitors, advises that Miss V.
Swan is appealing the decision of Mr. Justice Wilson re
the application for an order of mandamus, and this appeal
will likely come before the Court of Appeal in Mayor June.
He requests Council's instructions on this matter.

Instructions to Clerk
The Clerk to advise Mr. Brewin, of Harries, Houser, Brown,
Houlden & McCallum, Barristers and Solicitors, that it is
the wish of Council that in the matter of the appeal of a
mandamus by Miss E. V. Swan, that senior council be retained
as recommended by Mr. Brewin.

The Planning Board wishes to be advised of the disposition by
Council of the recommendations of the Planning Board and
Committee of Adjustment re Annual Report, 1967, Township of
Pickering Planning Area.
Copies to Council.
Council members were not prepared to adopt the annual report
of the Planning Board and Committee of Adjustment for the
year 1967 and suggested that the Clerk arrange for a meeting
between the Planning Director and Council to review this
report.
Mrs. Barry Murkar, Secretary, Ajax-Pickering Branch, Canadian
Cancer Society requests permission to hold a canvass for funds
in the Township of Pickering during the week of April 21 to
27 inclusive.

INFORMATION
Mr. R. H. Menary, Operations Manager, Canadian National
Railways, Toronto Area, advises that appropriate operating
bulletin was issued under date of March 6 prohibiting the
sounding of engine whistles at the crossings of Rosebank
Road, Mileage 3l5.95, and Chesterton Shores Road, Mileage
3l7.22, Kingston Subdivision.
Mr. Sherman Scott and Mrs. Brenda Piggott express appreciation
on the receipt of their centennial medals.
The Society of Industrial Accountants of Ontario, Oshawa
District Chapter, advises of a dinner meeting on Thursday,
Aprill8, featuring Mr. Joseph Connell, Secretary-General of
the Kitchener Waterloo Y.M.C.A., as a guest speaker, tickets
available April 1.
Mr. F. S. Wotton, Co-ordinator, Public Survival, Emergency
Measures Organization confirms attendance at meeting of
April 8, 1968.
Mr. C. Hollinger, Buildin~ Departmen¥, advises re the invoices
of Seaway Motors Ltd. -- Hl5271 and #ll994 are for Building
and #13554 and #12308 are for Plumbing.
#1527l, #l35?4 and #l2308 are for the 3000 and 6000 mile
service, change oil and filter which is a nominal fee and
does not come under warranty in any new car.
#11994 is to supply and install a new gas tank ($32.65) of
which it is not know whether the car was delivered in this
condition or if the damage occurred after delivery.
Council approves and recommends payment.

Mr. J. H. Faulkner, Planning Director forwards copy of a
letter sent to Proctor, Redfern, Bousfield & Bacon~ Consulting
Engineers and Town Planners, re S 4/66 - T l7784 and T l8970,
Rouge Hills Estates, Part Lots 33 and 34, Range 2, advising
them that the draft plan (T l8970) has been received from the
Department of Municipal Affairs for Township consideration.
He advises that the Township considers this a residential
proposal not including a complementary industrial development,
and the Township is not prepared to consider further residential
development unless such development is accompanied by an
industrial counterpart, and any proposals re industrial
development should be presented directly to Council.

Councillor Kruger suggested that this report be modified and

Councillor Kruger suggested that possibly this report could
be distributed to the ratepayers, however later withdrew
this suggestion when it was made known that the report as it
now stands was only one-quarter complete, and was therefore
not a true picture nor a complete economic base survey, and
when it is complete there would be no reason why this could
not be distributed to the ratepayers.

By-Law Number 3467
Councillor A. King, seconded by Councillor J. Kruger, moves
for leave to introduce a By-law of the Township of Pickering
to authorize the borrowing of $29,000.00 by way of temporary
advances pending the issue and sale of the debentures authorized
by By-law No. 3444 for construction of watermains and sewers
on the West Side of Brock Rd. and that same now be read a first
time.

that By-law Number 3467 to authorize the borrowing of $29,000.00

the Corporation of the Township of Pickering and various
separate and public school boards with regard to residential
lot fee, and that same now be read a first time.

moves that By-law Number 3469 to authorize the execution
of an agreement between the Corporation of the Township of
Pickering and various separate and public school boards with
regard to residential lot fee be now read a second time, and
that Council go into Committee of the Whole thereon.

read.

to authorize the purchase of 18.6637 acres of land in Lot 19,
Range 3 from Viking Developments Limited, and for the borrow-
ing of $50,000.00 therefor for the purpose of establishing an
industrial site, and authorize the Reeve and Clerk to execute
the agreement of purchase and sale and any other documents
required to complete the purchase, and that same now be read
a first time.

The draft By-law to levy rates to raise money required to
operate the various Public, Separate and High School Boards
was withheld in anticipation of receiving additional ftnancial
assistance from the Province.
The By-law to authorize the execution of an agreement to appoint
the Ontario Humane Society as Poundkeeper and Animal Control
Warden was held pending the receipt of the agreement from the
Ontario Humane Society.

Resolution #68/68
MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Kitchen that Mr. P. Poulsson, Township Engineer, be
instructed to call tenders re the installation of watermains
and sewers to the industrial lands on the west side of Brock
Road between a point 945 feet south of the south street line
of Base Line Road and Base Line Road.

Resolution #69/68
MOVED by Councillor V. Rudik, seconded by Deputy Reeve
R. Chatten, that this Council does hereby endorse the
recommendation of the Pickering Township Planning Board on
Februa~ 29th, 1968; and hereby directs that the application
(A 2/68) to amend the zoning of Part Lots 1 to 4, Plan 329,
(north side of Greenwood Avenue, west side of Woodview Avenue
North) from Rural Agricultural Zone 'A' to Single Family
Residential Zone 'R4'; be refused on the grounds that such is
deemed premature due to the existing drainage problem, the
surplus of residentially designated land, and the lack of
municipal services.

that the Ajax-Pickering Branch of the Ontario County Unit of
the Canadian Cancer Society be permitted to canvass the
Township of Pickering during the week of April 21 to 27

Resolution #71/68
MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Beer, that whereas congested angle parking and exit and
egress in the business section at Harwood Avenue, North, in
Pickering Township, during peak business hours, is hazardous
and dangerous for traffic, on a main arterial road, and
WHEREAS merchants located in this area have many larger stores
in the Ajax Plaza to compete with, and
~
WHEREAS through an application to the Committee of Adjustment
this traffic hazard was glaringly brought to their attention,
and
WHEREAS the Committee of Adjustment approved the application
but felt guidance should be rendered to these merchants by
the Council and trained expert personoel of Pickering Township
(i.e. Engineer, Planning Director and Police Department) in
connunction with the merchants in this area, to assist them
with suggestions as to implementing possible free parking to
the rear of these buildings and possible North - South
parallel parking at front of buildings.

THEREFORE the Committee of Adjustment respectfully recommendst~ ~
that Council give this matter serious consideration to help
these merchants improve their business by improving parking
facilities and also reducing a traffic hazard in this area.

MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen,
that the Planning Director, Township Engineer, and Police
Chief study and report upon the problem to the Roads Committee.

Resolution #72/68
MOVED by Councillor D. Beer, seconded by Councillor Vo Rudik,
that whereas the purchase of a fire truck for the Corporation
of the Township of Pickering, the de1JYery of which will be
delayed indefinitely due to the strike with General MOtors;
AND WHEREAS to obtain delivery within a reasonable time it
will be necessary to change the chassis from a G.M.C. to Ford;
AND WHEREAS this additional cost can be reduced by the
switching from a two stage pump to a single stage pump with
the same capacity rating as ordered,
BE IT THEREFORE ENACTED that the Fire Chief be authorized to
advise King Seagrave that the changes in chassis and pump be
and are hereby authorized at no additional cost to the
Township of Pickering.

services to protect the Township's position on this matter.

Resolution #70/68 which permits the Cancer Society to canvass the
Township of Pickenng from April 2l to 27, 1968, drew a suggestion
from Councillor J. Kruger that the variou~ charitable organizations
be organized along similar lines to the Metro United Appeal.
The funds collected could be used to benefit these local organizations;
as many municipal residential owners work in Toronto and contributions
are made through pay roll deductions thus neglecting our local charities!
Reeve J.. Williams felt it might ," be difficult to organize a United
Appeal in a Township such as Pickering but that further efforts
should be made to organize this, and perhaps this should ba
done through the County Council. He suggested that the matter should
be brought up in County matters.
The Reeve went on to say that the people connected with these
charitable organizations work long hours to get a small sum of money.
These people, he said, are dedicated and deserve tremendous support.
It was left with Council to give the matter further consideration.

1. Councillor Victor W. Rudik, Ward 1, gives notice that he will
move or cause to be moved, at the next røgular meeting o~
Council (Aprill, 1968), a resolution, that the deliberations
of all Council Committees, when constituted as Committee of
the Whole, be opened to members of the public and the press,
with the exception of certain matters such as personnel and
land purchases.
