King, that the minutes of February 19th, 1968, be adopted as amended, Page 8 - Recorded vote on Resolution #47/68 - shows Deputy Reeve Chatten as voting twice, this was changed to read Councillor D. Kitchen. CARRIED Councillor J. Kruger on behalf of the West Rouge Pee Wee Hockey Team expressed thanks and appreciation to Council for their donation of $50.00 and the telegram sent to them during the hockey competition held in Quebec City last February, 1968. il.ll ACCOUNTS Councillor V. Rudik suggested to Council that the review of accounts in Council is an unnecessary time consumer and recommended that the accounts be reviewed in Committee prior to the Council meeting and that one motion could then be passed in open Council adopting the various department monthly expenditures. Clerk to prepare the necessary resolution for future Council meetings. MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik, that the report of the Standing Committee on FINANCE recommending payment of accounts in the amount of $413,705.31 be adopted. CARRIED Fin~ - (1) Clerk to obtain clarification on cheque 527 - 1968 levy payment to School Board Area #2. (2) Clerk to obtain a report from the Engineering and Planning Departments on the amount of reproduction work and cost to the municipality for the year 1967, and the feasibility on the purchase of a machine by the municipality to do its own work. ~ MOVED by Councillor V. Rudik, seconded by Councillor D. Beer, that the report of the Standing Committee on PLUMBING & BUILDING, recommending payment of accounts in the amount of $648.11 be adopted. CARRIED P~umbing & Building - Councillor Rudik is not satisfied with report received on the invoice from Seaway Motors (1965) Ltd., cheque 646. He feels this car is still under warranty and that a number of items charged to the municipality for repairs should still be covered. - 2 - 6/68 MOVED by C$uncillor V. Chatten that the report of the Standing Committee on ROADS & BRIDGES, recommending payment of accounts in the amount of $29,l87.20 be adopted. . CARRIED DELEQATIONS Moved by Deputy Reeve Chatten, seconded by Councillor Kitchen, that Mr. William Fertile, President of the Frenchman's Bay Ratepayers' Association, be heard. Mr. Fertile appeared before Council to bring to the attention of Council an old existing drainage problem which due to recent development has aggravated the situation further to the point where a number of residential homes are being affected. He introduced a Mr. M. Mulliette, P. Eng., who prepared and presented a brief on the situation as it now exists. Mr. Mulliette outlined the area most affected as those homes on the north side of Annland. Councillor Kitchen and Councillor Kruger indicated they were both familiar with the problem and suggested that the brief as prepared by Mr. Mulliette be presented to the Clerk, directing that it be forwarded to the Township Engineer for his comments (report). Mro Levine of Levine & Shiff, Barristers & Solicitors, represent- ing Mr. Donald Paolini, (re building permit Lot 33, Plan 422) did not appear before Council. CORRESPONDENCE The Central Ontario Joint Planning Board extends an invitation to representatives of the Township of Pickering, along with the Town of Ajax and Village of Pickering, to attend their next regular meeting to be held in the Board's offices at 7:30 p.m. Thursday, March 2l, 1968~ In addition to general discussion items, a draft of an official plan for this planning area will be discussedo The Lions Club of Ajax requests permission of the Pickering Township Council to conduct a canvass in the aid of the Canadian National Institute for the Blind, to be held in Squire's Beach on Aprill5, 1968. Robarts advises that the matter regarding the Metropolitan Toronto and Region Transportation Study and its possible effect on the Township of Pickering is being looked into and he will advise further when more information is obtained 0 The Ontario School Trustees' and Municipal Councillors' Association advises of the Annual Convention to be held at the King Edward Sheraton Hotel in Toronto, March l8-20, 1968. This convention will feature Amalgamation - Policies and Procedures. Miss R. Scott, Secretary, the Ontario Municipal Board, forwards the BoardYs order dated February 19, 1968, approving restricted area By-law #3359, re zoning for Peleshok Motors Ltd. Sweezey, Subdivisions Section, Community Planning Branch, Department of Municipal Affairs, advises that due to the limit of residential building permits for the year 1968 and recommendations from the Township Council, the draft plans of subdivisions Part Lot 26, Range 3, File T-17805, and Part Lot 35, Range 2 File T-l7737 known respectively as Marfield and East Ridge Developments, have not been recommended to the Minister. Mr. James A. Taylor, Q. C., forwards his opinion re building permits - 100 quota. Copies to Council 0 Mr. John F. Brewin, of Harries, Houser, Brown, Houlden & McCallum, Barristers and Solicitors, advises that Mr. Justice Wilson has dismissed Miss V. Swan's application for mandamus re building permit without costs to either party; and that the Judge finds that the zoning by-laws lawfully prevent the Building Inspector from issuing a building permit and justify the Township's position. Reddington, M.T.P.I.C., Executive Director, Central Ontario Regional Development Council, confirms meeting with the Township Council on March 26, at 9:30 p.m. The Canadian Transport Commission forwards Order No. R-1496 approving By-law Noo 3353 prohibiting the sounding of engine whistles with respect to the Rosebank Road and Chesterton Shores Road crossings in Kingston Subdivision 0 Mr. T. M. Eberlee, Deputy Minister, Department of Labour, advises that Mr. H. R. Illing has been appointed as Conciliation Officer to confer with the Corporation of the Township of Pickering and the Canadian Union of Public Employees and its Locall29 to endeavour to effect a collective agreement between them. Canadian Transport Commission considers l~vel crossing at Woodview, mileage 4.37 of the Canadian National Railways YorÁ Subdivision as rural and therefore will not approve the anti- whistling By-law. Mr. Ao Ross Irwin, Business Administrator, Pickering District High School Board advises that an emergent meeting of the Pickering District High School Board will be held March 7, 1968, at 8:00 p.m. in the Library at the Pickering High School. The purpose - to present the 1968 budget. Council, due to prior commitments, will be unåble to attend; however, they have instructed the Clerk to confirm with Mr.Irwin if the meeting could be called for 7:30 p.m. permitting Council the opportunity to attend this meeting and also enable them to meet their other commitment. - 5 - 6/68 15. Canadian Transport Commission by Order No. R-l621 advises the Council of the removal of twenty-four agents and five care~aker- agents from stations on the Canadian Pacific Railway Trenton Division 0 Directly affected in the Township of Pickering is the Claremont station; indirectly, Locust Hill station. Kitchen, that the Council of the Township of Pickering submit an offer to the School Board Area #2 Trustees of a nominal sum of $2000 for the Baseline Road School and property (approx. 3 acres) and that the monies from the sale of this property by the Township be set aside in a special fund for a recreational and cultural centre, as recommended by the Committee of the Whole Council, February 26, 196$. CARRIED Resolution #58/68 MOVED by Deputy Reeve Ro Chatten, seconded by Councillor A. King, that the Township Engineer be authorized to call tender for Salvage Rights from the Township Dump in Lot 15, Concession 4, for the period between Aprill, 196$ to March 31, 1969. CARRIED ~ Resolution #59/68 MOVED by Councillor D. Kitchen, seconded by Councillor A. King, that the Clerk be instructed to prepare the By-law closing Sideline 32/33 in Range III south of Pine Ridge Road, and that arrangements be made to convey to the Metropolitan Toronto and Region Conservation Authority that part of the road allowance so closed exc~pting the section adjacent to Pine Road with a depth equal to the depth or the registered lots abutting, providing that the MoT.R.C.A. own lands on both sides of the section of the sideline to be conveyed 0 Further that the necessary easements are conveyed to construct and maintain future and existing watermains located within the allowance, as recommended by the Standing Committea on Roads, February 20,1968.
