Pickering Township Council was
held on MONDAY, the EIGHTH day
of JANUARY, 1968, at EIGHT P.M.

-to conduct devotional services.
Rev. Frank Conkey read passages from the Sermon on the Mount.
Rev. W. A. McKay followed Rev. Father A. G. QuesnelleYs message with
a prayer that they would continue to see the beauty of the Township
and keep it beautiful spiritually and materially. He suggested that
everyone make a personal pledge that 1967 was not a sentimental
journey only, but will bring some of the new vision into 1968.
Deputy Reeve A. R. Chatten moved a vote of thanks to the Reverend
Sirs for their blessing.
All members of Council - Deputy Reeve A. R. Chatten; Councillors
V. W. Rudik, D. A. Beer, D. W. Kitchen, A. C. King, J. P. Kruger,
took their declaration of office in unison.
At this point, Miss Diane Williams, 10 year old daughter of Reeve
J. R. Williams, presented her father with an engraved gavel.
~efore embarking on the 1968 business, the Reeve, Deputy Reeve, and
each Councillor gave a brief outline of their projects for the forth~
~oming two-year term in office. -

lNAUGURAL ADDRESS
~eeve J. Williams stated he was looking forward to two years of
hard and productive work. liThe individuals elected by youa, he said,
¡~deserve and will require the support by every resident in the Town-
ship, for these are not easy timesiì. He said he believed that now
there was a chance to increase the industrial ratio and limit the
residential assessment.
A brief will be presented outlining Pickering's problems in the hope
of securing Provincial and possibly Federal assistance. By-laws
will be amended and renewed; the official plan would be implemented;
the completion of the water expansion program is a must; the industrial
land servicing will be well underway this spring; Council will ~rk
towards the trend to regional government.
The Reeve also suggested the possible formation of an agricultural
committee which will meet regularly bringing problems in this realm
to the attention of Council.

Deputy Reeve. R. Chatten, said he was eagerly looking forward to
being part of the team of a Council which lacked leadership for so
long. He said that last week several hours were spent investigating
an industry which we hope will locate in the Township -- a three
million dollar investment.

Councillo~ V. Rudik (Ward 1) declares that the next two years will
be the most critical in the history of Pickering Township and
decisions made will forever affect its development. The future of
Pickering Township is a bright one, but we will not move toward
that future unless there is mutual co-operation and understanding
between those of us on Council and the citizens of Pickering Township,
Counci~~. Beer (Ward 2) believes that regional government is
coming fast. He understands the problems of the farmers and will be
glad to hear from them of their difficulties.
Councillor D. Kitchen (Ward 3) said that six of the seven councillor$
commute to Metro each working day and in this way represents the -
majority of wage earners in Pickering Township. He said land developers
were attracted to the area, for where else can they get so much and
give so little. In his opinion it is unreasonable to use property
assessment as the basis to obtaining revenue for services to the
people.
Councillor A. C. King (Ward 4) said that at last the position had
been reached where the brakes could be applied on residential
development. He declared there was not one miracle worker on this
Council, and that the road to lower taxes was a hard one.
qouncillor J. Kruger (Ward 5) referred back to the year 18l1, when
Pickering Township came into being, saying there was no urbanization
problem then, for it was estimated that lO percent of canadians lived
in urban centres. Now over 70 percent live in these centres. By
1980, it is projected that 81% will live in urban developments.
Pickering is already at approximately 80%. In 1980, over seven
million people will live in just two centres - Toronto and Montreal.
Mr. Kruger reckons that land housing and municipal financing has
to be found to absorb about 1.5 million more people in the next l3
years.
The point of all this is that Pickering cannot escape this tidal
wave of development. To Mr. Kruger, it is certain that Ajax,
Pickering Village and Pickering Township can best protect their
interest by collectively working together for Regional Government
with all speed.
The challenge to this new Council is enormous.

The Committee of the Whole arises and reports the By-law as
read.
Deputy Reeve R. Chatten, seconded by Councillor D. Beer,
moves that the report of the Committee of the \Vhole on By-law
Number 3346, to authorize the construction of an addition to
the Police Station located in Lot 26, Range 3, of the Township
at an estimated cost of $125,000.00 and to authorize the borrqw-
ing of the sum of $125,000.00 upon debentures for that purpose,
be adopted, and that the said By-law be now read a Third Time'
and PASSED, that the Reeve and Clerk sign the same, and the
Seal of the Corporation be affixed thereto.

MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that whereas the Ontario Municipal Board pursuant to section
67 of the Ontario Municipal Board Act has indicated its intent
to limit to 100 the building permits for residential dwelling
unit construction in the Township of Pickering for the calendar
year 1968; ;
AND WHEREAS the Council of the Corporation of the Township of
Pickering concurs with the quota because of the need to limit
residential dwelling unit construction until a more favourabl,
balance of industrial to residential assessment is obtained; .
BE IT THEREFORE RESOLVED
.
1.
That this resolution is subject to the receipt from the
Ontario Municipal Board of a formal order in writing
which shall be received prior to February 5,1968, but
pending receipt of such order this resolution is effective
as of the date hereof. The failure to receive said
order by the date mentioned will render this resolution
nul and void.

That all devèlopers and builders intending to construct
residential dwelling units within the Township of
Pickering during the calendar year 1968 be requested to
submit immediately an estimate of their anticipated
requirements for residential building permits.

That the allocation of the building permits for the 100
residential dwelling unit construction quota be as

vlith respect to 3A on a basis that is i¡reasonable
and fair¡¡ and in keeping with the best interests
of the Township and Council shall be the sole judge
of what is considered tireasonable ad fairii.

With respect to 3B and 3C,on a first come first
served basis.
With respect to 3D, on a basis to be decided by the
Committee of the Whole Council.
That the Building Department will commence the issuing
of residential building permits as of Tuesday, February
6,1968 at 1:00 p.m.

That this resolution will be advertised during January,
1968, and at such future times as Council may direct in
those newspapers circulating in the various areas of the
Township.
That the effect of this Resolution expires as at December
31,1968 or in accordance with Clause 1 above, or if
replaced by any future resolution dealing with a quota
on building permits for residential dwelling unit con-
struction for the calendar years 1969 forward.

that any recreational committee pay through the Township any
extra they are spending for equipment or ice time, etc., over
and above the Township allotment so that the Township can
send their cheque for the same and get an extra grant for
the same, as recommended by the Parks and Recreation Committee
on December 12, 1967.

A. King, that the Sanitary Sewer across the H.E.P.C. frontage
between Montgomery Park Road and a distance of 774 feet
north of Montgomery Park Road be deleted as requested by
the H.E.P.C. and that the neceesary amendment giving effect
to this decision be made, as r~commended by the Public
Utilities Committee on December 20, 1967.

D. Kitchen, that the Local Improvement for watermains and
sanitary sewers be extended from the north limit of lands
owned by Mr. Satok to Baseline Road subject to the Township
being able to acquire widenings across the property from
Mr. Lawson's clients, as recommended by the Public Utilities
Committee on December 20, 1967.

AND WHEREAS Bell Gouinlock and Company Limited are fully
familiar with the problems and needs of the Township of

Gouinlock and Company Limited as fiscal agents for the
Township of Pickering for the year 1968;

the intention of Council to obtain this opinion with all
speed and report back to Mr. Bazarin its decision forthwith;

to issue a letter to Mr. Bazarin granting him a right-of-way
to his home over the Township owned lands, thus solving
Mr. Bazarin's problem without committing the Township to
any expense.

DELEGATIONS
Moved by Deputy Reeve R. Chatten, seconded by Councillor
J. Kruger that Mr. R. Campbell representing Consolidated
Building Corporation Limited be heard.
Mr. Campbell brought greetings from Consolidated Building
Corporation and congratulated the Council on their recent
success with respect. to the election.
Mr. Campbell appeared before Council requesting clarification
on the methods the Township will use in their distribution
of the 100 permit (quota for 196$). He indicated to Council
that as a developer, his company has two plans of subdivision
which have been fully approved and are now in the process of
being serviced. Water and sewers are now installed. The
registered plans M-I05 with 25 single family dwellings, and
registered plan M-I06 with 50 single family dwellings and 4
semis are ready for house construction. His company will be
applying shortly for 22 building permits and the remainder
within the month.
The Council advised Mr. Campbell that a resolution had been
prepared which outlines the policy the Township Council will
follow with respect to the distribution of the 100 building
permits.

Moved by Councillor Rudik, seconded by Councillor A. King,
that Mr. Bazarin be heard. Mr. B. Leibeck, representing
Mr. Bazarin, and speaking on his behalf, appeared before
Council requesting a letter from the Township of Pickering
which would provide Mr. Bazarin with a right-of-way across
lands deeded to the Township for highway purposes but never
formally dedicated by the Township as Public Highways.
Mr. Bazarin's problem is that he cannot obtain a mortgage
from the Trust Company since their lawyer claims that he has
no legal right to use the public owned lands as access.
The Trust Company would accept as proof of legal access
a letter from the Township stating that Mr. Bazarin will
continue to enjoy a right-of-way across the public lands.
