A Meeting of the Pickering Township
Council was held on Thursday, the
TWENTY-EIGHTH day of December, 1967
at EIGHT P.M.
PRESENT: Reeve C. W. Laycox

Before commencing with the business at hand, Reeve Laycox
invited the members of the new council elect to join the
1967 council on the floor.
Councillor elect V. Rudik - Ward 1
Councillor elect D. Kitchen - Ward 3
Councillor elect A.C. King - ward 4
Councillor elect J. Kruger - Ward 5
Reeve Laycox did not make the customary year end report as
he felt it would only be a repetition of what he h~d already
reported to the electorate during the recent election campaign.
Reeve Laycox went on to congratulate theaauncillor-s elect and
to wish the members of the 1968 council the best of the
coming years.
Deputy Reeve Mrs. J. L. McPherson - expressed her
disappointment in not winning the recent election but
went on to congratulate and wish the new council a
successful two years.
Councillors H. Spang, D. Beer, N. Waller, R. Chatten, and
J. Williams all expressed their pleasures in sitting with
the past members of council and all wishing the new
councillors a happy and successful term in office.
Councillor elect J. Kruger -Ward 5- thanked on behalf of
all new member elect the Reeve and Deputy Reeve and
present members of council and wished all of them a happy
new year.
,(I) ADOPTION OF MINUTES

Moved by Deputy Reeve Mrs. J. L. McPherson seconded by
Councillor N. Waller that the minutes of council meeting
of December 4, 1967 be adopted with the following amendment.
Resolution #391/67 be shown as 12st and not Carried.
(II) ACCOUNTS
MOVED by Councillor John Williams, seconded by Councillor
H. Spang that the report of the Standing Committee on
FINANCE recommending payment of accounts in the amount
of $304,056.98 be adopted. See Note 1; Page 2

1. Ontario School Trustees2 and Municipal Councillors~
Association Inc. are soliciting membership to this
organization which provides a provincial meeting
place for all who are elected or appointed to administer
the affairs of their communities. They welcome Councils
advice, guidance and support in the year.
2. Pickering Township Professional Firefighters
Association have submitted amendments to the Barg-
gaining Agreement between the Township and the Firefighters.
Copies to Council.
3. Ferguson, Montgomery, Cassels & Mitchell have advised
that His Honour Judge W. F. Rodgers has been appointed
the Chairman for the Arbitration Board Re: Township of
Pickering and Professional FirefightersV Association,
Local 1632.

4. The Ontario Municipal Board give approval for tender
call of the addition to the Dunbarton High School.
(32 rooms).

5. Department of Highways advise that the Townships
request to have traffic signals installed at
Highway No. 2 has been turned down.

6. Metro Toronto Planning Board advise that a meeting
will be held on Wednesday January 10, 1969 at 7:30 p.m.
in the MacKenzie Room, Toronto City Hall to receive the
Technical Committee's Report. Council representation
is requested.

Clerk's Instructions-

Clerk to arrange a meeting with the Premier of Ontario,
The Honourable J. Roberts through our local Provincial
representative, Mr.Vlm. G. Newman, and that the meèting
is to include a delegation of the Township Council and
it is to be held before the cabinet. The purpose of the
meeting is to present a petition and the Township's
brief on municipal taxation (tax study) as prepared by
the munici1;>al staff.

Pickering to authorize execution of a Quit Claim Deed to
Davey and a Quit Claim Deed to Kormos and that same be
read a first time.

Resolution #395/67
MOVED by Deputy Reeve J. L. McPherson, seconded by
Councillor H. Spang, that a By-law be prepared reducing
the speed limit to a maximum of 35 miles per hour on -
1. Westney Road from 101 to Highway No. 2
2. Pickering Beach Road from Bayly Street to Lake Ontario
and that the By-law be given two readings and forwarded
to the Transport commission for approval, as recommended
by the Road Committee, December 6, 1967.

Resolution #396/67
MOVED by Councillor J. Williams, seconded by Councillor
R. Chatten, that WHEREAS the sale of Part Lot 22, Concession
1 comprising of 4.96 acres to Keith Stewart Realty Ltd.
was to close on December 15th, 1967
AND WHERMS subsequent to the acceptance of the offer an
action was cOIIIIIenced in the Supreme Court of Ontar io
~eventing the closing of said transaction
ANa ~ the resulting action necessitates ,an extension
of time to the closing
BE IT THEREPORE RESOLVED by the Council of the Township
of Pickering that the Reeve and Clerk be authorized to
execute an agreement providing an extension to the closing
of said transaction to two weeks after the disposition
of the action or December 15, 1969, whichever shall first
occur.

MOVED by Councillor N. Waller, seconded by Councillor
D. Beer, that this Council does hereby endorse the
recommendation of the Pickering Township Planning Board
on December 7th, 1967, item 2: and hereby directs that
the application (A 15/67) to amend the zoning by a
specific exemption to permit the operation of a Nursery
School in association with the American Mentessori Society,
on property known as Lot 739, Plan M-l9 (North-east corner
Oklahoma Drive and Fa:ir port Road) ; be approved on the
grounds that such is oonsidered a reasonable use for the
area. And further directs that the necessary amending
by-law be prepared accordingly.

(VII) DELEGATIONS
A. MOVED by Councillor H. Spang, seconded by Councillor
D. Beer, that Mr. G. H. Lowndes be heard.
CARRIED.
Mr. Lowndes appeared before Council to obtain clearance
for a building per.mit to build a residence of 2,086
square feet on 13 acres of land in the N~ of Township
Lot 15, Concession 7. The building permit was refused by
the building inspector on the grounds that the property
was not on a maintained township road allowance.

Mr. LGwndes explained to Council that the Township grader
and snow plough do travel the 8th Concession ròad to his
property, but that the road is not up to Township stand-
ards, however for years he has had no problems in reaching
his property and he assured Council that he would not
demand anything more than what he has at present.

MOVED by Councillor D. Beer, seconded by Councillor
N. Waller, that Mr. L. Harpell be heard.

Mr. Harpell was represented by Mr. Arthur Maloney, Q.C.
and Mr. Dean. Their appearance before Council was to
obtain a license to establish, maintain and operate a
classic automobile challenge course on Part Lot 1,
Concession 5, Salem Road, in the Township of Pickering.
Mr. Maloney indicated to Council that the appeal application
to the O.M.B. had been withdrawn and their appearance here
this evening was for a further appeal to Council. Mr.
Maloney advised Coun"cil that the track would be operated
20 days out of 365 days and out of these remaining days
arrangements would be made to DBke it available to Town-
ship organized groups to use this track free of charge

under proper supervision. He went on to say that the
race course would be a good source of tax revenue as it
was intended to expend approximately $lOO,OOO.OO.

MOVED by Deputy Reeve, ð. L. McPherson, seconded by
Councillor H. Spang, that Mr. Hugh Pugh he heard.
CARRIED .
Mr. Pugh appeared before Council requesting a refund of
the $2,000.00 deposit required under an agreement between
Mrs. Muriel Isabel Pugh and the Township re: the issuance
of a building permit to build a house on Part Lot 9,
Concession 8. He advised Council that a culvert had been
built to replace the wooden culvert which was one of the
conditions in the agreement.
The Engineer could not recommend that the refund should
be made because the Council had not set any policy with
regard to standards for culvert in this Township, however
he did report to Council 1Ihat he thought it would be a
proper and adequate culvert for this road.
Under the circumstance Council felt that Mr. Poulsson should
make a report and that this matter should be placed before
the 1968 Road Committee at their first meeting in the new
year.
MOVED by Deputy Reeve Mrs. J. L. McPherson" seconded
by Councillor H. Spang, that the matter between Mr. Pugh
and the Township of Pickering be referred to the Road
Committee, 1968.

J. L. McPherson, that this Meeting do now adjourn 11:25 p.m.,
