Robertson of Bay Ridges requests that the swings and other playground equipment in Mitchel Park be locked up during certain hours of the night in an attempt to stop disturbance in this area. Copies to Council. It was suggested that someone on the Municipal staff, or a person on the local Recreation Committee be delegated to see that all swings are locked up after certain hours and unlocked again each day. This was referred to the By-law Committee for. recommendations. 2. Ontario Water Resources Commission advises that Mr. James W. MacLeod has completed the training and examination for the Intermediate Sewage Works Operators' Course, being classified as Grade A. (5) BY-LAWS By-law Number 3316 (Third Reading) The Committee of the Whole arises and reports the By-law as read. Councillor D. Beer, seconded by Councillor H. Spang, moves that the report· of the Committee of the Whole on By-law Number 3316 be adopted, and that the said By-law be now rea~ a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be afflxed thereto. Spang moves for leave to introduce a By-law of the Township of Pickering to name a Parks and Recreation Committee and that same now be read a first time. Councillor D. Beer, seconded by Deputy Reeve Mrs. J. L. McPherson, moves that By-law Number 3337 to name a Parks and Recreation Committee be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor D. Beer, seconded by Councillor N. Waller, moves that the report of the Committee of the Whole on By-law Number 3337 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Spang, moves for leave to introduce a By-law of the Township of Pickering to authorize execution of an Agreement of Purchase and Sale dated the 6th day of July, 1967, and that same now be read a first time. Councillor J. Williams, seconded by Councillor N. Waller, moves that By-law Number JJJ8 to authorize execution of an Agreement of Purchase and Sale dated the 6th day of July, 1967, be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED J6) RESOLUTIONS ~ 1. Councillor Williams made reference to a notice of motion which he had made at the July 4, 1967, Council Meeting. The motion was to inform the Minister of the Department of Municipal Affairs of a motion passed by Council in 1966, wherein it did not recommend approval to the Minister for any change in the Official Plan. The motion was produced and Reeve Laycox suggested that this motion be withdrawn until a proposed meeting with the Department of MUnicipal Affairs officials had taken place. It was the wish of Councillor Williams to get his motion on record. The motion was read and defeated. Reference,was made to the Township's O~ricial piatt, page 6, Land Use Proþ()sQ].s ie. Chatten,'that whereas the subdiyision agreements covering Block P and Block HZ (Bay Ridges) are in contravention-to the Townshipvs Qfficial Plan (Land Use' Jndustrial-Residential Rat,.) J ' ó t THEREFORE BE IT RESOLVED that the Minister be informed of this situation and request withdrawal of the recommendations made earlier in 1966. ~ LOST 2. Request Premier of the Province to take all steps necessary to prevent the altering of Section 12A of the Planning Act, and prevent the passing of any legislation that permits the Minister to decide whether or not a request is made in ¡ood faith, is frivolous, or is made for the purpose of delay. Waller, that whereas on each of three successive weekends (namely) Friday and Saturday, June 23 and Z4, June 3Q and July 1, and July 7 and 8, access from Highway 401 (McDonald'!" Cartier) to the West Rouge Area has been barricaded and cut, off; AND WHEREAS approximately 4,000 residents are obliged to travel approximately eight miles to regain accQSs to the West Rouge area; AND WHEREAS with the proposed construction of a~ately 2,000 dwellings on the Scarborough side of Port Union Road; AND WHEREAS the prohibited use of' the access to West Rouge area from Highway 401 is creating upset schedules for servipø to industry and commerce in the area; AND WHEREAS the additional traffic volume has been increased tremendously at the intersection of Highway #2 and Shep~ard Avenue as a result of this action; BE IT THEREFORE RESOLVED that the Minister of Highways, the Hon. George Gomme, be respectfully requested to direct that the installation of the proposed traffic control lights .at Highway #2 and Sheppard Avenue be expedited and; BE IT ALSO RESOINED tt.at advance warning be given on Highway 401 and It1ngstQn Road to appraise motorists bound for this area of the c~dition which exists and that all advance warning. be placed so as to allow motorists sU££icient time to joqay into proper egress lanes, and; BE I'rFURTaER RESOLVED that in view of this traffic movøment conQ4tion that plans for the reconstruction of Highway 401 ami Kingston Road be given top priority. CARRIED Resolution /1238/67 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that whereas the Municipal Fire Protection Report prepared by the office of tbe Fire Marshall under d1rectiort of the Attorney General's Department, and dated July 7, 1967, recommends that under Traffic Control Facilities that traffic lights be installed at the inter- section of Highway #2 and Altona Road; - 5 - 23/67 BE IT THEREFORE RESOLVED that the Council of the Corporation of the Municipality of the Township of Pickering petition the Corporation of the County of Ontario and the Province of Ontario through the Department of Highways for the installa- tion of traffic control sgnals at this dangerous intersection. CARRIED Resolution #239/67 MOVED by Councillor H. Spang, seconded by Deputy Reeve Mrs. J. L. McPherson, that the 7th day of August, 1967, be proclaimed a Civic Holiday in the Township of Pickering. CARRIED Resolution #240/67 MOVED by Councillor J. Williams, seconded by Councillor H. Spang, that Council accept the offer of service dated July 4, 1967, as presented by Municipal Planning Consultant~ Co. Ltd., as recommended by the Planning Boardt and the Standing Committee on Finance dated July 6, 1907. ÇARRIED Resolution #241/67 MOVED by Councillor J. Williams, seconded by Councillor H. Spang, that the Clerk advertise for tenders to paint the South-West Fire Hall, as recommended by the Standing Committee on Finance dated July 6, 1967. Spang, that the B,-law Department be authorized to obtain three quotes for a mower submitt1ng same to th& Council for approval, as recOOlØlQrlded by the .ß-tanding Committee on Fi~e dated July 6, 1967. CARRIED Resolution #243/67 MOVED by Councillor J. Williams, seconded by Councillor N. Waller, that the tender of Murphy Oil Co. Ltd. for the supply of Gasoline for the Roads and Police Departments at 33.95¢ be accepted as recommended by the To~ship Eng~r. CARRIED Resolution #244/67 ~ MOVJÐ by Councillor R. Chatten, seconded by Councillor J. Williams, that the Highway No. 2 Watermain be procgeded 'With in accordance to the award to Skrycon Limited and that Council authorize the Reeve and Clerk to sign an amendment to the contract permitting an extra to the contract due to possible increase in labour cost resulting from a settle- ment of the present labour dispute prior to the completion of the contract, subject to the approval of the Township Solicitor, as recommended by the Standing Committee on Publi Utilities dated June 27, 1967. CARRIED Resolution #245/67 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that Frank T. Ross & Sons claim to be exempted from Local Improvement charges be refused and that the terms of the Agreement for the sale of the land be adhered to, as recommended by the Standing Committee on Public Utilities dated June 27, 1967. CARRIED - 6 - 23/67 Resolution #246/67 MOVED by Councillor N. Waller, seconded by Councillor R. Chatten, that the Kiwanis Buildings located on Part Lot 24, B.F.R. 3, be removed and relocated on the Pickering Township Centennial Park grounds, as recommended by the Standing Committee on Property dated July 6, 1967. CARRIED ~ Resolution #247/67 MOVED by Councillor N. Waller, seconded by Councillor R. Chatten, that W. W. Rankin be retained to prepare working drawings and specirications for the proposed Pickering Township Police Station and enter into a standard architect contract with the Township or Pickering, as recommended by the Standing Committee on Property dated July 6, 1967. Resolution #248/67 MOVED by Councillor N. Waller, seconded by Councillor R. Chatten, that the agreement of Purchase and Sale as . prepared by the Township Solicitor between the Corporation of the Township of Pickering and American Botany Holdings Limited be marked back to American Botany Holdings Limited at $4,000.00 per acre at the same terms and conditions as recommended by the Property Committee, as recommended by the Standing Committee on Property dated July 6, 1967.
