Township Council was held on MOND4Y, the FIRST day of MAY, 1967, at EIGHT p.m. PRESENT: Reeve Co W" Laycox Deputy Reeve Mrs. J. L. McPherson Councillors D. Beer J. Williams H_ Spang N. Waller R. Chat ten Clerk D. J. PIitz IN ATTENDANCE: R Mitchell, Treasurer J. Faulkner, Planning Director (1) Before commencing with Council business, the Reeve acknowledged the presents of the Claremont Girl Guides who were in attendance to witness the functions of Municipal Government which is a requirement towards earning a part of their Citizenship Badge. The Girl Guides were under the supervision of Mrs. M. Britton, Mrs. Geer and A. Sanderson, and Mrs. T. Boles. The Reeve out- lined for the benefit of the Guides the make up of Council and Department heads of staff. (2) Reeve Laycox officially accepted and thanked the local artists for their gifts to the Township, of a portrait of the Reeve and paintings of local scenes. The artists were present to receive Council's expression of thanks. The artists were I~s. Elaine M. Parsons, Mr. Clifford Parsons, Mrs. D. Boyd, and Mr. W. T. Baron. It was suggested that the Reeve send a letter of thanks to each of the artists. (~ ) ADOPTION OF MINUTES Moved by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor H. Spang that the minutes of April 17, 1967 be adopted. CARRIED (Jx) 1. CORRESPONDENCE . "'-- Mr. James A. Taylor submits draft of offer to purchase Part Lot J 22, Concession 1, Liverpool and Highway 2, industrial lands, by Keith Stewart Realty Limited, as Trustee for a Company to be incorporated. -- Referred to Committee of the Whole Council for further consideratiop. ¡ 2. Pickering Public Library, built as a Centennial project by the Village of Pickering, requests donations to assist in the furnishing and landscaping of the new building. Copies to Council. Referred to Finance Committee for consideration. ~ 3. Supreme Aluminum Industries Limited commend prompt and efficient actions of the Pickering Firefighters during recent fire at their plant, and felt Council may wish to officially commend them on the behalf of Sùpremé Aluminum. A letter of commènda~1on to be sent to the Fire Chief and Firefighters. 4. Mrs. Brenda Pemberton-Pigott of Cherrywood inquires re cleaning up of furniture and other garbage from Township roads, suggesting that a Township truck and crew might be used for this. Muirhead of R.R.#l Claremont advises that sideroad #10/11 has been made impassable by trucks hauling sand from Township pit located on the 6th Concession of Uxbridge Township, and feels that home values in both Pickering and Uxbridge Townships are being destroyed due to this operation. Copies to Council. Referred to Roads Committee. 6. G. J. Zeller, representing Bay Ridges Ratepayers' Association, requests Council's consideration of the installation of a side- walk on the south side of County Baseline Road between Liverpool Road and the I.G.A. Shopping Plaza, and that adequate lighting provisions be included in this installation. 5. Copies to Council. The Reeve advised that until this road is assumed by the County, nothing will be done to improve it. It was his understanding that the County of Ontario would assume this road within 4 to 6 months. 7. The Bay Ridges Branch of the Royal Canadian Legion (Ont. No.606) represented by Mr. Clarke, Mr. Kelly, Mr. H.E.Jones, Mr. Gomersall and Mr. Stitchman request an appointment to meet with Council in Committee to discuss assistance in obtaining some land. MOTION Moved by Councillor Chatten, seconded by Councillor waller that the Royal Canadian Legio~, Bay Ridges (Ont. No. 606) Branch be contacted requesting the~ to submit their proposal in writing, with regard to the placement of a Legion building on Township property. CARRIED 8. J. S. Henderson of Bay Ridges submits resignation from all of the Bay Ridges Community Centres Beards, stating that he felt he could not work on a Parks Board where the benefit of the Parks was not predominately for the majority. Copies to Council. MOTION Moved by Councillor Chatten, seconded by Councillor Spang, that a letter of thanks be sent to Mr. J. S. Henderson for his contributions to Parks Board in particular to the Bay Ridges area, and that said letter be signed by the Reeve. CARRIED 9. J. E. Ayrhart, former Mayor of the Town of Campbellford, protests the increase in tax in the To~~ship, stating that Council does not have the interests of the ratepayers in mind. He states that if the By-law under Secti.on 120 #1 of Ontario Department of Municipal Affairs is not repealed, and an indication given by Council to control expenditures and keep taxes down, he will organize with majority of Pickering Township ratepayers to defeat all members of Council. Copies to Council. Council had no comments to make on this letter. Petition and letter objecting to the rezoning of Part Lot 24, Concession 1, Rootes Motors. Copies to Council. Mr. K. Carr to contact Rootes Motors on this matter. - 3 - 11. W. K. Cherry of Cherry Downs Golf and Country Club, re improving road conditions particularly to Concession road seven East of Brock Road. The writer of this letter was anonymous and therefore not acknowledged by Council. It was suggested that letters of this nature be not referred to Council in the future. INFORMATION Department of Municipal Affairs advises of an Act to Amend the Municipal Unconditional Grants Act resulting in an increase to the grant to all local municipalities by $1.50. Total Grant for 1967 -- $144,679.50 $5.25 per capita 2. Community Planning Association of Canada, Ontario Division, extends an invitation to attend a one-day conference for elected and appointed officials of Ontario's Planning Boards and Municipal Councils, for CPAC members and other interested citizensJ focussed this year upon the functions and responsibilities of the Provincial Department of Municipal Affairs. Copies to Council. J. I. Jackson, Registrar-Designate, Scarborough College, advises use of Pickering Township's gift of $1,000.00 as Township of Pickering Admission Awards. MOTION 3. Moved by Councillor Chatten, seconded by Councillor Waller that a letter be sent from the Reeve's office indicating agreement of dispersement of the Township's gift of $1,000.00 to that College. CARRIED 4. Pickering District High School advises that a Committee has been appointed to sit with Council for the purpose of selecting a High School site. The High School Board is requesting Council to appoint a Committee to sit with the Board's Committee and also to set a date and time for a meeting. Reeve Laycox appointed a Committee to sit with the Pickering District High School Board and to meet with this Board on the gth day of May at à p.m. in the New Municipal Building. Waller, moves for leave to introduce a By-law of the Township of Pickering to authorize the purchase of 19 acres of land, being composed of part of Lot 19, Range 3, for the purpose of establishing sites for the carrying on of in~ustries and industrial operations, at total estimated price of $61,750.00 and to authorize the borrowing of that amount, for that purpose, and that same now be read a first time. Councillor R. Chatten, seconded by Councillor D. Williams, seconded by Councillor D. Beer that Mr. Ken Duff make arrangements to present the Hockey contract ~~ to the Clerk and that the municipality of the Township of Pickering be responsible for any deficit incurred for ice time during the 1966-1967 Hockey Season and that in future all such contracts or agreements be signed by authorized Township officials subject to CouncilYs approval, as recommended by the Committee of the ~Vhole Council on April 13, 1967. Beer that Middlebridge Development Limited be permitted an extension to their agreement (re: the commencement date of the construction of a building) with the Township and that the date of commencement be changed to read from April 15th to June 1st, 1967, and completion date to read from 1st of June to September 1st, 1967, as recommended by the Committee of the Whole Council April 13, 1967. Beer that the agreement of Keith Stewart Realty Ltd. together with a former agreement be fO~Ñarded on to the Township Solicitor - and that he be instructed to revise the offer of purchase including the recommendation of the Committee of the IVhole Council and also that the best features of both agreements be incorporated in a revised agreement as recommended by the Committee of the Whole Council April 13, 1967. Spang that the Council of the Township of Pickering authorize the Township Engineer to proceed with the preparation and completion of the Parking Lot (Municipal Building) on the basis of equipment rental as per previous estimates, using the lowest of three equipment rental quotes. Williams that Mr. Don Kitchen be heard. Don Kitchen thanked members of Council for attending the Bay Ridges Ratepayers meeting held in early April. 1~. Kitchen had two subjects to cover:-- 1. Moritorium of residential development. 2. Amalgamatipn'of fringe municipalities. Due to lack of information he had no comments to make on the ¡âtter subject. - 11 - Mr. Kitchen advised Council of a motion which the ratepayers passed at their recent meeting which in essence requests Council to restrict -- completely stop -- any residential development until substantial ind~strial assessment has been obtained. 2. Moved by Councillor Williams, seconded by Councillor Chatten that Mr. A. King, President of West Shore Association be heard. Mr. King read from a prepared brief on the subject of property taxes in the Township of Pickering. On behalf of the West Shore ratepayers he advised Council that their Association finds no fault with Pickering Township's mill rate. They further realize that 67.1 percent of the mill rate is for education, 19.0 is for County of Ontario purposes over which Council has little or no control. t He advised Council of a petition which has been drafte~directed to the Provincial Government demanding that the burden of school taxes be lifted from the overburdened shoulders of the homeowners and all costs dealing with education be paid forthwith by the Province. He asked that Council support this petition and that the delegation consist of Co~cil members, suggesting the three Councillors from School Area ff2. 3. Moved by Councillor Beer, seconded by Deputy Reeve Mrs. J. L. McPherson, that Mr. J. Kruger be heard. Mr. Kruger urged Council to make a request to the Department of Municipal Affairs for the establishment of a Regional Government in this area, indicating that the department was waiting for such a request. In such an amalgamation, Mr. Kruger believes that things can be equalled and suggested equity payments. He further suggested that the Councils of Pickering and Ajax jointly request a survey into the feasibility of splitting the Township and amalgamating with the fringe municipalities, the rural areas amalgamating with rural municipalities, the urban areas joining with urbanized areas. The Reeve's reply to this was that Council is familiar with these problems, however, the formation of a committee to study this further should be considered. Mr. Kruger offers his assistance in this regard. 4. Moved by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor Chatten that Mr. D. Furnis be heard. Mr. Furnis reported to Council on the manner he was treated on a request for information from the Township offices. He stated he was treated with utter disrespect and rudeness. The Reeve advised Mr. Furnis that he would investigate this complaint and suggested that Mr. Furnis meet with him and the accused to attend a meeting in an attempt to get to the source of this complaint and to eliminate any future re-occurrence of similar happenings. 5. Moved by Deputy Reeve Mrs. J. L. ~Pherson, seconded by Councillor N. Waller that Mr. Morton be heard. Mr. MOrton had three matters to bring before Council (I) Police Commission (2) Administration of justice in the Township of Pickering (3) Derogatory and disrespectful remarks of Deputy Reeve Mrs. J. L. McPherson. Mr. Morton made reference to a telephone call he had made to Mrs. McPherson at which time he states she made certain deroga- tory remarks. The discussion hinged around welfare matters. Mr. MOrton complained to Council on the administration of Justice and made reference to the many times he has been stopped by the police for no apparent reasons. He requested from the. Reeve, a hearing at the next Police Commission meetlng) ~~ thAt - 12 - ~ 6. this meeting be attended by as many of the Pickering Police officers as possible. The Reeve indicated that this will be arranged. Mr. Morton further complained about the appointment of what he refers to as an ordinary construction worker to the position of Magistrate. Moved by Councillor N. Waller, seconded by Councillor H. Spang that Mr. R. D. Townsend be heard. Mr. Townsend read from a prepared brief which related to the newly organized Pickering Emergency Rescue Unit. (PERU) He spoke on behalf of the organization soliciting the Township's assistance and its forrùation. He outlined the membership making up the rescue unit and suggested they are now in a position to guarantee an adequately staffed rescue unit. He further advised that all members will be unpaid volunteers certified as competent. (1) He requested Council to consider this unit and perhaps appoint the group as a committee of Council, this would mean coverage by liability insurance. (2) Donate present Police boat and motor and other equipment to the unit. (3) Request a meeting with the Finance Committee to discuss capital expenses and current operating budgets of PERU, future financial assistance from Council. Councillor Williams wished it to be known that the patrolling of Frenchmanvs Bay is still in the hands of the Pickering Township Police; and as far as he is concerned, he wants law enforcement to continue on the Bay.
