A meeting of Pickering Township Council
was held on MONDAY the THIRTEENTH day
of MARCH, 1967, at EIGHT P.M.

(l.) DELEGATIONS
1. Moved by Deputy Reeve, Mrs. J. L. McPherson, seconded by Councillor
Waller that Mrs. L. A. Brown be heard. Mrs. Brown read from a
prepared brief. The subject matter was made in reference to
Council and Planning Board calling meetings of which Mrs. Brown
states the public was not properly notified. Mrs. Brown made
particular reference to the passing of By-law Number 3252, a
By-law to amend the Official Plan of the Township of Pickering
{for further detail on her objections, refer to brief on file}.
2. Reeve C. W. Laycox read a letter to Council received from
Mr. V. W. Rudik addressed to the Mînister of the Department of
Municipal Affairs. The letter made reference to the amendment'
to the Official Plan, Amendment #4, By-law 3252 and in particular
the calling of meetings to which the public was not invited.
He also indicated that if the Amendment #4 is approved in its
present form, it would have the effect of nullifying the staging
program as set out in Part 3 of the Official Plan.

In reply to the objections submitted by Mrs. Brown and Mr. Rudik,
the Planning Director, J. H. Faulkner, prepared for Council
a statement to clarify the need in calling the meetings of Planning
Board and Council. He indicated in his statement that there is
no requirement within the Planning Act to publish Planning Board
meetings nor that they be held in public, and it is acceptable
practice, both municipal and private, to use the Committee
arrangement to resolve matters requiring consideration.

He also indicated that the Planning Board meeting was pre-
arranged February 16, 1967, and that all members were duly
notified of that date and that there were no restrictions imposed
upon the attendance of ratepayers.
The reason for Amendment #4 was to permit the necessary construc-
tion outside of the staging program as contained in the Official
Plan and thus to conform to Section 15.1 of the Planning Act.

3. Moved by Councillor Waller, seconded by Councillor Chatten that
Mr. Kruger be heard.
Mr. Kruger appeared before Council on the matter in reference to
Council's disclosure of financial information pertaining to the
Township of Pickering suggesting that the Council should
advertise information regarding the revenue and expenditures.
He indicated he was aware of Section 223 A (1) of the Municipal
Act where it is a requirement of the Township to make publication
of the financial statement~ however, he felt that an improvementcΆd
be made in publishing these statements in more detail and in a
form that would be easily understood by the average individual.
He also felt that Council should devise some means of giving a
picture of the 1967 expenditures and an explanation outlining
the increases.
Mr. Kruger left with Council a section of the Journal Pioneer, a
newspaper from Prince Edward Island, which outlines the financial
picture of the Town of Summerside.
12) INFORMATION
1. Metropolitan Toronto and Region Transportation Study advise of
surveys to take place to determine travel patterns of residents
for G.O. Transit commuter rail service that is to be inaugurated
on May 23, 1967.
2. Craig, Zeidler & Strong advise that the Township of Pickering
Municipal Building was one of the 100 finalists in the Centennial
Awards Competition for the Massey Medals for Architecture.
3. Frank T. Ross & Sons (1962) Limited make application to appeal
the Decision of Court of Revision with reference to Roll No.
44-114 assessment 266 feet; object to being charged for sewers
and water on serviced Industrial land.
Copies to Council.
4. James A. Taylor advises that the Frenchman's Bay Ratepayers and
Community Association of Fairport do not qualify for a grant,
with respect to exemption from Local Improvement charges.
Copies to Council.
The Clerk to get further clarification with respect to grants
made to such organizations as the Legion, Kiwanis and Lions, etc.
(Clarification to be obtained from Township Solicitor with respect
to Frenchman's Bay Ratepayers Community Association Grant.)
(3) RESOLUTIONS
Resolution #77/67
Moved by Councillor N. Waller, seconded by Deputy Reeve
Mrs. J. L. McPherson that this Council of the Township of
Pickering appoint a new member to sit on the Court of Revision.

Resolution #78/67
Moved by Councillor R. Chatten, seconded by Councillor D. Beer,
that the Council of the Township of Pickering does disapprove
the conversion of a summer residence to a year-round residence.

Moved by Councillor J. ~Villiams, - s~ndéd by Councillor R. Chatten
that whereas the Official Plan is the most effective basis for
long-term regional planning and, where~s the recommendation of
the Township of Etobicoke in Resolution 217 dated November 14th,
1966, would destroy this instrument and prevent any effective
planning for the Province;

NOW THEREFORE BE IT RESOLVED that this Council petition the
Legislature of the Province of Ontario and the Government of
the Province of Ontario to refuse the petition of the Township
of Etobicoke contained in Resolution 217 dated November 14th,
1966, and to maintain the Official Plan and its full significance;
AND BE IT FURTHER RESOLVED that a copy of this Resolution be
forwarded to the Prime Minister of Ontario, the Minister of
Municipal Affairs, the Member of the Legislature for the Riding
in the Township of Pickering, and to the Councils of all
municipalities in Ontario.

Moved by Councillor N. Waller, seconded by Councillor D. Beer,
that whereas Messrs. Dean and McCarten have applied for a
building permit to build a 2100 sq. ft. area house on Part Lots
12 and 13, Block A, Plan 233
AND WHEREAS certain members of Council of the Township of
Pickering did visit the proposed site to confirm suitability of
the proposed structure
NOW BE IT THEREFORE ENACTED that the Council of the Township
of Pickering does hereby rli~aBPro~.of the issuance of a building
permit. ~

By-Law Number 3241 (Third Reading)

a second time, and that Council go into Committee of the Whole
thereon.

the remuneration for the Reeve, Deputy Reeve and Councillors and
to repeal By-law Number 3119, and that same now be read a first
time.

By-law Number 3270 to set the remuneration for the Reeve, Deputy
Reeve and Councillors and to repeal By-law Number 3119 be now
read a second time, and that Council go into Committee of the
Whole thereon.

By-Law Number 3272
Councillor H. Spang, seconded by Doputy Reeve Mrs. J. McPherson
moves for leave to introduce a By-law of the Township of Pickering
to appoint members to the Township of Pickering Public Library
Board and to repeal By-law #3250, and that same now be read a
first time.

Public Library Board and to repeal By-law #3250 be now read a
second time, and that Council go into Committee of the Whole
thereon.

to provide for the 1967 expenditures on Roads in the Township
of Pickering and that same now be read a first time.
Deputy Reeve Mrs. J. McPherson seconded by Councillor N. Waller
moves that By-law Number 3273 to provide for the 1967 expenditures
on Roads in the Township of Pickering be now read a second time,
and that Council go into Committee of the Whole thereon.
The Committee of the \Vhole arises and reports the By-law as read.
Deputy Reeve Mrs. X. McPherson, seconded by Councillor R. Chatten
moves that the report of the Committee of the vlliole on By-law
Number 3273 be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

Moved by Councillor Williams, seconded by Councillor Chatten, that
this meeting now adjourn at 9:55 p.m. to convene to Committee of the
Whole Council.
