(I) ADOPTION OF MINUTES Moved by Deputy Reeve, Mrs. J. L. McPherson, seconded by Councillor N. Waller that the minutes of February 6 and 18, 1967 be adopted. (2) DELEGATIONS (a) Moved by Deputy Reeve, Mrs. J. L. McPherson, seconded by Councillor N. Waller that Mr. J. Kruger, President of the Rouge Ratepayers' Association be heard. Mr. Kruger read from prepared briefs on the following subjects -- I. Conservation Lower Rouge River Area 2. Resolution No. 52/67 - Keith Stewart Realty Ltd. Mr. Kruger made reference to a meeting held on February 8 at which approximately 150 persons attended to hear Mr. Ken Higgs, Director of Operation~ and Mr. Warren Jones, Property Administrator, outline plans for the Lower Rouge River. The plan apparently is not acceptable to all ratepayers in the area and it was requested by Mr. Kruger that Council pass a Resolution instructing the Reeve to forward the Conservation Plan to the West Rouge Association in order that the plan might be reviewed by this Association. He further requested Council to make no Resolution affirming the Conservation Plan until the Association has had an opportunity to express their views. Refer to Brief on file. Mr. Kruger, on behalf of the Nest Rouge Ratepayers' Association read from a prepa~ed brief, saying thatthe remarks Reeve Laycox made when a proposed shopping mall was turned down by Council recently were serious, and that there is a moral obligation for the Reeve to resign. Mr. Kruge~ in his brief, referred to the offer to purchase Township-owned land, part Lot 22, Concession 1, east of Liverpool Road on Highway 2. Reeve Laycox requested a signed copy of the brief and made no comment, however, he indicated a statement would be made to the press after consultation with his lawyer. Refer to copy of Mr. Kruger's brief on file. (b) Mr. J. A. Delforse did not appear on his behalf before Council. However, a letter addressed to Council and supporting information to his request was read to Council. Mr. Delforse proposes to purchase a summer residence on Lot 205, Plan 299, and seeks Council's approval with respect to converting this property into a year-round residence. Mr. Faulkner was asked to comment on a question with respect to yea~-round residential use. He advised this property can be used for year-round residential use, that it is legal non-conforming use since this cottage was there before the By-law No. 2511 was - 2 - passed. Councillor williams indicated that he could not support this application with respect to the dwelling being used as a year-round residence. Before Council members could give their decision on this, they felt further information should be made available. ~ 1. Extension of septic bed. 2. Water supply and its location with respect to septic bed. Before proceeding with the business at hand, Deputy Reeve, Mrs. Jean L. McPherson asked for a vote of thanks to the Township Road employees. Moved by Deputy Reeve Mrs. Jean L. McPherson, seconded by Councillor Harvey Spang and unanimously carried by Council, that a letter be posted thanking the Roads Department employees for their efforts in keeping the Township roads open under adverse circumstances during the recent winter storms. It was understood by Reeve Laycox that these men worked steadily for 23 hours. (3) TENDERS The tenders for Furnace Fuel Oil were opened by Council with the following instructions. MOTION Moved by Councillor Chatten, seconded by Deputy Reeve Mrs. J. L. McPherson that the tenders be turned over to the Treasurer for recommendations to Council. Parsons advises the portrait of the Reeve and the landscape : painting of the Museum in Brougham are ready for hanging in the new Municipal Building. Instructions - send letter of thanks and advise that arrange- ments will be made to pick up these pictures. 2. ~ 3. 4. - 3 - Department of Labour re construction of Municipal office building, for the Township, at Highway No.2, at Brock Road, Township of Pickerin~ advises that the drawings for above project have been approved by Department and forwarded subject to directions being fulfilled. Copies to Council. Instructions - Clerk to arrange for a meeting with the architect to go over recommendations made by the Department of Labour. G. E. Gomme, The Minister of Highways re Rouge River Bridge, Highway No.2, Township of Pickering, advises that a flex- beam type guide rail at the eastern end of the bridge will be installed for further protection. Copies to Council. Township Museum Board requests Council's backing of an offer to purchase of an adjoining lot to the Museum for $2,500.00. Copies to Council. Referred to Property Committee. 5. A. B. C. Displays offer services of decorating Brougham for its Centennial. Referred to Centennial Committee. 6. James A. Taylor re Part Lot 22, Concession 1, Pickering and Stark advise that Service & Stark would like to meet with general Committee of Council to finalize above agreement. Copies to Council. Clerk to advise Mr. J. A. Taylor that Council is willing to listen to new proposal. 7. James A. Taylor re conveyance to Frank T. Ross, Part of Lot 34, Range 2, advises as to the extent of Municipal services available. Copies to Council. This matter was dealt with by the Court of Revision. Council is satisfied that the land sold for industrial purposes to Frank T. Ross and Company was sold at a price which did not include servicing. g. James A. Taylor re Township of Pickering purchase from Barter - Lot 6, Plan 380, advises the above land is free from encumbrances and the Township of Pickering is now registered owner. 9. D. H. o. re snow removal from firehall entrances, advise they offer the Municipality a subsidy of 50% of the cost of such work within reasonable limits. Copies to Council. 10. V. A., Plan 18, Bay Ridges, west side of Frenchman's Bay advises in letter to G. Chatten, seconded by Councillor J. Williams, that whereas Council of the Township of Pickering has agreed not to transfer the 66 foot wide strip of land in Part Lot North Half 29 Broken Front, Range 3 to the School Boards in Area #2 Public School and the Pickering District High School to provide access to the proposed Senior Public School Site. AND WHEREAS it is imperative that the School Boards be provided with the necessary access to their property. BE IT THEREFORE RESOLVED that the Township of Pickering construct said road on said land and the cost of same be charged over the whole of the Township of Pickering as an expenditure to the Roads Budget. Williams that the Ontario Water Resources Commission be authorized to use the Reserve Funds to pay the $776.17 repair bill resulting from collapse of the lateral sewer connections installed by the Commission Contractor for houses #137 and 143 Sunny Slope Avenue. CARRIED Resolution #5$/67 MOVED by Councillor H. Spang, seconded by Deputy Reeve, Mrs. J. L. McPherson, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of February 9, 1967 item 2; and hereby directs that the application (A 1/67~ for a specific exemption, to permit the operation of a dog kennel; on property known as: the south- west corner of Lot 10, Concession 9; be approved; and further directs that the necessary amending By-law be prepared accordingly. Within the approved limits of 1966 Normal By-law No. 3129,31$1. $25,300.00 from Road Construction to Road Maintenance.. CARRIED ~ Resolution #60/67 MOVED by Councillor D. Beer, seconded by Councillor Harvey Spang, that whereas municipalities throughout the Province of Ontario receive financing solely from the imposition of taxes upon its residents. AND WHEREAS part of the monies raised from the said taxes are used for the maintenance and operation and future planning of the municipalities. AND WHEREAS part of the monies are used for various charitable purposes. - 6 - AND WHEREAS such municipalities are required to pay Retail Sales Tax to the Province of Ontario for the purchase of various equipment used for the purposes of the municipalities. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF PICKERING HEREBY RESOLVES: ~ 1. That representation be made to the Treasurer of Ontario requesting that the present Retail Sales Tax Act be amended to exempt municipalities from the payment of retail sales tax on machinery and equipment purchased by municipalities throughout the Province of Ontario, providing such machinery and equipment is used for municipal purposes. AND BE IT FURTHER RESOLVES that a copy of this Resolution be forwarded to local Members of Parliament, and the Council of the County of Ontario. CARRIED Resolution #61/67 MOVED by Councillor N. Waller, seconded by Councillor R. Chatten, that the C. N. R. be advised that the Council of the Corporation of the Township of Pickering is not opposed to the removal of the C. N. R. Station at the Station Road provided that the C. N. R. is willing to enter into an agreement whereby they will guarantee that the name of the Station at the new location will remain as the Pickering Station for a minimum period of 25 years as recommended by the Property Committee on February 13, 1967. CARRIED Resolution #62/67 MOVED by Councillor J. Williams, seconded by Councillor H. Spang, that the Pickering Township Council does declare the two weeks commencing May 14 and ending May 27, 1967, Retarded Childrenvs ~eeks, and permit the Pickering and Whitby Association for Retarded Children to campaign for funds for the purpose of building a Sheltered Workshop for young Retarded Adults in this area. CARRIED Resolution #63/67 MOVED by Councillor R. Chatten, seconded by Councillor D. Beer, that we pay the secretary her salary for November 20, December 20, $10.00 per month, as recommended by the Parks and Recreation Committee on February 21, 1967. TABLED Resolution #64/67 ~ MOVED by Councillor D. Beer, seconded by Councillor H. Spang, that a Heath Kit and four Dual speakers be purchased for the Pickering Beach Community Centre-to replace" those stolen and damaged beyond repair to the extent of the amount of the two hundred and sixty-six dollars and nineteen cents insurance, as recommended by the Parks and Recreation Committeè oh February 21, 1967. CARRIED Resolution #65/67 MOVED by Councillor R. Chatten, seconded by Deputy Reeve Mrs. J. L. McPherson, that the telephone at Pickering Beach Community Hall be paid for by their own Association and not be the responsibility of the Township Park Board, as recommended by the Parks and Recreation Committee on February 21, 1967. Waller, moves that By-law Number 3265 to close a portion of old Highway Number 2, lying west of Fairport Road be now read a second time, and that Council go into Committee of the Whole thereon. The motion requesting Reg Parker, Police Chief, to make an application to the Department of Highways to place ¡'No Parking'i signs on Highway Number 2 between Sheppard Avenue and Rouge River Bridge was withdrawn and recommended that the Engineering Depart- ment should be required to make this application and that the signs should re~d..J.bo standing or stoppingii. Moved by Councillor J. Williams, seconded by Councillor N. Waller that this meeting does now adjourn at 11:15 p.m. to meet again March 6, 1967.
