I C K E R I N G A meeting of Pickering Township' Council was held on MONDAY the SIXTEENTH day of JANUARY, 1967, at EIGHT-FIVE 0 'clock p. m. ~ PRESENT: Reeve C. W. Laycox Deputy Reeve J. L. McPherson Councillors: H. Spang D. Beer N. Waller J. williams R. Chatten D. J. Plitz, Clerk Reeve Laycox introduced the First Dunbarton Girl Guides together with their leaders Mrs. Munson and Mrs. Deschenes to Council and welcomed them to the meeting. DELEGATIONS l. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor N. Waller, that Mr. Frank Benn be heard. Mr. Benn appeared before Council to request legal crossing of a closed Township road allowance between Township Lots 26 and 27, Concession 5 to gain access from Part Lot 26 (liB" and "CA) to Lot 27 "A" as indicated on sketch submitted and placed on file. See Resolution #2Q167. The a9t'e...t mentioned in the resolution should clearly state that the Township will not be required at any time to maintain this road in any way or allow con- struction on the lands abutting. The soul purpose for access will be for the movement of farm equipment across said road allowance. 2. MOVED by Councillor J. Williams, seconded by Councillor R. Chatten, that Mr. J. Kruger of West Rouge Ratepayers' Association be heard. Mr. Kruger spoke to Council on the principles of democracy and the right of free speech. He made reference to previous briefs submitted to Council, some of which were never acknowledged. Hè further objected to the five minute limitation allowed by Council in which to present a brief. This is not sufficient time to properly present complex matters. ~ FollowinCJ -.. Kruger's speach Mr. Laycox repl ied by advising ~~ to hear all delegations taking 25 to 35 minutes eaohwould see much important business not attended 'to. - -2- A motion to permit delegations to speak a maximum of lO minutes except in cases where Council may by vote permit a longer presentation - this motion was defeated. The matter was referred to Cosmnittee of the Whole Council for further discussion. ~ See Resolution #18. 3. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor N. Waller, that Mr. J. Goss be heard. Mr. Goss on behalf of the Rouge Hills Lions Club appeared before Council to report on and submit pictures of the design of the fountain as their Centennial project and gift to the Township. The sculpture selected is two feet wide at its widest point and very modern in design. He was told that it was an outstanding piece and may be one of the winners in Sculpt *67. See Resolution #19. REPORTS 1. Report on Road Expenditures, January to December 31, 1966. Copies to Council. MOVED by Deputy R.eeve J. L. McPherson, seconded by Councillor R. Chatten, that the report of the Standing Committee on ROADS AND BRIDGES, recommending payment of accounts in the amount of $20,540.07. CARRIED. 2. By-Law Enforcement Officer tables report regarding feasability of making the Mt. Zion School a community centre. Copies submitted to Council. Referred to By-law Committee. CORRESPONDENCE ~ 1. Mr. Henry Wise of Marfield Construction Limited points out that Council approved their proposed Subdivision of the Newman Properties subject to signing a Subdivision Agreement approximately three months ago. He is most anxious to conut\ence work on this and thus avoid the general increase in housing construction anticipated for the early Part of this year. -3- 2. George E. Gemme, Minister of Highway replies to letter submitted by School Board Area #2 regarding dangerous approaches to Rouge River Bridge on Highway 2. Copies to Council. "" ~ 3. C. W. Rump, Secretary of the Board of Transport Commissioners for Canada submits recommendation that the Railway Crossing at the C.P.R. and Pickering Markham Townline be improved and asks that the Township submit a report on the cost of such improve- ment to the Board for approval. Copies to Council. 4. Mr. H. G. Chesebrough, County Emergency Welfare Director asks that the Township permit Mr. Pearce to attend the Canadian Emergency Measures Course on Welfare Service to be held at the college at Arnprior between the 21th of Pebrua~ and the 3rd of March, 1967. See Resolution 16/67. All travel expenses and accommodation expenses will be assumed by E. M. o. 5. Planning Director submits an excerpt from the Planning Board minutes of December 15, 1966 and asks Council's consideration specifically on a resolution two and four concerning the reduction of membership on the Planning Board from 9 to 7 members; they request that Council finalize various items recommended for approval by the planning Board, such as subdivision agreements and development policies. 6. Mrs. Margaret J. Brown, representative to the Pickering District High School Board submits report for the year 1966. 7. Pickering Township School Area No. 2 advise payment to the Township of Pickering of sewer and water charges for the William G. Davis Public School. Re: Sewer and Water Mains Lawrence and East Avenues. 8. E. J. Delaney letter Re: Pence Trespass on Township property. Copies of letter to Council. 9. D. W. Megaffin, Sales Represéntative of the Bell Telephone Company of C~ada Re: Pay Phone Installation advises that there would be insufficient usage of a coin telephone. See Resolution 17/67. Copies to Council. ~ 10. R. Scott, Acting Secretary of the Ontario Municipal Board Re: township of Pickering Proposed Subdivision, Part of Lot 30, Concession I - Owner B. Burton advises Board willing to consider subdivision plan. Refer to Planning. -4- RESOLUTIONS lesolution 16/67 ~ MOVED by Councillor H. Span~, seconded by Councillor J. Williams, that Mr. Harry S. Pearce be authorized to attend the Emergency Welfare Services Course at the Canadian Emergency Measures College at Arnprior, ontario, from the 27th of February to the 3rd of March, 1967¡ being understood that the Emergency Measures Organization will assume all costs. CARRDD. Resolution l7/67 MOVED by Councillor R. Chatten, seconded by coundillor H. Spang, that the Clerk be instructed to request the Bell Telephone Co. to install a public pay phone in the main lobby of the Municipal Building. CARRIED. Resolution 18/67 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that the questions submitted recently by the West Rouge Ratepayers' to Council be answered by the Clerk wherever possible and in instances where further instruction is required the matter will be placed on the agenda of the Committee of the Whole of Council for consideration. CARRIED. Resolution 19/67 MOVED by Councillor N. Waller. seconded by Deputy Reeve J. L. McPherson, that the design as shown by Mr. Goss of the fountain for location in the centre court of the Pickering Township Municipal Building be accepted. CARR2:ED . Resolution 20/67 MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor H. Spang, that Mr. P. Benn be granted a right-of-way over closed road allowance between Lot 26 and 27, Concession 5 subject to an agreement being drawn up by our Solicitor and such agreement be subject to Council's approval. CARRIED. -5- MOVED by councillor R. Chatten, seconded by Councillor J. Williams, that delegations appearing before Council be permitted to speak for a maximum of ten minutes except in instances where Council may permit a longer presentation upon a vote of the majority of members of Council. ~ Yea: Spang, Chatten, Williams Nay: Beer, McPherson, Laycox, Waller LOST. Beer, that all delegations appearing before Council will have a limitation of (5) five minutes to speak and all questions being asked will be answered by the Department heads whenever possible at the earliest possible moment. TABLED. The motion to allow delegations 5 minutes to appear before Council was withdrawn to be discussed further in Committee. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor N. Waller, that all Township cars be left at the Municipal Building after regular working hours with the keys to be left at the office of the Clerk, as discussed at the Committee of the Whole Meeting of December 13, 1966, and that the Clerk IS Department arrange to have these cars identified by the following lettering - Township of Pickering No. (7 - 12) TABLED . MOVED by Councillor J. Williams, seconded by Councillor N. Waller, that this matter be tabled and be dealt with by Committee of the Whole Council. CARlUBD. BY-LAWS By-Law Number 3226 Councillor J.Williams, seconded by Councillor R. Chatten, moves for leave to intorduce a By-law of The Township of Pickering to autborize the issue of a Debenture in the principal amount of $615,OOO.OO for public school purposes and that same now be read a first time. Councillor J. Williams, seconded by Councillor N. Waller moves that By-law Number 3226 to authorize the issue of a Debenture in the principal amount of $6IS,OOO.OO for public school purposes be now read a second ttme, and that Council go into Committee of the Whole theron. -6- The Committee of the Whole arises and reports the By- law as read. ~ Councillor J. Councillor D. Beer, seconded by Councillor J. Williams moves that By-law Number 3241 to appoint members to the Pickering Township Museua Committee of the Township of Pickering for the year 1967 be now read a second time, and that Council go into Committee of the Whole thereon. By-Law Number 3242 - Two ReadiDgs Only Councillor J. williams, seconded by councillor B. Spang moves for leave to introduce a By-law of The Townebip of Pickering to appoint members to the Pickering Township Industrial Committee for the year 1967 and that s..e now be read a first time. Councillor J. williams, seconded by Councillor N. Waller moves that By-law Number 3242 to appoint members to the Pickering Township Xndustrial Committee for the year 1967 be now read a second time, and that Council go into Committee of the Whole thereon. Deputy Reeve J. L. McPherson reported to Council that she along with Police Chief Parker and Mr. poul Poulsson visited D.H.O. offices at Downsview with respect to traffic lights for #2 Highway and Liverpool Road. She reported that D.H.O. agreed to installing temporary traffic lights and that work would start within a week or two. Mr. Chester S. Ufnal (P. Eng.) was recommended for appoint- ment to the Board of Directors of the Pickering Ajax General Hospital. See By-law Number 3237. Mr. J. Kruger was also recommended for an appointment to the Board of Directors of the Pickering Ajax General Hospital. Mr. Kruger indicated he would be very pleased to sit on this Board but felt before allowing his name to stand tha t he should contact the executive of the West Rouge Association. The Pickering Township Planning Board was discussed at some length and it was decided by Council that this should be reduced to a 7 Board member from the previous 9 member Board.
