MEETING
A meeting of the Pickering Township
Council was held on MONDAY, the
FIFTH day of OCTOBER, 1970, at 8:00
P.M.

ADOPTION OF MINUTES
Moved by Deputy Reeve AsheL seconded by Councillor Kitchen, that
the minutes of Council of ~eptember 21st, 1970, meeting be
adopted as presented.
DELEGATION
Moved by Councillor Kruger, seconded by Deputy Reeve Ashe, that
Mr. R. Watson be heard.
Mr. Watson who had travelled to England last summer, took with
him greetings from the Council of ~ickering, Canada to the
Council of Pickering, Yorkshire, England.
Mr. Watson reported back to Council and presented Reeve Williams
with a tape recording of greetings from Chairman Marshall and
Councillor Cooper of Pickering, Yorkshire.
The Council congratulated Mr. Watson on his report, suggesting
that perhaps Council should continue to work with the Council
of Pickering, Yorkshire, and perhaps exchange information useful
to our two communities.
Councillor Kruger, seconded by Deputy Reeve Ashe, moved that
Mr. Watson be given a vote of thanks for his splendid work in the
continued communications between our counterpart in England.

Instruction io requested from Council as to whether the Engineer
is to proceed with a topographical survey of the land for the
proposed Teen Centre, Part r,ot 2110, Range III, B.F. Conc. (Bayly).
Considerable discussion ensuGd o~ the suggested alternate location
for the T~en Club. Some me~bcr3 of Council were concerned with
its close proxim:tty to the tcH'mhat:ses immediateljr west of the
proposed site, suggesting that the residents might have some
objections. Tho area should bE? sur~reyed to determine what
reaction if any the resident ratepayers would have to this new
proposed location. No objection raised to date.
Moved by Councillor Kruger, seconded by Councillor Chatten, that
the Engineer be instructed to proceed with the topographical survey
on the west area of Block K, Plan M-l?

McPherson that the motion on transfer of certain funds from
Capital Projects to Parks & Rec. ($4,870.00) be tabled, and that
this be referred to Parks & Rec. for clarification and explanation.

Moved by Councillor Chatten, seconded by Councillor Mrs. J. L.
McPherson that the recommendation of the Planning Board to
Council to approve Application A6/70 be tabled until such time
as an agreement outlining the terms of payment and development
have been reached between Council of the Township of Pickering
and Sylbar Developments Ltd. (Pickmall Developments Ltd.)
Moved by Councillor Kruger, seconded by Councillor Kitchen that
Mr. B. Burke be heard.
Mr. Burke reaffirmed his earlier statement made in Committee of
the Whole, guaranteeing his firm's commitment, of $150,000.00
and that if the lawyers of the Township of Pickering and Sylbar
drafted an agreement satisfactory to the Township, he understood
the Township would proceed with the amendments to the by-laws
to permit this project to proceed.
Council confirmed that they would go along with this arrangement
agreeing that the solicitors be instructed accordingly.

Pickering to dedicate part of Lot 8, Concession 2 as a public
highway, and that same now be read a first time.

COMMENTS
Council objected to the day on which the nomination meeting for
selection of School Board representatives is scheduled,
similarly to ~he day established for the electio~ of same,
being a Monday in, both CÐ.SCS~ Eur;gcsting that the Clerk
investigate tne poss~bility of having the nomination on the
Friday and the election held on a Saturday.
It was further suggested that the Clerk investigate the
possibility of re-arranging the boundaries for Separate School
representation to allow the Toimship one representative on the
Combined Separate School Board, rather than under the present
arrangement of one representative from the combined areas of
the Town of Ajax, Village of Pickering and the Township of
Pickering.

moves for leave to introduce a By-law of the Township of
Pickering to amend By-law 37l2 (deleting reference to gas bars
Pt. Lot 23, Cone. l) and that same now be read a first time.

that By-law Number 3885/70 to amend By-law 3712 be now read a
second time, and that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-law as

that the report of the Committee of the '~ole on By-law Number
3885/70 be adopted, and that the said By-law be now read a Third

The Council members were of the opinion that this by-law be
subject to Ontario Municipal Boa,rd approval. Clerk to include

for land at the east end of Rodd Avenue and that same now be

moves that By-law Number 3887/70 to authorize the execution
of the license agreement for land at the east end of Rodd Avenue
be now read a second time, and that Council go into Committee of
the Whole thereon.

the Township of Pickering at its meeting held on October 5,
1970, and that same now be read a first time.

that By-law Number 3888/70 to confirm the proceedings of the
October 5, 1970 Council meeting be now read a second time,
and that Council go into Committee of the Whole thereon.
