Township Council was held on

ADOPTION OF MINUTES -
Moved by Councillor Mrs. J. L. McPherson, seconded by
Councillor J. Kruger that the minutes of the Council
meeting held on July 6th, 8th and 15th, 1970 be adopted
as amended. Amend the date of the mee1:ing shown as
being held on Thursday, July 16th to read Wednesday,
July 15th, 1970.

(II) ACCOUNTS -

(III) CORRESPONDENCE-
1.
Mrs. Maieka Lindon submits petition signed by
residents in the area of Balsdon park, requesting
certain improvements be carri~d out to impcove the
condition of the Park.
Referred to Parks & Recreation Committee.
2.
The Planning Director forwards an exceqrt from the
minutes of the East Di8~rict Joint Planning committee
with respect to Regional Government and the OAPAD
Study. It was suggested that a study be made re
amalgamation of the three municipalities into a
borough within the Oshawa Region as compared with
dividing the Pickering area into two boroughs in the
Oshawa Region7 and that the East District Joint Plan-
ning Committee carry out such a study.
Council agree with the proposal of the East District
Joint Planning Committee, and suggested that the
Township staff give their assistance in the prepara-
tion of the report.

The Hon. Darcy McKeough, Minister, Department of
Municipal Affairs, forwards letter outlining legisla-
tion under Section 26 of The Planning Act, with
respect to part-lot control.

4.
Mr. K. R. Carr, Industrial Commissione~, forwards
copy of a letter from Frank T. Ross and Sons in which
they request an est~te as to cost of services on
the proposed road adjacent to their property.
Planning Department -
The zoning of the lands in S~ Lot 35, B.F.R. 2 was
again referred to Planning for reconsideration to
have the present zoning changed from Industrial to a
zoning more compatible to the area.
5.
The Metropolitan Toronto and Region Conservation
Authority advises of their Resolution #204 with
respect to the Lawrence Avenue Extension.
It was suggested that Council should approach the
M.T.R.C.A. and attempt to have these facilities
~etained rather than compensated for their removal.
Reeve Williams indicated that this would be discussed
at the next general meeting of the M.T.R.C.A.
6.
Miss E. V. Swan suggests that a policy be set re
Welfare rent money# to pay this to the landlord
rather than to the recipient as is presently done.

7.
Miss Cora Brodie, Secretary, Markham Fair, is request-
ing a grant fr~ Council for the year 1970.

The Planning Board at their meeting of July 23,1970,
passed a motion to submit a brief re OAPADS Discussion
Paper #3, this being a joint brief prepared by the
Clerk, Engineer, Treasurer# and Planning Director,
for review by the Department Heads and for adoption
by Planning Board and Council.
Council endorsed the Planning Board's motion of
July 23rd, 1970. Planning Department to proceed as
outlined.
9.
Mr. J. Faulkner, Planning Director forwards copy of
a letter from the Minister of Economics in reply to
his request for detailed plans for the Toronto-
Centred Region. Hon. Charles McNaughton advises
they wish to receive a full reaction to the concept
before proceeding with the release of any detailed
plans.

Mr. Joey Pomanti of Scarborough College, expresses
his gratitude to Council for awarding him the Township
of Pickering Scholarship.
Mr. James A. Taylor, Township Solicitor, forwards
copy of a letter he sent to the solicitors of Scott
Laboratories Ltd., advising that the Township dis-
claims any liability for extra expenses encountered
by their client during construction of their build-
ing.

Mr. James A. Taylor forwards draft ag~eement between
the Township and P.N.A. Realty, whereDy P.,M.A. will
donate and install a time clock and cålendar board
in the Township Arena.
4.
The Ontario County Board of Education sUbmits a brief
prepared for presentation to the Ministers of Eduèation
and Municipal Affairs and the provincial ~reasur.r,
expressing concern about the problems which have
arisen concerning the approval of subdivisions within
the County and more about the anticipated problems
that will occur if no action is taken.
Referred to Committee of the Whole Council.

Mr. James A. Taylor, Township Solicitor, advises he
has filed an appeal to the Ontario Municipal Board
in regard to the refusal of the Town$hiP of Uxbridge
to amend its restricted area By-law 1517 as amended,
in order to accommodate Pickering's gravel pit in
that Municipality.
6.
Mr. A. F. W. Plumptre, Principal, Scarborough College,
acknowledges with thanks the Township's cheque in the
amount of $1;000.00 to be used for College scholarships.
7.
Mr. William Saccoccio, Architect, in reply to an
inquiry advises that the Township should not utilize
the Sports Arena until the building is fully completed
and accepted by the Owner, on the Certificate of the
Architect.
8.
Mr. William Saccoccio, Architect, forwards letter of
confirmation dated July 27, of delivery to the Town-
ship of the quotation for the Snack Bar for the Arena,
submitted to him by Lynview Construction Limited, in
the amount of $3,502.80.

9.
Mr. W. G. Manning, Administrator and Clerk-Treasurer,
County of Ontario forwards the Equalized Assessment
and Equalization Factors for the County of Ontario
with 1969 Provincial Equalization Factors for com-
parison purposes.
Referred to the Committee of the Whole Council.
Mr. J. Faulkner, Planning Director, forwards copy of
a letter from the Department of Highways to P. Poulsson,
re Highway 401 and Westney Road, for consideration of
Council.

Instructions -
Council require a map showing the proposed route of
the Westney Road before considering the proposal.

of $4,668.88 being the lowest bid, be aceptedr this
tender being for a one-ton truck for park maintenance,
and that the difference between the budgeted item and
the to'tal cost of the one-ton truck be supplemented
out of the Parks & Recreation Budget, as recommended
by the Director of Parks and Recreation in his report
to Council.

J. Kruger that this Council does hereby endorse the
recommendation of the Planning Board on July 23, 1970
and hereby directs that the application (A 20/69) to
amend the zoning from itA It Agricultural to specifically
permit a construction equipment repair building and
outside storage, rental and sales, on the property
known as: pt Lot 19, Concession 7, be REFUSED, on
the grounds that it is not an appropriate use for a
major arterial road, the use should be located in
an appropriate zone elsewhere in the municipality,
and the zoning of a small site within the rural area
for such use was incompatible with the intent of the
Official Plan.

D. Kitchen that WHEREAS Mr. R. S. Goodwin an employee
of the Corporation under date of February 20, 1970
requested that his pension credits with London Life
Insurance Co. be transferred to OMERS 1
AND WHEREAS this request was misplaced and did not
come to light until April 3,1970,
AND WHERFAS Mr. Goodwin terminated his employment
with the Corporation on February 21, 19701
AND WHEREAS the effective date of the supplementary
agreement with OMERS covering prior service pension
credits was April 6/70,
BE IT THEREFORE RESOLVED that this Council request
the London Life Insurance company to refund to
Mr. Goodwin his contributions to their pension plan,
AND THAT the employers contributions made on behalf
of Mr. Goodwin be transferred to OMERS.

THAT clearance be given to Dr. McKay to relocate the
school addition at the United Church in Dunbarton,
at the price quoted at an earlier meeting and that
an agreement between the Township and Dr. McKay be

THAT the Westney Road Plan be adopted as presented,
as recommended by the Planning Board at their ~et-
ing of July 23, 1970.
The Planning Board is to provide map. Referred to the

THAT the Minister of Economics be advised that Pickering
Township would like to reserve its final comments on
the Toronto-centred Region until more details are
available 7 but that a preliminary report outlining
such matters as implementation and the absence of
guidance in the partially developed lands south of
the parkway belt not within the subregional centre
designation, should be forwarded for clarification
purposes, as recommended by the Planning Board at
their meeting of July 23, 1970.

fares to be charged by the owners or drivers of cabs
and livery cabs for the conveyance of passengers
within the Township of Pickering and that same now be
read a first time.

moves that By-law Number 3841/70 to license, regulate
and govern owners and drivers of taxi-cabs and other
motor vehicles for hire and establish the rates or
fares to be charged by the owners or drivers of cabs
and livery cabs for the conveyance of passengers
within the Township of Pickering be now read, a second

authorize the Reeve and Clerk to sign an agreement
between the Corporation of the Township of Pickering
and the Ontario Municipal Employees Retirement Board
be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the
By-law as read.
