MEETING
A meeting of the Pickering Township

Moved by Councillor Mrs. J. L. McPherson, seconded by Deputy
Reeve G. Ashe, that the minutes of the Council meeting for
June 15, 1970, be adopted as presented and that the minutes of
the Council meeting held on June 22,1970 be adopted with the
following amendment, by adding --
Tenders
On investigation, it was discovered that the tender, for City
Påving was date stamped 12 noon. It was also discovered other
tenders were stamped 12 noon and the Clerk confirmed that only
one was received after the 12 noon deadline. Council took the
position it had no way of knowing for sure the acutal time of
receipt of each individual tender and therefore all tenders
were accepted as being received by 12 noon.

DEPUTATIONS

Moved by Deputy Reeve Ashe, seconded by Councillor Kruger, that
Mr. R. Mason be heard.
Mr. Mason appeared before Council to pay tribute to Mr. David
Mann, a 16 year old resident of Pickering Beach for his rescue
of sailors and swimmers in distress. Mr. Mason made particular
reference to his own rescue by D. Mann after his own sailboat
had capsized in Lake Ontario. He felt that Council should in
some way recognize the performance of this person in a similar
way to which they recognize athletes bringing honour to our
Township.
It was suggested that perhaps a certificate suitable to many of
these occasions be obtained and presented to those persons con-
tributing specific service to the community.
Instruct~ - Clerk to obtain a suitable certificate to fit
these occasions.

Moved by Councillor Mrs. J. L. McPherson, seconded by Deputy
Reeve G. Ashe, that Mr. Ray Ball be heard.
Mr. Ball appeared subsituting for Mr. Colin Beal who, due to
other business was not able to appear.
Mr. Ball, appeared on behalf of the Ajax-Pickering Social
Planning Council to relay to council the progress made by the
newly formed body. He advised that they have settled on the
person who is to head up the Social Planning Council; however,
they are now awaiting a reply from him as to his acceptance of
this position, expecting that he would be starting in August,
1970.

Mr. Ball advised the Council that before the Social Planhiñg
Council can get started it will be necessary to obtain a charter.
This is presently in the process of being obtained. He also
advised that the constitution has been prepared but that he was
not totally familiar with it to go into detail on this. Mr. Ball
further advised Council that the Social Planning Council would.
be making periodic reports to the Councils of the municipalities
involved. At this point, Mr. Ball retired f~om the meeting.
Moved by Councillor Kruger, seconded by Councillor Rudik, that
Mr. John Bradley be heard. '
Mr. Bradley, a resident of West Rouge area, and living on
Ridgewood Road appeared before Council to complain about the
condition of this particular road, pointing out that in the 12
years that he lived in the area no major reconstruction of
Ridgewood Road had taken place. The street is narrow and
dangerous and in need of extensive repairs. The shoulders are
dusty requiring calcium or oil to control this dust problem.
Mr. Bradley also made reference to the speed with which cars
travel on these roads, suggesting that better patrol be carried
out by the Police Department.
Members of Council agreed that the priority of this road is
pretty high, suggesting that the Engineer r~port on the conditiop
and make recommendations on how this road should be improved, ;
referring the matter over to the Roads Committee for recommenda-,
tions to Council. It was also suggested that the Engineer look
into the possible improvement of Rouge Hill Drive at the same
time.
Before departing from the meeting, Mr. J. Bradley requested that
he be sent a letter from the Township, advising on the solution
arrived at by Council to improve the unpleasant condition of
Ridgewood Road. Council agreed that this would be done.
Mr. W. Fleming - not present at the meeting.
Councillor Kruger advised that Mr. Fleming had received the
information on the West Rouge Hockey Association and therefore
found it unnecessary to appear.
Mr. Richmond, Solicitor acting for the Queensway Medical Property
re Committee of Adjustment Application C81/69 was not present.
Mr. Andy Dand re water service to 240 Rouge Hills Drive was not
present.

It was noted that the Parks and Recreation budget was short
by about $1,000.00 and that perhaps consideration should be
given to buy a 3/4 ton truck thus keeping within the budget.
Moved by Councillor Kruger, seconded by Councillor Ashe, that
the tenders for the one ton truck be received and that the
matter be referred to the Parks and Recreation Committee, and
further, that the Recreation Director prepare a report for
submission to that Committee for discussion at the meeting
scheduled for Wednesday, July 8th, 1970.

It was recommended by the Council that the Engineering Department
investigate the possibility of obtaining a similar quote for the,
paving of the parking areas in and around the arena and new
Fire Hall #5. It was the opinion of the Council that a saving
could be made if the various paving projects were carried out
simultaneously.
CORRESPONDENCE
Mr. Jamès A. Taylor. Q. C., Township Solicitor; advises that
the Township of Pickering can take the position that the
Township of Uxbridge, re its Restricted Area By-law 1517, has
refused to deal With its application to amend the zoning by-law,
and accordingly exercise its right to appeal to the Ontario
Municipal Board.

Mr. R. J. Hall, 858 Marinet Crescent, Bay Ridges, requests the
Township Council to confer with Bell Canada to determine whether
pay phones could be installed in the Bay Ridges areas.

the Municipality of Metropolitan Toronto on June 16, 1970.

(A3/70) to amend the zoning from Rural Agricultural Zone "An to
General Commercial zone uC2" to_pennit the property knClwn as the
easterly 132' of the northerly 660' of Lot 29, Concession 5 to
be used for a snack bar, an antique showcase, the sale of used
cars and gasoline, with no repair operation, as well as a single
family dwèlling; and to amend the Official Plan to pennit same,
be approved, subject to the following conditions:

Submission of a Site Plan for the approval of the Planning
Board, with the site plan to also contain the following items:

and further that the total re-assessment of Ontario County be
carried out prier to the establishment of the Regional Government,

that whereas the creation of the position of Ta~ C¡erk in the

this position, as recommended by the Standing Committee on

A motion that Council withdraw any objection to the division of
the property owned by G. Range (Plan 233, Lots 2l, 11, Pt. L. 12,
and Pt. L. l3); consideration to be given to the Range applica-
tion now before the Committee of Adjustment; and further,
M.T.R.C.A. and the County Engineer to be advised of Council's
action.
The Council discussed the proposed division of the G. Range
property and the motion submitted to Council by the Committee of
the Whole which in essence recommended to the Committee of
Adjustment that it give further consideration to Mr. Range's
application; however it was recommended that this motion be
tabled.

that the motion recommending withdrawal of Council's
objection to the division of the Range Property Lots 21, ll,
Parts l2 and 13, Plan 233, be tabled until further clarifica-

The Council were concerned with the proposed Lawrence Avenue
extension and also the possible acquisition of this land by
M.T.R.C.A.; however, since both the County and M.T.R.C.A. show
no attempt in acquiring this land, the owner should be peJmitted
to develop as he wishes. It was suggested the Township should

acquire the land; however, the question of funds to dó this
presented a problem and also whether the Township should get
into the real estate business.
