N G 11/70 A meeting of the Pickering Township COuncil was held on MONDAY, the ELEVENTH day of MAY, 1970, (Committee of the Whole convening into Council at 10:40 p.m.) PRESENT: Reeve J. R. Williams Deputy Reeve G. Ashe Councillors - V. Rudik Mrs. J. McPherson D. Kitchen R. Chatten J. Kruger Clerk D. J. PIitz ill RESOLUTIONS Resolution #188/70 MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen, that the Engineer be authorized to accept the quotation of King Seagrave Ltd. dated May 1, 1970, for the supply of one hopper type salt and sand spreader body at the price of $2,861.21 (inclusive of 5% O.R.S. tax). CARRIED Resolution #l89/70 MOVED by Councillor V. Rudik, seconded by Councillor Mrs. J. L. McPherson, that the Engineer be authorized to accept the quotation of General Supply Ltd. dated May l, 1970, for the supply of one Simcoe M.4 Steam Generator complete with hoses, etc. at the price of $2,8g0.15(inclisive of 5% O.R.S. Tax). CARRIED Resolution #190/70 MOVED by Councillor D. Kitchen, seconded by Councillor R. Chatten, that the Engineer be authorized to call tenders for a 30,000 G.V.W. Cab and Chassis for the Sanitation Department. CARRIED Resolution #191/70 MOVED by Councillor J. Kruger~.seconded by Deputy Reeve G. Ashe, that whereas the Townshjp of ~ckering made an approach to the Corporation of Metropolitan Toronto by way of resolution in December, 1968, for amalgamation of the whole of the Township with Metropolitan Toronto as either a Borough or with some other special status which would preserve the Township as a separate political entity; AND WHEREAS the Corporation of Metropolitan Toronto has not as yet informed the Township of its intent to proceed in a definite way with the foregoing amalgamation; AND WHEREAS because the O~A,D~S. Study had not shown to the satisfaction of the Township of Pickering that an Oshawa centered region was by itself economically viable, and therefore a Metro Toronto amalgamation was the only reasonable conclusion for the urban residents of Pickering Township; AND WHEREAS the residents of the urban section of the Township based on the facts available to them at the time voted overwhelm" ingly in December 1969 to become a part of Metropolitan Toronto, on the assumption that the TownShip would exist as a separate Borough or other separate political entity within the Metro federation; - 2 - 11/70 AND WHEREAS the Province of Ontario as at December 1969 had never formally cemmitted itself to a Provincially regulated Toronto Centered R.~ion land use plan, or to providing financial assistance on an on-going basis to an Oshawa centered region; AND WHEREAS on May 5th the Province announced its concept of a Design for Development, The Toronto Centered Region which committed the Province to recognition of the fact that Pickering Township and indeed the entire proposed Oshawa Centered Region was Metro Toronto oriented and in addition committed the Province to financially support an Oshawa centered region as well as stimulate residential and industrial growth therein; AND WHEREAS both the Toronto Centered Region concept as well as the results to date of the O.A.P.A.D.S. Study clearly indicate the intent to impose on Pickering Township internal political divisions which make it quite clear that the political status of any section of the Township which might go to Metro will not be with Borough status but will be no more than an extension of a present Metro Borough; AND WHEREAS the Provincial statements made relative to the Design For Development, The Toronto Centered Region, materially influence the Township of Pickering to the point it is now essential for the Township Council to re-evaluate its position in Regional Government; AND WHEREAS the announcement by the Province concerning the York Region shows the intent of the Province to begin providing finan- cial support for newly formed regions; AND WHEREAS a clear indication of the factors involved in amalgamation with Metro Toronto should be offered to the residents of the Township together with a clear indication of similar factors involved in being a part of an Oshawa Centered Region when the forthcoming public meetings on Regional Government are held in the Township; BE IT THEREFORE RESOLVED AS FOLLOWS: 1. 2. 3. 4. That the Township of Pickering invite the key study principals of O.A.P.A.D.S. as well as senior representa- tives of the Department of Municipal Affairs to a series of meetings to be held in the Township forthwith for the purposes of determining the best terms available to the various sections of the Township under an Oshawa centered Regional government. That such discussions exclude the West Rouge section from an Oshawa Centered Region as both the Council of the Township of Pickering and the Minister of Municipal Affairs have publicly announced their feelings that this section should go to Metro. That the discussions in (1) above be with the Committee of the Whole Council at all times. That the discussions in (1) above result in the Council of the Township of Pickering formulating a minimum position for entry of Pickering Township excluding West Rouge into an Oshawa Centered Region. 5. That during the public meetings to be held in the Township on Regional Government both the Metro Toronto alternative and the Oshawa alternative be objectively relayed to the ratepayers. That all Department Heads in the Township be asked to evaluate the Oshawa alternative as to how it might be more viable than the Metro Toronto alternative in view of 6. - 3 - 11/70 "\' the May 5th,. That at the appropriate time the Committee o~ the Whole Council will invite the representatives of both the Village of Pickering and the Town of Ajax to join the discussions in (1) above, if this is felt necessary. That copies of this resolution be forwarded to: 8. O.A.P.A.D.S. Williams, Ashe, Rudik, Chat ten , Kruger, Kitchen Mrs. Me Pherson No: Nil Resolution #192/70 MOVED by Councillor V. Rudik, seconded by Councill~ D. Kitchen, that whereas D'Angelo Management and Holdings Ltd. ~ave applied for a building permit, the granting of which would require either the acquisition of a 10 foot strip from the Township's 50 foot strip; or variance of the Committee of Adjustment; AND WHEREAS the Township deems it advisable that construction commence as soon as possible; BE IT RESOLVED THAT the Reeve and Clerk be authorized to sign an agreement with D'Angelo Management and Holdings Ltd. whereby the Company is issued a building permit conditional on the company agreeing to apply for the 10 foot variance to the Committee of Adjustment; and should the variance not be granted the Municipality agrees to sell the lO foot strip for a nominal sum while retaining easement rights. CARRIED iill - 4- 11/70 BY-LAWS By-Law Number 3811/70 Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of a deed Of 2 acres of land in Lot 19, Range 3, to Allied Conveyors Limited, and that same now be read a first time. Deputy Reeve G. Ashe, seconded by Councillor V. Rudik, moves that By-law Number 3811/70 to authorize the execution of a deed of 2 acres of land in Lot 19, Range 3, to Allied Conveyors Limited be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Deputy Reeve G. Ashe, seconded by Councillor R. Chatten, moves that the report of the Committee of the Whole on By-law Number 3811/70 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED 1!!1J ADJOURNMENT Dated On motion of Councillor Kitchen, the meeting adjourned at 11:00 p.m. to reconvene into Committee of the Whole Council. ð
