A meeting of the Pickering Township
Council was held on MONDAY, the

8:05 p.m.

ADOPTION OF MINUTES
i~oved by Councillor A. King, seconded by Councillor R. Mason,
that the minutes of the Council meeting held on December 1st,
be adopted as amended by adding thereto Resolution ~346/69.

(II_~ DEPUTATIONS
1. Mr. T. E. Austin appeared before Council at Council's request
to explain the disposition of his Taxi Company. However, at
the recommendation of Council, it was agreed by Council that
the discussion with Mr. Austin should not be in open Council
but rather in closed Committee of the Whole after Council
business had been completed. N~. Austin was agreeable to the
suggestion.

1. Invar Consultants Limited - Recommendations from the Planning
Director and Township Engineer.
For P.U.Co meeting December 17, 1969. Mr. Kleinberg to be
present.

2. J.L. Older, an owner of land fronting on Sideroad 32/33,
Concession 6 requests that the Zoning By-law be enforced with
respect to a small residential lot which has been converted
to uses other than those permitted by the By-law governing
residential lots.
Referred to By-Law Committee.

Instructions - By-Law Enforcement Officer to prepare a report
on this complaint.

Resolution #347/69
MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that the commencement date of the agreement with Keith Stewart
Realty Limited as trustees for a company to be incorporated
be extended to January 5th, 1970. (Part Lot 22, Concession 1)
as recommended by the Standing Committee of the Whole Council,
December 8, 1969.

Resolution #348/69
MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that the Agreement of Purchase and Sale as submitted by Allied
Conveyors Limited for 2.0 acres of Township industrial land
be accepted without change, and that the Reeve and Clerk be
authorized to sign same on behalf of the Corporation, as
recommended by the Standing Committee of the Whole Council,
December 8, 1969.

MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that the Council of the Township of Picketing adopt the terms
of reference for the Site Development Panel; and further, that
the Panel institute procedure (b) until such time as the Panel has
gained experience with the objective in mind that the Panel might
revert to procedure (a) after a review of the situation has been
made by Council at the end of a six-month trial period, as

MOVED by Councillor D. Kitchen, seconded by Councillor A. King,
that the Council of the Township of Picketing agrees to the
extension of 90 days to the existing contract with The Ontario
Humane Society, as suggested by the Ontario Humane Society,
and the members appointed to the "Regional Animal Control
Committee" explore the possibility of negotiation with
Scarborough,
AND THAT Resolution #323/69 be and the same is herebe repealed.

MOVED by Councillor A. King, seconded by Councillor J. Kruger,
that the By-Law Officer consult the Township Solicitor to
commence proceedings to discontinue the use of the business
on the Burton property and to remove the buildings erected on
the other two properties, also to request the Township
Solicitor to prepare a formal motion for Council, as recommended
by the Standing Committee on By-Law Enforcement, December 10,
1969.

MOVED by Councillor A. King, seconded by Councillor J. Kruger,
that the amendments to Section 14 (b) and Section 33 (i)
of the Taxi By-Law be adopted, as recommended by the Standing
Committee on By-Law Enforcement, December 10, 1969.

MOVED by Councillor R. Mason, seconded by Councillor A. King,
that the Remote Fire Alarm ~eceiver Panel for the H. & H.
Protection Service be located at the Police Headquarters and
that it be incorporated into our agreement that should this
have to be moved that it will be moved at no charge to the
Township of Picketing, and subject to' approval of the Police
Commission, as recommended by the Fire Committee, December
10, 1969, and that the Reeve and Clerk be authorized to sign
the amended agreement.

By-Law Number 3745/69
Councillor A. King, seconded by Deputy Reeve R. Chatten, moves
for leave to introduce a By-law of the Township of Pickering
for the construction of fences around private outdoor swimming
pools and that same now be read a first time.
Councillor A. King, seconded by Councillor R. Mason, moves
that By-law Number 3745/69 for the construction of fences
around private outdoor swimming pools be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.
Councillor A. King, seconded by Councillor J. Kruger, moves
that the report of the Committee of the Whole on By-law Number
3745/69 be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

Councillor A. King, seconded by Deputy Reeve R. Chatten, moves
for leave to introduce a By-law of the Township of Pickering to
licence, regulate and govern owners and drivers of taxi-cabs and
other motor vehicles for hire in the Township of Pickering, and
that same now be read a first time.

that By-law Number 3746/69 to licence, regulate and govern
owners and drivers of taxi-cabs and other motor vehicles for
hire in the Township of Pickering be now read a second time,
and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as read.

that the report of the Committee of the P~nole on By-law Number
3746/69 be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

Councillor V. Rudik, seconded by Councillor R. Mason, moves
for leave to introduce a By-law of the Townahip of Pickering
to confirm the proceedings of the Council of the Corporation
of the Township of Pickering at its meeting held on the 15th
day of December, 1969, and that same now be read a first
time.
Councillor V. Rudik, seconded by Deputy Reeve R. Chatten, moves
that By-law Number 37&7/69 to confirm the proceedings of the
Council of the Corporation of the Township of Pickering at its
meeting held on the 15th day of December, 1969, be now read a
second time, and that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-law as
read.
Councillor V. Rudik, seconded by Councillor D. Kitchen, moves
that the report of the Committee of the Whole on By-law Number
3747/69 be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

Moved by C~i~=~l~ Kruger, seconded by Councillor A. King,
that the Council meeting now adjourn and move into Committee~
of the Whole Council, Closed Session, to review with Mr. T.
Austin the Taxi-cab situation - 9 p.m.
CARRIED
The Reeve announced that Council would not be meeting again
until December 29, 1969. The Council would be meeting in
Finance at 7:30 p.m. ko review accounts and then proceed to
meet. in Council at 8 p.m.
