Sidew$!k~ - Bayly Street, Sheppard Avenue, White's Road and Koning Court Dagmar Construction $48,343.71 Aprile Contracting 44,922.50 Mel-Ron Construction 39,877.50 Councillor Kitchen requested that the sidewalk tenders be referred back to the Roads Committee for an explanation by the Engineer as to the following: (1) Why tenders for the sidewalks were not called for as individual projects rather than in a total. (2) Bayly Street, he understood, was to be of asphalt con- struction rather than concrete. See Resolution #226/69 INFORMATION 1. The Ontario Municipal Board forwards approval dated August 25, 1969, of the purchase of a Fire Pumper and the borrowing of $31,000.O0, being the estimated cost thereof. 2. Reeve Williams announced that Scott Laboratories Inc. had their application for a forgiveable interest free loan accepted by the Ontario Development Corporation and that they are now pre- pared to commence construction on 16,000 sq.ft, of industrial building on 3.5 acres of Township industrial lands. 3. Reeve Williams advises that he received a letter from a school teacher in Picketing, England requesting that the Reeve submit this letter to a teacher teaching students in an age group between l0 to 12 years with the hope that they could begin correspondence between the two classes. Reeve Williams indicated that he would place this letter with the proper school authority. (V) BY-LAWS By-Law Number 3683/69 - Third Reading Councillor R. Mason, seconded by Councillor J. Kruger, moves that the report of the Committee of the Whole on By-law Number 3683/69, to authorize the purchase of a fire pumper at an estimated cost of $31,000.00, and to authorize the borrowing o£ the sum of $31,000.00 upon debentures for that purpose~ be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED iVI) RESOLUTIONS Resolution #210/69 MOVED by Councillor J. Kruger~ seconded by Councillor D. Kitchen, that the accounts in the total of $1,168,191.38 for the month of August, 1969, as approved by the Standing Committee in Finance be paid, as recommended by the Standing Committee on Finance, August 27, 1969. CARRIED - 3- 23/69 Resolution ~211/69 MOVED by Councillor J. Kruger, .seco~md by Councillor D. K.itchen, that the Base Line School Building be boarded up to preven~ illegal entry, and further, that the Picketing Police Department be requested to place a protective surveillance on the building, and that the By-law Department secure the building against illegal entry, as recommended by the Standing Committee on Finance, August 27, 1969. CARRIED Resolution ~212/69 MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen, that the Fire Chief be instructed to sell the doors from the South-West Fire Hall to the highest bidder, subject to a reserve bid of $40.00, as recommended by the Standing Committee on Finance, August 27, 1969. CARRIED Resolution #213/69 MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen, that the Kinsmen Club of Bay Ridges be authorized to arrange with the Township Engineer for the supply of approximately 50 tons of pit-run gravel to be obtained from the Township pit, said gravel to be used in the Balsdon Community Park, as recommended by the Standing Committee on Finance, August 27, 1969 · CARRIED Resolution #214/69 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve Chatten,. that Mr. P. K. Booker be advised that it is not Council's policy to resod boulevards damaged by pedestrians, but that considera- tion to petition for sidewalks financed against the abutting properties as provided for under the Local Improvement Act will be considered, as recommended by the Standing Committee on Roads, August 20, 1969. CARRIED Resolution #215/69 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve Chatten, that the Engineer proceed with the Railroad Crossing protection of Sideline 16/17, Conc. 4 whereas the County of Ontario's proposals for improvement of the Conc. 4 road at this location are neither definite nor scheduled, as recommended by the Standing Committee on Roads, August 20, 1969. CARRIED Resolution #216/69 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve Chatten, that the Engineer be authorized to replace the buoy marking the sewage outfall for Young & Forbes quoted price of $355.00, as recommended by the Standing Committee on Roads, August 20, 1969. CARRIED Resolution #217/69 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve Chatten, that the Canadian Motorola Electronics Company's quote of $5,324.40 for the supply and installation of the communication equipment specified in their quote of July 28, 1969, be accepted, as recommended by the Standing Com~lttee on Roads, August 20, 1969. Chatten, that the County of Ontario be asked to assume White's Road from Highway No. 2 to Oklahoma Drive as a County road, as recommended by the Standing Committee on Roads, August 20, 1969. CARRIED ~solution #219/69 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve R. Chatten, that the areas along Lake Ontario subject to flooding and erosion be subject to a study by the Planning and Engineering Departments to include all land unsuitable for building in the greenbelt zone, as recommended by the Standing Committee on Roads, August 20, 1969. Kruger, that this Council does hereby endorse the recommendation of the Picketing Township Planning Board of June 12th, 1969; and hereby directs that the applicatiqn.(A 7/69); to amend the zoning of Lot 26, Plan M-89 from (H~ 03BMarina Holding Zone to 03BMarina Zone; be conditionally APPROVED on the grounds that the proposed use conforms to the intended development of the area, subject to: 1) Submission of a Site Plan for the approval of the Township Engineer, Planning Director and Fire Chief; 2) The applicant enter into a registerable Site Plan Agreement with the Municipality; 3) The Site Plan to specifically include: a)provision of buffer planting along the Liverpool Road and Wharf Street frontages; 4) Agreement to an increase in assessable frontage for sewer and water facilities from 200 feet to 596.6 feet, being his total frontage on Wharf and Liverpool Road. 5) Agreement to locate all facilities requiring sanitary and water facilities within the local improvement area defined in by-law#3207. 6) Agreement not to oppose future local improvement against his Liverpool Road frontage south of the south limit of the local improvement area defined in by-law#3207, being 315 feet south of the south-west corner of Wharf Street and Liverpool Road. 7) Agreement to dedicate free and clear of all encumbrances 10 foot widenings to Liverpool Road and to Wharf Street across the applicant's frontages on these streets. Mason, that the tender of Yearly and Reid Ltd. in the amount of $23,796.00 be accepted for the construction of storm sewers in Gre.enwood Village~ subject to the approval of the Township Engineer and the Department of Highways of Ontario.
