Council was held on MONDAY, the
EIGHTEENTH day of AUGUST, 1969, at
8 P.M.

SPORTS ARENA
A special meeting of Council was called for the purpose of
opening tenders for the new proposed Pickering Spor~s Arena·
~__Mr. William Saccoccio, Architect~ was present to advise Council.

The Council requested Mr. Saccoccio to retire from the Council
Chambers to review and report at a later hour in the evening
on the two lowest tenders.
~II) OLD POLICE STATION PROPOSED RENOVATIONS
Tenders were called for the renovations to the Old Pickering
Township Police Station to facilitate its use as a garage for
the Police cars and miscellaneous equipment. The following
tenders were received.
Ken Smith (M~il Construction Ltd.) $ 9,400.00
Parmac Construction Co. $13,838.00
Instructions - The Clerk was instructed to refer the tenders to
Police Chief Parker for a recommendation to the Finance Committee.
lII!~- RESOLUTIONS
Councillor Kruger submitted two motions to Council on which he
requested Council to act.
The Reeve requested Council's wish as to whether they should
deal with these matters now since it was contrary to the
procedural by-law.
The Council by a show of hands agreed to deal with the matter
pertaining to the future of the West Rouge area (being that
area west of the west branch of the Rouge River); however, the
motion pertaining to a proposed meeting with Vaughan, Markham et
al was deferred for a future meeting, resulting in Mr. Kruger
submitting the motion as a Notice of Motion for the August 25th
meeting of Council.
Resolution #192/69
MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik,
that whereas the West Rouge Ratepayers' Association has presented
a petition to this Council, to the Borough of Scarborough,
Minister of Municipal Affairs and others;
AND WHEREAS the ratepayers who signed this petition did so under
the following wording:
WTHAT the Township of Picketing be incorporated as a Borough of
Metropolitan Toronto. However, in the event Pickering TownshipVs
application to become a Borough is denied, that the West Rouge
area, (being that area west of the Rouge kiver) a geographically
isolated corner of Pickering Township~ be annexed to the Borough
of Scarborough. ~'
AND WHEREAS the Borough of Scarborough has now adopted the West
Rouge petition in accordance with the certified copy of their
recommendation which is attached hereto:
BE IT THEREFORE RESOLVED AS FOLLOWS:
1. That the Township of Picketing endorse the West Rouge
petition.

Resolution #193/69
MOVED by Depu~l~ Reeve R. Chatten, seconded by Councillor
J. Kruger, that the recommendation made by the Township
Solicitor in his letter dated May 29, 1969, in reference to
the East Avenue reconstruction be adopted as recommended by
the Committee of the Whole, June 23, 1969.

llV) NOTICE OF MOTION
MOVED by Councillor J. Kruger, that whereas the Council of the
Township of Picketing in its critique of the Smith Report on
Taxation demonstrated the clear Metro orientation of the Town-
ship and urged the Province to create the Township as a new
Borough of Metro;
AND WHEREAS the Council subsequently formalized an application
to Metro to be ~algamated thereto as a new Borough;
AND WHEREAS the Council adopted a brief which was presented to
the Minister of Municipal Affairs, which brief stated categorically
that the Township saw itself as a Borough of Metro to the
exclusion of any other consideration with respect to Regional
Government for our area;
AND WHEREAS in its public statements as a Council, this Council
has always maintained that its destiny in any region could not
be separated from the concept that the Township under every
criteria for regional government rightly belonged as a Borough
of Metro;
AND WHEREAS the ratepayers of West Rouge, West Shore and Bay
Ridges which constitute some 80% of the population of the Towmahip
are in the majority supporting by briefs, surveys, petitions and
public statements (singly or in combination) the concept of the
Township becoming a new borough of Metro:
BE IT THEREFORE RESOLVED AS FOLLOWS:
1.That this Council reaffirms its position that the Township
of Pickering should become a new Borough of Metro;
2. That the proposed meetings with the municipalities of Vaughan,
Markham et al to discuss the concept of a new region
incorporating Pickering Township be cancelled.
Deputy Reeve Chatten reported briefly on his visit to England
early in the Spring of 1969 and more in particular of his visit
to Pickering, England. He distributed copies of the~fficial
Guide and Industrial Handbook to Pickering" to the Reeve and
members of Council and to the Clerk with an extra two copies
to the Clerk which Mr. Chatten asked to be forwarded on to the
Pickering Library Board.
Mr. Chatten also presented the Clerk with a copy of the Pickering
Urban District Council Standing Orders for our Township records.
~VI ) ARENA
The Council completing the business at hand adjourned at 9:10 p.m.
to convene into Committee of the whole.
The Committee of the Whole after discussing the tenders with
Mr. William Saccoccio, reconvened into Council to put the
following resolution. (10:30 p.m.)

MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen
that the Council of the Township of Pickering recommend to the
Ontario Municipal Board that Mr. William Saccoccio, Architect,
be authorized to negotiate with the two low bidders, at the
quoted prices of: --
Lynview Construction Limited - $366,235.00
F. & W. H. Massey Limited - $363,627.00
for the Picketing Townshi~ Spor~s Arena having the following
features incorporated:
1. Rigid Frame Structure
2. Lounge Arena Window
3. Concrete Block Construction (Haydite with Betonit finish)
