By-Law Number 3689/69
Deputy Reeve R. Chatten, seconded by Councillor V. Rudik, moves
for leave to introduce a By-law of the Township of Pickering to
authorize the execution of an Agreement of Purchase and Sale and
all documents required to complete the sale of a parcel of
industrial land in Lot 19, Range 3 (Marb-O-Matic Company Limited),
and that same now be read a first time.
Deputy Reeve P~. Chatten, seconded by. Councillor R. Mason, moves
that By-law Number 3689/69 to authorize the execution of an
Agreement of Purchase and Sale and all documents required to
complete the sale of a parcel of industrial land in Lot 19,
Range 3 be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.
Deputy Reeve R. Chatten seconded by Councillor J. Kruger, moves
that the report of the Committee of the Whole on By-law Number
3689/69 be adopted, and that the said by-law be now read a Third
Time and PASSED, that the Reeve and Clerk sign the same, and the
Seal of the Corporation be affixed thereto.

Resolution #160/69
MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen,
that the tender of Atlantic Contracting Ltd. for $86,000.00 be
accepted for the Liverpool-Glendale area watermains, subject to
the approval of the Ontario Municipal Board and the Township
Engineer.

Resolution #161/69
MOVED by Deputy Reeve R. Chatten, seconded by Councillor R. Mason
that the tender of Aprile Contracting Ltd. for $6,515.00 be
accepted for the Fairview Avenue (formerly Maple Avenue)
sanitary sewer and watermain subject to the approval of the
Ontario Municipal Board and the Township Engineer.

MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen,
that the tender of Aprile Contracting Ltd. for $118~774.28 be
accepted for Township Industrial Park Services and Road Work,
subject to the approval of the Ontario Municipal Board and the
Township Engineer.

MOVED by Councillor D. Kitchen, seconded by Councillor J. Kruger,
that the tender of Tricadian Developments Ltd. for $102,873.95
be accepted for Brock Road N., Salk Road and Plummet St.(Palm
Drive Development) services and road works, subject to the approval
of the Ontario Municipal Board and the Township Engineer.

Resolution #164/69
MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger,
that this Council does hereby endorse the recommendation of the
Pickering Town~hip Planning Board on July lOth, 1969 item 3; and
hereby directs that the application (S 2/69 - T 20216) to permit
the subdivision for 38 single-family lots (60 foot frontage by
7,500 square feet), as indicated on the Display Plan dated July
10th, 1969; on property known as Part of Lot 35, Range 2, being
located on the west side of East Avenue, north of Ravine Park
Crescent; be recommended to the Minister of Municipal Affairs
for APPROVAL on the grounds that such conforms to the Official
Plan in that a complimentary industrial subdivision is being
provided on part of Lot 19, Concession l; subject to the follow-
ing conditions:
l) That satisfactorE arrangements be made with Council with
respect to the 5% land dedication for municipal purposes,
with it being recommended that a cash payment in lieu thereof,
he made.
2) That satisfactory arrangements be made with Council with
respect to complete municipal servicing of this development,
to include sanitary sewers, storm sewers, watermains, paved
roads and curbs, sidewalks,-street lights~ provision of
underground utility, wiring, street signs, hydrants, paved
driveways to the street line, and back of lot drainage.
3) Satisfactory arrangements be made with Council regarding
improvement or contribution towards improvement of East
Avenue for the frontage of this land.
4) Contributions to the Municipality to cover sewer and water
plant extensions, with such contributions to be determined
by Council.
5) That the owner agreed to erect on the lands within the plan,
only those buildings permitted under the 'Ri' provisions
of By-law 1978 and the regulations thereunder, except where
otherwise provided by written agreement with the Township.
Watercourses to be piped to the satisfaction of the Township
Engineer.
7} That all outstanding taxes and local improvement charges be
paid prior to the release of the plan for registration.
8) That the owner agree to the inclusion of all lands within
this plan, in the Area of Subdivision Control By-law.
9) All precautions as may be consistent with development plans
shall be taken to ensure the preservation of existing trees
within the area covered by this plan.
10) That the streets shall be named to the satisfaction of the
Township of Picketing and the Metro Planning Boards.
il} That such easements as may be required for utility or
drainage purposes, in. locations and sizes as determined by
the Township Engineer, shall be deeded to the Municipality,
free and clear of encumbrances.
12) That all buildings be sited as to location and elevation to
the satisfaction of the Municipality.
13) No driveway entrances be permitted onto East Avenue.
14) That all lots shall have a minimum lot frontage of 60 feet
and a minimum lot area of 7,500 square feet.
15) That the applicant enter into a satisfactory subdivision
agreement with Council, in accordance with the draft plan
and conditions of approval.

And Council further directs that this recommendation shall be
valid for a period of 12 months (July 14th, 1970) only.

Development of the Munroe property in the .~eut Rouge
The Committee of the Whole was given a report by the Planning
Department, Report No. 45-2 dated July 3rd, 1969, on the applica-
tion for a subdivision of Part Lot 35, Range 2, Invar Consultants
Limited (formerly T-17737, East Ridge Developments Ltd.) The
Committee reviewed the proposed plan, taking into consideration,
the 5% land dedication, 30 ft. drainage course, which the
Committee felt could be covered adequately in the subdivision
agreement.
Resolution #165/69
MOVED by Deputy Reeve R. Chatten, seconded by Councillor R. Mason
that the tender of Elgin Motors Co. Ltd. at $8,316.~7 be accepted
for a 30,000 G.V.W. Cab and Chassis, subject to the approval of
the Township Engineer.

Resolution #166/69
NOVED by Councillor V. Rudik, seconded by Deputy Reeve R. Chatten,
that the Council of the Township of Pickering give notice of
appeal to the Ontario County Council of By-law 2721 dated June
27th, 1969, a by-lawto equalize the assessment of real property
of the several Towns, Villages and Townships in the County of
Ontario, as provided under'Section 96, subsection 2 of The
Assessment Act;and further, should a hearing be necessary, that
such hearing be heard before the Ontario Municipal Board;and
further, that the other municipalities which underwent a
re-assessment be advised of the Township's intention, all as
recommended by the Committee of the Whole Council.

Reeve Williams made reference to aletter received from N_r. R. F.
Richardson, Executive Secretary of the Oshawa Area Planning and
Development Study.group, together with a copy of a resolution incorporat-
ing some of the amendments recommended by the Pickering Township Council,
however, Part ~ of the resolution was not to Council satisfaction with
the result that part 4 was amended to read as follows with Part 6 added
thereto and adopted by Council.
Part 4 reads: -
That the municipalities in the basic study area, namely, the
City of Oshawa
Town of Whitby
Township of East Whitby
Township of Darlington
Town of Bowmanville
Township of Picketing
Village of Pickering
Town of Ajax
Township of Clarke
Village of Newcastle
be responsible for twenty-five per cent (25~) of the developmen~
component of the study, namely 25% of $740,750.00, on a per capita
basis, as the~ ~are_b.~led followin~ ~e~f~h ~2t~.~onth of
the s~udy;

Pa~t 4 as amended should read: -
That all study costs to the municipalities namely, 25 per cent of
$740,750.00 be assessed on a per capita basis against ~nl_.E those
municipalities or parts thereof which are included in an Oshawa
Centred Regional Government unit, it being clearly understood:
(i) that the Township of Pickering or any part thereof is to be
considered part of an Oshawa Centred Regional Government
unit only when such fact has been confirmed by the appropriate
legislation given 3 readings and passed by the Legislature of
Ontario; and
(ii) that payment of any study costs by the Township of Pickering
or part thereof after inclusion by legislation in an Oshawa
Centred Regional Government unit will be subject to the normal
approvals of the Township Council then sitting;
Resolution #167/69
MOVED by Councillor D. Kitchen, seconded by Councillor J. Kruger,
that with respect to the Oshawa Area Planning and Development Study,
the Council of the Township of Pickering endorses the following
cost-sharing arrangement:
1. That the cost of the study be $850,750.00, as set out in the
Final Appraisal;
2. That the Province agree to pay one hundred per cent (1OO%)
of the Regional Government Review Component, namely,
$110,OO0.OO;
3. That the Province agree to pay seventy-five per cent (75%)
of the development component of the study, namely, seventy-
five per cent (75%) of $740,750.00, and to defer all costs
to the municipalities until the end of month 12 of the study;
4. That all study costs to the municipalities namely, 25 per
cent of $740,790.00 be assessed on a per capita basis against
~ those municipalities or parts thereof which are included
in.an Osh~wa Centred Regional Government unit, it being clearly
unoerstooG:
(i) that the Township of Pickering or any Dart thereof is
to be considered part .of an Oshawa Centred Regional
Government unit only when such fact has been confirmed
by the appropriate legislation given 3 readings and
passed by the Legislature of Ontario; and
(ii) that payment of any study costs by the Township of
Picketing or part thereof after inclusion by legislation
in an Oshawa Centred Regional Government unit will be
subject to the normal approvals of the Township Council
then sitting;
5. Any added expenditure would be shared on the same basis
subject to agreement, in writing, of the parties to the
agreement; and
6. That a copy of this resolution be sent to all municipalities
represented on the OAPADS Executive Committee.
