Moved by Councillor A. King, seconded by Councillor R._Maso~,
that the minutes of the Council meeting held on June 16, 19~9,
be adopted as presented.

(__I~ PRESENTATION
Before proceeding with the day's business, Reeve Williams called
on Councillor Kitchen, Chairman of the Roads Committee, to make
a presentation of a certificate to Mr. John Townson of the
Engineering Department who successfully completed a Municipal
Surveying Course, receiving a qualification mark of 93.5 percent
with a standing of 7th among a total of 61 candidates, a further
mark on the examinations was 74.42%. Mr. Townson was congratulated
by all members of Council and the Clerk.

1. Moved by Councillor V. Rudik, seconded by Councillor D. Kitchen
that Mr. A. Maltese be heard.
Mr. Maltese appeared before Council to inquire into the status
of the local improvement for watermains on White's Road, advising
Council that a petition had been taken approximately one year
ago and that nothing has happened since. He wishes to know the
reasons for the delay.
Mr. Maltese was advised that capital projects are considered based
primarily on priority and availability of funds. The servicing
of this particular area is difficult in that watermains will have
to be connected either to the mains proposed for the Spruce Hill
Road area or from the Rosebank Road area which would come along
Finch Avenue and down White's Road.
The cost per foot was estimated at approximately $20.00, with
average.frontage of 200 feet, creating a cash charge of approxi-
mately $4,000.00 on the property. The location of the area to be
serviced and the available watermains creates a difficult serving
problem which cannot be overcome until such time as the watermains
are installed on Spruce Hill Road, and this is not expected to be
completed until the latter part of 1969.
The Council advised Mr. Maltese that the Engineer would be requested
to provide a report on the proposed servicing of this area, and
that he would be advised of the status of the local improvement
on White's Road in due course.
2. A representative of Bay Ridges Parks Board -- Councillor Kitchen
advised that the problem had been resolved and that no representa-
tion was necessary.
3. Mr. Arman Der Stepanian of Keith Stewart Realty Limited regarding
their proposed subdivision on Brock Road, north of the seventh
Concession (Big Land Developments)
No representative appeared.
4. Moved by Councillor V. Rudik, seconded by Councillor A. King,
that Mr. K. E. Stockelback be heard.
Mr. Stockelback ~appeared before Council with ~esp~ct to his
application A 7/69 to amend zoning to 03BMarlna Zone, Avis Park,
Lot 26, Plan M-89. He indicated to Council that the 25 ft. setback
required on his southern property line for boat storage was
acceptable and further that he had no objection to the proposed
setback. He also advised Council he was agreeable to the planting
of hedges along Liverpool Road to shield from public view the car
parking area and the boat storage area. He did, however, object
to the request for the paving of Wharf Street which if provided
would in effect be giving his competition an improved service.
He suggested as an alternative an entrance off Liverpool Road
using the existing entrance on Wharf Street as an emergency exit.
Council had before them a letter received from Mr. J. Faulkner
advising them of a further problem with respect to sewage pumped
from boats into the Township sewage system. The Engineer advises
that the Township plant is not equipped to process the type of
sewage from boats. The Council members were advised by
Mr. Stockelback that if this was going to create a further
problem then he would not provide the pump-out service for boats.
The Council decided that the approval of the Planning Board
recommendation be deferred until a report on the sewage problem
is made by the Township Engineer.
Instructions - Mr. Poulsson to provide clarification with respect
to this problem on boat sewage.

5. Moved by Councillor R. Mason, seconded by Deputy Reeve Chatten,
that Mr. A. Lishman be heard.
Mr. Lishman appeared before Council submitting a petition of
somelSO Pickering Township resident names Mequesting improvements
to the C.P.R. level crossing on Sideline 4/5, Concession 9.
Mr. Lishman was advised that Council has already taken action
with respect to the improvement of this crossing, advancing
this item on the priority list from #lO to #5. He was also
advised that the survey has been completed and that the design
is expected to be completed by early August, 1969. The approval
of the Board of Transport Commissioners will then have to be
obtained, which could mean that the improvements to the crossing
could possibly be completed by this time next year. Mr. Lishman
was advised that this project would be expedited as quickly as
possible.
6. Moved by Councillor Mason, seconded by Deputy Reeve R. ChaSten,
that Mr. Bean, owner of Lot ~15, Plan 380 (Picketing Beach),
be heard. ~
Mr. Bean, speaking on behalf of his wife, asked Council for
assistance in obtaining a building permit. They have owned
the property for ten years and are now financially able to
build a home only to find that the road is not assumed by the
Township, consequently a permit has been refused. The lot is
of sufficient size, and other than the road being unassumed,
he cannot understand the reasons for refusal.
Councillor Mason advised Council that the road does get graded
and is Plowed in the winter by Township equipment.
Inatruction~ - The Clerk is to obtain from the Planning Department
and Building Department a report as to the reasons why Mr. and
Mrs. Bean have been refused a building permit.

1o The Town of Fort Erie forwards a copy of their resolution regard-
ing investigation of tax monies in Ontario and in Canada, and
requests the Council of the Township of Picketing to endorse
same. Copies to Council. See Motion #2.

2. The City of Belleville forwards a copy of their resolution to
support the principle and practice of equal opportunity for
continuous education in the Separate Schools of Ontario from
Kindergarten to Grade 13. Copies to Council. See Motion #3.

3. The Ontario Humane Society forwards a copy of a statement issued
by their Board of Directors in connection with Bill 73, with
respect to care and provision of animals for research. They
advise that the contract with the Township will be cancelled
effective December 31, 1969, unless the "Animals for Research
Act" is amended to remove reasons for this cancellation.

4. The Ontario Municipal Board regarding the proposed swimming pool,
advises they are unable to find statutory authority to permit the
Municipality to erect a swimming pool on school lands.

5. With respect to Shoychet vs the Township of Pickering
regarding a mandamus application for a building permit
to locate a gas bar on part lot 18, Concession l, the
application was appealed to the Judge and dismissed.
Council has 14 days from June 26 in which to make an
appeal on the Judge's decision.
It is the recommendation of the Committee of Adjustment
that in their opinion the Council would be wasting money
to proceed further with this appeal.
MOTION
Moved by Deputy Reeve Chatten, seconded by Councillor
J. Kruger that the Council take no further action in
the appeal for a mandamus with respect to an application
for a building permit to erect a gas bar on part lot 18,
Concession 1.

1. Reeve Williams outlined his meeting with the Metro Executive
July &th, 1969, with respect to possible future amalgamation
with Metro. He advised that his proposal was unanimously
acceptable to the Metro Executive. He said our neighbours to
the East, particularly Whitby, were angered at the result,
while the City of Oshawa in his view was taking a more reason-
able approach by not condemning the action Picketing has taken,
In fact, some members of the Oshawa Council have offered a
good deal of support.
Reeve Williams has had discussions with Mayor LeGros of Ajax
on regional government and reached a point where he believes
an agreement was reached between the heads of the two municipali-
ties and that amalgamation meetings could proceed. It was
suggested that discussions in specific fields such as fire,
police, services (PUC) engineering and planning could get
underway with a view of sharing these services. This is a
good indication of how fast we can move together and be
prepared for a total amalgamation once we have further communica-
tion from Metro and from the Province.
The representatives from Picketing Village, Councillors
C. Balsdon and G. M~rtin indicated %o the Executive Committee
that their Council preferred to go to Oshawa. It was pointed
out that the Village would have no alternative but to go in
the direction of the other two municipalities.
Reeve Williams said that seven of the ten members of Metro
Council were present and that they supported the Picketing
question wholeheartedly.
2. Councillor V. Rudik attended the Oshawa Area Planning and
Development Study Executive meeting also held on July 4th, 1969,
and reported on same to Council.
Reeve Williams was to attend this meeting but due to his
commitment with the Metro Executive, he was not able to be
present. Councillor Rudik advised that Pickering Township
came in for much criticism at the Oshawa Area Planning Executive
meeting.
Mr. Rudik advised Council that the Chairman, Mr. Des Newman,
was trying to get a commitment from Picketing that they would
participate in the Oshawa Area Study. Mr. Rudik was of the
opinion that to commit the Council financially was unwise and
could not see how we can commit future Councils to this expense.
Councillor Rudik was severely criticized for %he Township's
attitude but was happy to report that he did have the support
of Controllers C. Thomas and M. Shaw.
Reeve Williams requested and received authority for CounciZlor
Rudik and himself to attend any meeting which may be called
with the Minister, which will involve the future of the
Township of Pickering.
3. The Council went further into discussion with respect to a
resolution requesting that the Province pay the full cost of
Regional Government Review Component, approximately $110, OOO.O0
and 75 percent of the balance of the Study costs or $740,750.00.

that Reeve Williams and/or Councillor Rudik or another member
of Council be authorized to attend any meeting with the Minister
of the Department of Municipal Affairs where the Township of
Pickering is being discussed.

Avenue and that same now be read a first time.

that whereas the Minister of Energy and Resources Management
has proclaimed the week of July 5 - 13 as Conservation Week in
Ontario;
AND WHEREAS the Township of Pickering falls under the jurisdiction
of the Central Lake Ontario Authority; and the Metro Toronto
· and Region Conservation Authority;
AND WHEREAS these Authorities are desirous of reaching as many
people as possible within their boundaries by requesting each
municipality to proclaim a Conservation Week;
BE IT THEREFORE RESOLVED that the Council of the Township of
Picketing offer their co-operation and proclaim the week of
July 5 through to the 13th as Conservation Week in this
Municipality.

the Township agrees to pay up to $10,400.00 based on Supreme
Aluminum's proposal plus an additional $7,000.00 to pay for

that whereas it is the wish of the Township c~ Picketing to
have constructed an indoor swimming pool at the Woodlands
School site for both Municipal and County School Board use;
AND WHEREAS the Ontario Municipal Board has advised the Council
it cannot proceed as originally proposed;
BE IT THEREFORE RESOLVED as follows:
1. That the Ontario County School Board be requested to
consider selling to the Township sufficient land on
which to construct the pool at Township expense plus
easement rights to give ingress and egress to the Pool.
2. In the alternative for the Ontario County School Board
to consider themselves, constructing the pool with the
Township paying to the School Board the yearly debt to
retire the debenture as a form of recreation grant
similar to the arrangements now in effect between the
Board and the City of Oshawa.
3. As a ~urther alternative for the School Board to suggest
to Council any other method of financing the pool project
in keeping with the spirit of the agreement now existing
between the Board and Council.
4. That Mr. William Newman, M.P.P. be contacted for any
suggestions he may have.
5. That our Solicitor be contacted to advise on any
suggestions he may have, in addition to giving advice on
items l, 2, 3 and ~ above.
6. That the Ontario County School Board be requested to
seriously consider the possibility of constructing the
pool on the Dunbarton High School property for the same
cost as originally projected for the Woodlands site.

that whereas the Minister of Municipal Affairs has presented
certain cost sharing arrangements to the Executive Committee
of the Oshawa Area Planning and Development Study (OAPADS);
AND WHEREAS such cost sharing arrangements provide:
(1) that the Province of Ontario pay 75 per cent of the
total cost of the study, being 75 p~r cent of $850,750.00,
which total includes approximately $110,000.00 for the
Regional Government Review Component;
(2) that the Province of Ontario provide all necessary monies
during the first 12 months of the study, and defer all
costs to the municipalities until the end of month 12
of the study; and
(3) that the municipalities~ portion of the study costs,
namely, 25 per cent of $850,?50.00 be asseseed on a per
capita basis, against only those municipalities which
are included in the Oshawa Centred Regional Government
unit;
AND WHEREAS contrary to the above, it has always been understood,
by the Township of Picketing, from previous discussions between
the OAPADS Executive Committee and Provincial Officials, that
the Province would assume 100 per cent of the cost of the
Regional Government Review Component namely $110,000.OO, with
no portion being charged back to the municipalities;

BE IT THEREFORE RESOLVED as follows:
(1) that the Province of Ontario be requested by the OAPADS
Executive Committee to assume 100 per cent of the cost
of the Regional Government Review Component namely
approximately $110,000.00, with no portion to be charged
back to the municipalities.
(2) that the Township of Picketing endorse in principal cost
sharing arrangements for the OAPAD Study on the following
basis:
(a) The Province of Ontario pay 100 per cent of the cost
of the ~egional Government Component of the study,
namely $110,000.00,
(b) The Province of Ontario pay 75 per cent of the balance
of the study costs, namely, 75 per cent of $740~750.00,
and defer all costs to the municipalities until the
end of month 12 of the study;
(c) Ail study costs to the municipalities namely, 25 per
cent of ~740,750.O0 be assessed on a per capita basis
against only those municipalities or parts thereof
which are included in an Oshawa Centred Regional
Government unit, it being clearly understood:
(i) that the Township of Picketing or any part
thereof is to be considered part of an Oshawa
Centred Regional Government unit only when such
fact has been confirmed by the appropriate
legislation given 3 readings and passed by the
Legislature of Ontario, and
(ii) that payment of any study costs by the Township
of Picketing or part thereof after inclusion by
legislation in an Oshawa Centred Regional
Government unit will be subject to the normal
approvals of the Township Council then sitting;
and (3) that a copy of this resolution be sent to all municipalities
represented on the OAPADS Executive Committee.
