Moved by Coundillor Rudik, seconded by Councillor King, that the
minutes of Council meeting of June 2nd, 1969, be adopted as
~mended.
CARRIED
Councillor Mason was of the opinion that since the Reeve made
reference to the leakage from Committee meetings of material
considered confidential,.this was serious enough to be mentioned
in the minutes of June 2, 1969.
The Council members agreed.
Councillor Kruger wished it also noted in the minutes that the
allegation made was vigoroumly denied. ~'

_(III) CORRESPONDENCE
1. Mr. P. Poulsson, P. Eng',, submits letter from the Township
Solicitor with respect to claims from Mr. Bela a%d Mr. Hughes
re the reconstruction of East Avenue, and requests Council's
opinion.

2. The Borough of Scarborough forwards a copy of their resolution
regarding the regulation or prohibiting of the sale of fireworks,
and application to the Mimia~er of ~n. $cipal Affairs te amend
Paragraphs 30 and 31 of Section 379 (1~ of the ~unicipal Act,
and requests the Council of the Towmmhip of Picketing to support
this application.

Councillor King was of the opinion that Scarborough is attempting
to prohibit the sale of fireworks to all but organized groups.
3. The Canadian National Railways is concerned about the increasing
number of accidents occurring on the railway rights-of-way and
is inquiring if anything can be done to help prevent this
situation.

4. Bramalea Consolidated Developments Limited regarding an applica-
tion on file for rezoning of lands in Block Y is requesting con-
veyance of one-half of the St. Martin's Drive road allowance for
purposes of a private right-of-way to give vehicular access to
the site.

INFORMATION
1. In answer to Council's query-regarding an item in the Sanitation
Account for the month ofMay, 1969, for a fire extinguisher,
P. Poulsson advises this is a replacement for the original
extinguisher in the dump caterpillar. The original extinguisher
was taken to the Fire Chief for repair due to loss of pressure.
Mr. Lynde found that it could not be repaired and arranged for
the replacement.
2. The Ontario Municipal Association advises of the 71st Annual
Convention in Niagara Falls August 17th to 2Otb.
3. The Whitby Public Utilities Commission invites Council to send
a representative to a joint dinner meeting sponsored by the
Public Utilities Commissions and Hydro Systems of that area, on
Wednesday June 18 at 6:30 p.m. at the Georgian Motel, Oshawa,
regarding the role the Commissions will play in the event of
Regional Government.(Deputy Reeve R. Chatten to attend)

By-Law Number 3659/69 - Third Reading
Councillor V. Rudik, seconded by Councillor J. Kruger, moves
that the report of the Committee of the Whole on By-law Number
3659/69, to authorize the execution of an Agreement between the
Ontario Department of Public Works and the Corporation of the
Township of Picketing (Offer to Lease for rental of Council
Chambers and Committee Room for the purpose of administering
justice) be adopted, and that the said By-law be now read a Third
Time and PASSED, that the Reeve and Clerk sign the same, and the
Seal of the Corporation be affixed thereto.

authorize the execution of a Deed dated May 15, 1969, in favour

flying of an aircraft over the Frenchman's Bay area for the
purpose of spraying insecticide to control mosquitos and further

that a By-law be prepared to extend the 35 m.p.h, limits on
Finch Avenue from White's Road to Altona Road, thus reducing the
speed between White's Road and Altona Road from 50 m.p.h, to 35
m.p.h., as recommended by the Standing Committee on Public
Utilities, June 4, 1969.

that the County Road Committee be advised that the Township of
Picketing agrees to continue to provide the level of service
already provided on the Pickering-Whitby Townline if the County
of Ontario agrees to assume the road and pay the costs incurred
by the Township in carrying out this maintenance until the
reconstruction takes place,-as recommended by the Standing Committee

that construction of wa~ma£~ to Drock Road and Highway No. 2
await adequately signed petition from the Highway No. 2
frontages and Local Improvement areas benefitting from such
instalation and that in addition the Engineer be authorized to
negotiate tho instalation of watezmxains and/or casings with the
Department of Highways in connection with the 401-Brock Road
interchange either for inclusion in the D.H.O. General Inter-
change Contract or as a separate contract co-ordinated with the
D.H.O. contract if inclusion in the General Contract is not
feasible, as recommended by the Standing Committee on Public
Utilities June 4, 1969.

1632 of the International Firefighters be amended to provide time

Councillor Kitchen was not in agreement with the allocation of
funds for recreational purposes requesting further money be
made available to the Bay Ridges Parks Board.
Councillor Kitchen produced the following letter.

Members of Council,
Township of Pickering.
Gentlemen:
As you are-.aware the Bay Ridges Parks Board are responsible for
Mitchell Balsdon and Douglas parks the largest in the area and
serving all the community east of Frenchman's Bay to Sandy Beach
Road in wards 3 and 4. The Board serves at least 25 percent of
the Township's population within this area.
The Board during the summer months runs in conjunction with
recreation a supervisory program for up to 700 children per day
in the above mentioned parks. This is close to the number of
children in all the other parks in the Township combined.
.Along with this, the Board supplies a baseball service to teams
in the area playing in Township league..Oshawa City District..
Lakeshore Mens..and the P.W.S.U. girls league, All these local
teams use the facilities of Balsdon Park which is one of the
best if not the best maintained ball field in the area. Along
with these teams mentioned the ~[inor Softball Association uses
the park for their league games which with all above mentioned
teams is a total of 410 players involved.
Mitchell Park has this year along with baseball being played
started a Soccer League which involves the total of 100 boys.
These are all established programs carried on in the parks
by the Board for an age group from 5 to 35 years and plus.
In view of the above mentioned responsibilities we find it
difficult to maintain let alone develop further our program
to serve the people in this area.
Based on the useage alone the amount allocated to this Board
on a reduced budget of $6,000.00 is totally inadequate to
maintain the Status Quo.
The budget as originally submitted was honest and factual
ba~ed on ~heneed~ af ~he area.
It is the request of this Board to reconsider and review the
budget so submitted by this Board.

Members of Council further discussed the allocation of $7,000.00
of recreation money for the purpose of a recreational director,
stating that they felt the hiring of a director at this time
was premature,.and further were of the opinion that for the
year 1969 the $7,000.00 should be distributed to those groups
and organizations whose budgets were reduced. Some of the members
of Council were concerned that since the arena and swimming pool
hav® not yet received, O.M.B. approval, that the hiring of a
director should be delayed at least until he would have the
facilities with which to work.

Other members of Council argued that the need for a recreational
director is now.
It is essential that the various recreational groups be
co-ordinated and organized and further that the allocation of
funds for the purpose of recreation should be done by a properly
qualified person. The need for a director exists now and
should have been filled a long time ago.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor
J. Kruger, that the Township Engineer be authorized to call
tenders for the following vehicles -
(a) Survey vehicle (station Wagon)
(b) New cab and chassis for Sanitation Department°
The monies for these expenditures are included in the 1969
budget estimates.

Resolution #135/69
MOVED by Councillor R. Mason, seconded by Deputy Reeve
R. Chatten, that the pumper from South-West Picketing Fire
Hall be loaned to the Town of Ajax for approximately three
weeks at no rental charge, on the express understanding that
it be returned to the Township immediately during an emergency
and that some alternate arrangements be made if the pumper
were required by the Township for more than two hours.

that Colin Beal and Don Kitchen be appointed as Township
representatives to the Central Ontario Regional Development
Council for the year 1969.
