1. Mr. J. A. Taylor, Q.C., forwards executed Release, Grenshaw
Holdings Limited, together with Expropriation Plan, Part
Lots 28 and 29, Range 3, B.F.C.
Tlte acquisition of land for the widening of the approaches
to the Moore Road - C.N.R. overpass has now been successfully
concluded.
2. Mr. Archie Ne~aan, Clerk-Treasurer, Township of Mars, forwards
copy of their resolution, stating that Mara Township Council
will not levy the increase of money requested by the County
Board of Education, and protests unjustified increase in
school costs. He requests the Township of Picketing to endorse
this resolution.
No Action.
3. The Township of Saltfleet forwards copy of their resolution
re8 the County Board of Education and increased costs and
requests the Township of Picketing to endorse same.
No Action.
4. The City of Brockville forwards their resolution in connection
with hospital, medical and surgical insurance for pensioners,
requesting that the Township endorse this resolution~.

5. The Canadian Radio-Television Co~aission regarding construc-
tion of Cable TV in the Township, states the C~aeaission
advised all former holders of licenses that any establish-
ment or expansion of the broadcasting receiving undertaking
being carried on as of April 1, 1968, would have no legal
obligation recognized by the Commiss~on~ and that this matter
has been brought to the attention of Bell Canada.

6. Mr. A. F. Thompson, 670 Parliament St., Apt. 1117, Toronto,
requests Council to open the road allowance, Old Trespass Road,
as he has taken an option to purchase Lot ~1, Plan 434, on
which he wishes to build a home.

7. Mr. James A. Taylor, Q.C., advises of the Court of Appeal ~s
Hearing regarding the Township*s Equalization of Assessment
Appeal. Copies to Council.
8. The Ontario County Board of Education advises it is prepared
to administer and financially support the summer recreational
program, to a limit of 50~ of the net local cost after receipt
of all possible grants, up to a maximum of $4,000, in the
fo~aer Picketing T.S.Ao 92 area for school children of Elee~n-
tary School age in the year 1969 only.
Cou~=illor K~u~er expressed conoezn ~t Counoil ~ ~ yet
made no o0~aitment to the school board for their share of
their program. The Board was concerned that a cce~itment
had not as yet been made as they were anxious to get the
program under way as soon as possible. Xt was the general

consensus of opinion that Council agree in principle to this
program.
{V~) U~Om~T ~ON -
1. The Ontario Municipal Board forwards report ret the appeal
by Sydney Shoychet, Joseph Haas and Abraham Waisglass against
a decision of the Committee o£ A~justment, recommending this
appeal be dismissed and the decision of the Co~aittee of
Adjustment sustained on the grounds of lack of jurisdiction.
2. Mr. James A. Taylor, Q.C., advises that a satisfactory agree-
ment has been worked out regarding the Borough of Scarborough
By-law 13361, to ensure that a continuous hedge would be
planted not lees that 5 feet in height at the rear of the
reverse lots on the west side of Port Union Road. Copies to
Council April 25/69 (letter and agreement).
3. The Township of Markham forwards copy of its notice of
application to the Ontario Municipal Board for approval of
Restricted Area By-laws %232~-68 and %244?.

4. Bell Canada advises that Claremont exchange has exceeded its
rate group by more than ~f~ and a transfer to the next higher
rate group is warranted.

advises that building penuits for 300 resident4al units in
all nay be issued in the ~ear 1969.
ConsMerable d~ecussion ensued concerning the need to get the
arena l~oje~c under,-ay now that ~e capital Forecast had been
approved. The Reeve explained that the application ~or
approval to ~he Board was temporarily held up until such
t~me as eatis~acto~ evMence o~ the sale of the Baseline
School property was presented. On submission of th~s° pub-
lioation o~ the intent of Council to construct the arena
must be car~:~ed out ~ollowing which a publ£c hearing would
be held.
The Members o£ Council had yawing opinions es to where the
a~ena shouM be located and it was agreed that the entire
matter involving the location o~ the areao and the employe
nent o~ architects to initiate prel~ninaL~ drawings on the
project be referred to the Committee o~ the Whole ~or decision.

Solicitor to prepare the necessary by-laws and obtain the
necessary approvals from the Ontario Water Resources Commission
and the Ontario Municipal Board.

reconstruction of Highway 1~o. 2 between Picketing Village
and Whitby be endorsed as recommended by the Standing
Committee on Roads dated April 16, 1969.
MOVED by Councillor D. Kitchen. seconded by Councillor
C. Rudik THaT Metro Utility Services be granted an increase
for installing water services on 66 ft. and 86 ft. road
allowances in accordance with the following schedule~

MOVED by Councillor D. Kitchen, seconded by Councillor
V. Rudik THaT the Engineer be authorized to install the
requested culvert at 515 East Avenue as per Mr. John Boxer
Ltd. letter of April 9, 1969, subject to receipt of the
owner's payment for the work in accordance with the Engineer's
requirements which include in addition to the culvert, the
installation of a catch basin to facilitate drainage and
maintenance of the long culverts thus created as recommended
by the Standing Committee on Roads dated April 16, 1969.
MOVED by Councillor J. Kruger, seconded by Councillor
V. Rudik THaT the Agreement of Indemnity between the Town-
ship of Picketing and Dundee Construction Co. Ltd. be executed
by the Reeve and Clerk, said agreement makes reference to two
certified cheques payable to the Township i~ connection with
tenders for water and Sewermain construction in the amounts
of $438.05 and $2,024.18, as recommended by the Finance
Committee April 28. 1969.

MOVED by Councillor J. Kruger, seconded by Councillor
D. Kitchen, THAT a Committee of two elected officials and
the chief administrative officer from each of the Councils
of Ajax, the Village of Pi=kering and the Township of
Picketing approach the Metro Executive and obtain their
clear opinion on, among other things, such matters as:
1. Is the Metro Executive interested in an immediate inclusion
of the three municipalities mentioned above in the Metro
system?
2. If so, what political status would they afford these
municipalities?
3. If so, what would be the estimated impact on the local
tax rates and levels of mUnicipal services in the three
municipalities and the likely phasing thereof. Also,
what would be the status of the school system?
4. If so, what would be the short and long term benefits
to the three municipalities of such inclusion in
Metro System as seen by Metro?
CARRIED.
On motion of Mr. King, seconded by Mr. Rudik and carried
unanimously it was.agree4 that Mr. Williams and Mr. Kitchen

J. Kruger, T~AT~ it is important that the Township
ice arena project be started as soon as possible in order
that it will be ready in time for the 1969-1970 hockey
season, and
WHERE~S it is reasonable to assume that O.M.B. approval
will be forthcoming
BE IT ~EREBYRESOLVED that the Township of Picketing engage
the services of an architect to design the ice arena and
Community Hall project.
_RESOLUTIONS -
1. A motion to rescind Resolution ~28/69 insofar as it applies
to the proposed plan of subdivision T-17737, Part Lot 35,
~ange 3 and rec~en4 to the Minister of Municipal Affairs
that draft approval be given to draft plan of sub4ivision
subject to certain conditions.

2. The Township Engineer to make a feasibility study on the
proposed local improvement (watermain) fro~ the residents
on the West side of Old Forest Road from Rosebank Road to
Sheppard Avenue.

3. Request the Department of Municipal Affairs to amend the
Ontario Municipal Employees Retirement System Act to provide
for a group hospital, medical and surgical plan for pensioners
and their families.
