A meeting of the Picketing Township
Council was held on MONDAY, the

that the minutes of t~e Council meeting held on Mar~-h ~lst,
1969, be adopted as presented.
CARRIED
A. Councillor J. K.ruger made b~ief .reference to Council with respect
to Resolutions ~376/68 and ~377/68 on residential control (new~
development) suggesting that since these resolutions have not
received the support of the other municipalities within the
County that this matter should be placed before the Ontario
Municipal Board and the Department of Municipal Affairs in an
effort to initiate action from the senior leve].s of government
on this method of control.
It was also suggested that those letters received from
municipalities refusing endorsement of Council's proposal be
referred to Mr. J. A. Kennedy_ at the forthcoming meeting
scheduled for April 18th, 1969 at 10:30 a.m.
B. Councillor Rudik made reference to the Museum Board minutes,
taking exception to the wording used therein - "unwillingness
of Council to pass a resolution regar, din~ the movin~ of the
Parkin...Barns". He wished to make it clear that, had the
Museum Board provided the facts and submitted its program with
respect to the movement of buildings, Council would have pa~ed
the motion in question.
It was suggested that the Museum Board arrange to meet with
Council in Committee of the Whole on the night of April 21, 1969.

M~, Me~aan expresoed his concern wi~h respect to t~e amcun~, of
~ime left before expiration of the building permit, which is 18
months from the date of issue (Dec, ~, 1967) expiring June 5,
1969. He went on to say_ t~at his client must be certain of his
position before putting more money_ into ~h~s project, such as
~r£n~ing in the Hydro and digging a well. He is most desirous
Mr. Newman stated that his client is willing to enter into any
type of reasonable agreement; and fur%her, that he is not asking
for any improvements on the road whatsoever.
Mr. Newman was informed that before any decision can be made,
the Engineer must report on the work performed byMr. Pugh on
the road allowance; and fur%her, that the agreement between
Cunningham and the Township must be prepared by the Township
Solicitor.
Mr. Newman was advised that Mr. Poulsson would be instructed to
inspect the road and to report to Council at their meeting in
Roads Committee April 16, 1969; and further, that the 8olicitom
would be asked to prepare the necessary agreement. Coui~cil
would act on this in the latter part of this week.
2. Moved by Councillor R. Mason, seconded by Councillor J. Kruger
that Mr. E. Amerault, representing the Ajax-Pickering-Whitby
Association for Retarded Children, be heard.
Mr. Amer~ult pointed out that a qualified school under Township
control would be eligible for an 80% grant on operating and
maintenance costs. Included in his brief was a proposed budget
totalling $3,552.00 covering 1969-70 operating costs. Of this
total, the Council would be asked for $710.40. The balance would
be absorbed by the Federal and Provincial levels of Government.
Mrs. Anne Stafford, Home Care Consultant, offered further
explanation and the desire of parents to keep their children at
home and still have the opportunity of performing other functi~nm
to help maintain their homes.
The Council members were generally very receptive to the proposal
suggesting that Mr. H. Pearce, Welfare Administrator, make
further investigation and make this available for Council for
discusaton on April 21st, 1969. Councillor Rudik advised that
he had already gathered considerable data on this subject.
The Council thanked the delegation for their presentation,
advising them that further consideration would be given and
that they would be advised shortly after the April 21st meeting.

CORRESPONDENCE
1. The Big Brothers of Metropolitan Toronto advise of the Third
Annual Safe Driving Motor Rally to take place on Saturday,
June 14, 1969 in the Township of Pickering.
Advise Police Department.
2. Mr. J. C. Rodd, 530 Rodd Ave., Rosebank, requests Council to
take some action re a drainage problem on his property, which
he states was not present before theTownship installed water
and sewer mains.
Referred to the Public Utilities Committee.
3. The Toronto Building and Construction Trades Council advises
with respect to the fire hall tenders, that Lynview Construction
Limited, Whitby, is not in contractural relationship with the ~
Toronto Building and Construction Trades Council and is there-
fore considered by them to be an "unfair contractor".

The Hon. W. Darcy McKeough, N~nister of Municipal Affairs, in a
letter read in the Legislature on April 3, 1969, regarding long-
term borrowing, requests the Councils of Municipalities to give
serious consideration to deferring, for the present, the con-
struction of any new project that is to be financed from the
proceeds of a debenture issue, unless the construction of the
project, in the Council's opinion, is essential.
Council expressed concern with the .lac~ of support from other ~
municipalities of our resolutions #376/68 and ~377/68, suggest'
lng that under the situation as presented by the letter of the~,
Hon. W. Darcy McKeough of April 3, 1969, that Council should
make representation to the Ontario Municipal Board and the
Department of Municipal Affairs to bring about effective control
of all residential development in the County. The School Board
is however supporting our resolutions and is appealing to the
Department of Municipal Affairs seeking support of the Council's
proposal.
Councillor V. Rudik expressed his concern when he learned that
Oshawa was proposing a 700 residential infilling program.
Councillor Kitchen indicated he was against restricting
residential building which would tend to aggravate the already
serious shortage of homes. He was of the opinion that the
senior levels of government should assume a greater share of
the cost of education relieving the home owners of the heavy
property tax burden.
The request to municipalities to give serious consideration
to defer financing of new capital projects was also referred
to the forthcoming meeting withMr. J. A. Kennedy~ Q.C.

3. Mr. Irwin Haskett, Minister of Transport acknowledges receipt
of the Township,s resolution re snowmobiles, and advises the
situation will be reviewed at the end of the season.
$. Mr. & Mrs. R. Braid forward a carbon copy of a letter sent to
the Ontario Municipal Board in furtherance to their request
for a building permit.
5. Drive-In Bazaar Ltd. - Decision requested from Council.

6. The Association of Ontario Mayors and Reeves, regarding the
Bell Canada request to increase rates, advise they have
joined with the Quebec Association to take action against
the proposed increase They advise the estimated cost is
$30,000. to $35,000. ~nd are asking each Municipality to
contribute an amount equal to one-third of one per cent per
capita to raise this.
Referred to the Committee of the Whole Council. Provide figures.
7. Mr. S. Hosken forwards a copy of a letter he has written to
Canadian Radio Television Commission re the instalation of
Cable T.V. in the Township of Pickering and Town of Ajax.
Council endorsed this letter and suggested that a letter be
sent to the Canadian Radio Television Commission indicating
their displeasure with Bell Canada in proceeding with the
instalation of coaxial cable without regard to the respective
municipalities. The Clerk was instructed to write C.R.T.C. and
Bell Canada confirming the Council's stand on these matters.
8. A meeting is scheduled for Friday, April 18 with Mr. J. A.
Kennedy, Chairman, Ontario Municipal Board, at his offices at
155 Queen St. W. (10:30 a.m.).

By-law Number 3653 - Third Reading
The Committee of the Whole arises and reports the By-law as
read.
Councillor V. Rudik, se~nded by Councillor D. Kitchen, moves
that the report of the Committee of the Whole on By-law Number
3653, to amend By-law 3037 to permit the conversion of the
existing structure to a combined funeral home, ambulance
service and residence, part lot 19, Conc. 8 (A 7/68 - K. Milroy)
be adopted, and that the said By-law be now read a Third Time
and PASSED, that the Reeve and Clerk sign the same, and the
Seal of the Corporation be affixed thereto.

that the draft form of agreement for the Palm Drive Development
be approved, subject to the Township Solicitor's recommendations;
and further, that the Reeve and Clerk be authorized to execute
this agreement for registration on title, as recommended by
the Committee of the Whole Council April 9, 1969.

that the Township of Picketing retain the services of N. E.
Har~ley, Management Consultant for Insurance and Loss Control,
to carry out the supervision of our insurance tender for the
Corporation of the Township of Picketing for a fee of $1,0OO.OO
as recommended by the Committee of the Whole Council April 9,
1969.

Resolution #72/69
MOVED by Councillor J. Kruger, seconded by Councillor A. King,
that the Council of the Township of Pickering appeal all the
1968 assessments on the properties of Runnymede Investments
and associated companies; and further, that the appeal on all
other properties be abandoned, as recommended by the Committee
of the Whole Council April 9, 1969.

Resolution #73/69 approved by Council)
MOVED by Councillor R. Mason, seconded by Councillor A. King,
that the Ontario Municipal Board be requested to approve for
the Municipality of the Township of Pickering building permits
in addition to the 100 residential permits permitted for the
year 1969, when, in the opinion of the Municipal Council the
proposed residential dwelling will carry an assessment sufficient
to carry itself financially and will not be a financial burden
on the Municipality.

be paid, subject to receipt of the material loaned to Municipal

Picketing Township Planning ~,.rd on January 23rd, 1969, add
March 20th, 1969; and hereby directs that the application (A 18/68)
to amend the zoning from Rural Agricultural Zone 'A' to Highway
Commercial Zone 'C3' specific, to permit the operation of a
combined residence, restaurant, gas pumps and used car sales
lot only, with no repair operation to be carried out; on
proper~y known as the Easterly 132 feet of the Northerly 660
feet of Lot 29, Concession 5; be APPROVED, subject to the
following conditions:
1) Submission of a Site Plan for the approval of the Planning
Board, with the site plan to also contain the following
items:
- parking areas
- driveway to be hard surfaced
- lighting to be directed away from the highway frontage
- required front yard setback to be kept clear of parked
vehicles;
2) The applicant entering into a Site Plan Agreement with the
Municipality;
3) This approval shall become null and void in nine months
(23rd October 1969) if the above conditions have not been
fulfilled.

Motions
1. A motion to rescind Resolution #2~68 insofar as it applied to
the proposed plan of subdivision ~-17737, Part Lot 35, Range II,
recommend to the Minister of Municipal Affairs that draft
approval be given to this plan of subdivision subject to certain
conditions; and discuss with the Chairman of the Ontario
Municipal Board the building permit limitation, and consideration
of development where a 60-40 residential-industrial ratio exists.

2. Request the Department of Highways of Ontario to carry out a
study to determine the feasibility of relocating the existing
Highway 401 interchanges from Church Street, Harwood Ave. and
Liverpool Rd. cloverleafs to Highway 401 fly-overs.

Ajax advised that they wish to alter the wording of this
resolution.
