A meeting of the Pickering Township
Council was held on MONDAY, the

.ii_) ADOPTION OF MINUTES
Moved by Councillor J. Kruger, seconded by Councillor A. King,
that the minutes of Council meetings held on Marsh 1st and 3rd, 1969,
be adopted as presented.
CARRIED
Councillor J. Kruger inquired from the Clerk whether resolutions
376/68 and 377/68 with respect to control of residential building
within the County of Ontario have been acted upon by the other
municipalities.
Clerk to inquire from the various municipalities within the County
of Ontario on the present status.
(II) COR SPONDENCE
1. ~r. D. Satok, President, Toronto Home Builders' Association, extends
an invitation to Council to attend a meeting of this Association
scheduled for March 19th in the Skyline Hotel. There will be a
cocktail period at 6, with dinner at 7 followed by a presentation
of the Hon. Paul T. Hellyer's report re the Task Force on Housing.
Ticket cost is $6.00.
2. The Great Pine Ridge Holiday Land Reporter advises of its annual
meeting and dinner on April 9th at the Port Hope Lions Centre,
workshop and annual meeting at 3 p.m.; reception at 6 p.m.; dinner
at 6:30 p.m. The guest speaker will be Hon. James C. Auld, Ontario's
Minister of Tourism. Tickets are available at $3.00 each.
3. Mr. James A. Taylor, Township SOlicitor, advises regarding the land
acquisition for road widening of the Moore Road Overpass, from
Grenshaw Holdings Limited. He recommends that the Township pay to
GrenahawHoldings Limited, the sum of $6,000.00 as full compensation
arising out of the expropriation of the three parcels, which sum
includes all claims, for injurious affection, interest and costs.
Referred to the Roads Committee for recommendation.
4. Mr. James A. Taylor advises he did attend the Hearing of the Ontario
Municipal Board regarding the Borough of Scarborough's By-law 13361,
and that the Township was successful in its opposition in that the
highway commercial zoning of the block situate on the northwest
corner of Colonel Danforth Avenue and Port Union Road was not
approved and approval of the balance of the by-law was conditional
on an agreement which would provide for screening opposite the lands
zoned for single family residential purposes on the Picketing side
of Port Union Road.
5. The Corporation of the City of Sault Ste. Marie forwards a copy of
its resolution regarding motorized snow vehicles and requests the
Council of the Township of Picketing tO endorse same.

6. The Ontario Humane Society advise Council of a forthcoming meeting
March 19th at 8 p.m. to be held at the Centennial Building, Centre
Street South' Whi~by, subject to be Bills #73 and ~74.
7. Memo from Clerk to set a date for a meeting re proposed amalgamation
with Metropolitan Toronto.
The Council set the date of March 31st, 1969 for a meetin~ between
officials of Metro Toronto and officials of the municipalities of
Picketing Village, Town of Ajax and Pickering Township.

hour the meeting will commenceJ

Township's appeal of assessment.

.~!)INFORMATION
1. The Ontario Municipal Board establishes the date of March 31, at
10 a.m. at the Township offices for a hearing regarding application
for a variance from the provisions of By-law 2511 to permit the
extension of a non-conforming use by the instalation of a gasoline
outlet on part Lot 18, Concession 1.
2. The Planning Department forwards status report re application A14/67,
S. Stavro, Part Lot 20, Concession 1 (Package Master Plant -
Highway No. 2). Council approved the application in principle on
November 7, 1967 subject to the applicant answering 14 questions
and fulfilling 5 other conditions. To date, none of these have
been complied with. However, the~pplicant's lawyer is attempting
to have these conditions complete~
3. Nit. George M. Foster, Metropolitan Toronto Clerk forwards Clause No.
3 of Report No. 4 of The Executive Committee, headed "Approval of
Project C.A. 48 for the Acquisition and Development of the French-
man~s Bay Conservation Area", which was adopted, without amendment
by the Council of the Municipality of Metropolitan Toronto on March
4, 1969.

4. The Ontario Connty Board of Education forwards preliminary estimates
based on 1968 expenditures for public and secondary schools for the
year %969. and requests a cheque be forwarded (Public Schools -
13.42~.- $95,953.00 -- Secondary Schools - 13~23% - $87,318.OO --
Total $183,271.OO.
The Council made reference to a previous instruction to the Clerk,
that no money for school levies for 1969 be remitted to the School
Boards until the School budgets have been adopted, and that the
School Boards be required to borrow from the Bank as provided by
Section 1OO of the Schools Administration Act (Chapter 361)
Reeve Williams raised the question whether the School rates would
be the s~e over the whole Township or would it be the actual rate
of 1968, which was in School Area ~l (rural north) 13+ mills and
41.4 mills in School Area 2.

5. The Ontario Water Resources Commission advises that Mr. Norman W.
Sowerby has completed the training and examination for the Fifth
Intermediate Sewage Works Operators' Course, obtaining a Grade C.
6. The Ontario Water Resources Commission advises that Mr. George Kay
has completad the training and examination for the Fifth Intermediate
Sewage Works Operators' Course, obtaining a Grade C.

appoint a Treasurer-Collector for the Township of Pickerin~ and

authorize the execution of an agreement between the residents of
that part of Fairview Avenue, formerly Maple Avenue, and the
Corporation of the Towns ip of Picketing dated March 12th, 1969
(Local Improvements - Water and Sanitary Sewer Service) and that
same now be read a first time.

ment between the residents of that part of Fairview Avenue,

By-Laws to authorize the execution of the agreements with Con-
solidated Building Corporation re Block "Y" were referred to
the Committee of the Whole Council on motion of CoUncillor Mason
and Deputy Reeve Chatten for clarification by Mr. Taylor and
Mr. Poulsson. Council requests clarification on Clauses i and 2
of this agreement.

MOVED by Councillor D. Kitchen, seconded by Deputy Reeve
R. Chatten, that the Reeve and Clerk be authorized to petition
the.Department of Highways of Ontario for subsidy on the amount
of $720,530.72 for the 1968 expenditures.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor A. King,
that whereas the Township of Pickering has been designated as one
of the benefitting municipalities for the acquisition and develop-
ment of the lands in the Frenchman's Bay Conservation Area,
Be it therefore resolved that the Township's 1969 levy in the
amount of $1,723.01 be raised by General Levy over the whole of
the Township as its proportion of the project.

that the Reeve be authorized to sign a contract to connect an
electric signalling system on the panel of the Amplitrol
Electronics Limited located in the Pickering Township Police
Department.

that the Township of Pickering pay the $100.00 interview fee to
the Town Planning Institute of Canada on behalf of the Township's
Planning Director and that further, the $100.00 fee required for
the course be paid, upon successful completion of the course by
the applicant, as recommended by the Committee of the ~nole
Council, March lO, 1969.

Resolution #49/69
MOVED by Councillor J. Kruger, seconded by Deputy Reeve R. Chatten
that this Council does hereby endorse the recommendation of the
Picketing Township Planning Board on February 20th, 1969; and
hereby directs that the objections received to By-law 3494
(Gravel Pit Zoning) are not considered valid and therefore, further
amendment to the by-law is not justified. Council further directs
that the Ontario Municipal Board be advised accordingly.

MOVED by Councillor A. King, seconded by Deputy Reeve R. Chatten,
that a local improvement for instalation of watermains and sanitary
sewers on Brock Road from Bayly Street northerly to the C.N.R. be
initiated and that the Engineer be authorized to proceed with the
necessary engineering and reports to give effect to this
resolution, as recommended by the Public Utilities Committee,
February 19, 1969.

MOVED by Deputy Reeve R. Chatten, seconded by Councillor
D. Kitchen, that this Council does hereby endorse the recommenda-
tion of the Pickering Township Planning Board on February 20th,
1969; and hereby directs that the application (A 19/69) to amend
the 'o2' zoning provisions by a specific exemption to permit the
operation of a retail sales, rental and service business for
recreational vehicles in conjunction with the park operation; on
property known as: the Southerly 1,500 feet of the Northerly
2,400 feet of the Easterly 900 feet approximately of Lot 12,
Concession 6, being irregular in shape; be APPROVED on the grounds
that such is considered compatible with the existing park operation;
and Council further directs that the necessary amending by-law be
prepared accordingly.

MOVED by Councillor A. King, seconded by Councillor R. Mason,
that whereas the Motorized Snow Vehicles Act 1968 was enacted by
the Legislative Assembly of the Province of Ontario to provide
regulations concerning the operation of motorized snow vehicles
on provincial highways and municipal streets and elsewhere; and
WHEREAS, under section 6 thereof the Council of a municipality is
authorized to enact by-laws prohibiting the operation of such
motorized snow vehicles on its streets or parts of streets subject
to the approval of the Minister of Transport; and
WHEREAS the operation of such motorized snow vehicles on streets
and private property in municipalities creates danger and nuisance;
and
WHEREAS it is the opinion of the Council of this Municipality
that, if it were able under the existing legislation to enact
regulations concerning the operation of such vehicles and not merely
to prohibit such vehicles being operated on its streets, a greater
degre~ of control could be exercised, the prohibition of such
vehicles on all streets might not be required, and greater pro-
tection to the safety and comfort of the inhabitants of the
municipality could be rendered; and
WHEREAS, it is the opinion of this Council that it is desirable
that the Minister of Transport and the Legislative Assembly of
the Province of Ontario be requested to make certain amendments
to The Motorized Snow Vehicles Act 1968 and The Petty Trespass
Act, R.S.O. 1960, chapter 294; and

NOW THEREFORE BE IT RESOLVED that the Minister of Transport for
Ontario and the Legislative Assembly of the Province of Ontario
be requested to amend the Motorized Snow Vehicles Act 1968, the
regulations made thereunder and The Petty Trespass Act as follows:
1. To provide regulations concerning an acceptable amount of
noise that may be permitted by the operation of such vehicles on
municipal streets.
2. To provide regulations concerning standards of manufacture
or sale o~~ motorized snow vehicles to ensure that all future
vehicles will be constructed to emit only a reasonable amount of
noise.
3. To enable a municipal Council by by-law to provide hours
during which the operation of motorized snow vehicles on specified
streets or parts of streets in the municipality is prohibited.
$. To enable a municipal Council by by-law to provide hours during
which the operation of motorized snow vehicles on private property
in all or in a defined part or par~s of the municipality is
prohibited.
5. To enable a municipal Council by by-law to provide speed
limits for the operation of such vehicles on municipal streets,
which speed limits shall be of general application in the
municipality, and which speed limits shall be not greater than
the speed limits applicable for motor vehicles on such streets.
6. To provide that the owner of a motorized snow vehicle shall
incur the penalties provided for in contravention of The Motorized
Snow Vehicles Act, any regulations made thereunder, The Petty
Trespass Act, and any municipal by-law passed under The Motorized
Snow Vehicles Act 1968 that has been approved by the Department
unless at the time of the contravention the motor vehicle was in
the possession of some person other than the owner, without the
owner's consent, and the driver of a motorized snow vehicle not
being the owner shall also incur the panalties provided for any
such contravention as provided by subsection 1 of section 158 of
The Highway Traffic Act, R.S.O. 1960, chapter 172.
7. To provide that no motorized snow vehicle shall be operated
on a municipal street or provincial highway unless such vehicle
is equipped with the following safety and identification equipment:
(1) A marking antenna of sufficient height to be visible
over snowbanks;
(2) Two headlights in working order on the front of the
vehicle;
(3) A license plate on the front and the rear of the vehicle
that is illuminated and of sufficient size to be
visible for purposes of indentification.
8. To provide that no person shall operate a motorized snow
vehicle on a municipal street or provincial highway who is not a
holder of a license under part 3 of The Highway Traffic Act to
drive a motor vehicle on highways.

that the By-law Department be authorized ~o use the services of
the Pickering Township Police Department to act as Crown Counsel
in future By-law Courts as indicated by a letter received from
Chief R. Parker, as recommended by the By-law Committee, March
12, 1969.

Resolution #54/69
MOVED by Deputy Reeve R. Chatten, seconded by Councillor R. Mason
that the Township of Pickering agrees to permit a three day deer
shoot on November 3, 4 and 5, 1969, and that the hunters be
permitted to hunt with shot-guns only -- no dogs.
