ADOPTION OF MINUTES
Moved by Councillor J. Kruger, seconded by Councillor A. Kin&,
that the minutes of the Council meetings held on February 17th
and 24th, 1969 be adopted as presented.

llII) CORRESPONDENCE
1. The Ontario Humane Society confirms new hours of the Whitby
Shelter --
8 a.m. - 9 p.m. weekdays
8 a.m. - 6 p.m. Saturdays
Wardens patrolling same hours as the shelter,
plus emergency calls after hours.
2. Mr. George M. Foster, Metropolitan Toronto Clerk, advises of
the appointment of Messrs. V. Rudik and K. Cooper as members
of the Metropolitan Toronto Planning Board representing the
East District Joint Planning Committee for the year 1969,
subject to the approval of the Minister of Municipal Affairs.
3. Victorian Order of Nurses extend an invitation to Council to
attend their Annual meeting of the South Ontario County Branch,
on Monday, March 10th, 1969, at the Civic Auditorium,
Thornton's Road South, Oshawa, at 5:00 p.m.
4. P.E.R.U. - Pickeri~ng Emergency Rescue Unit submits 1969
proposed budget - $4,200.00.

By-Law Number 3630
Councillor D. Kitchen, seconded by Councillor A. King, moves
for leave to introduce a By-law of the Township of Pickering
to provide street numbers for the lots in the Hamlet of
Fairport, in Range III, Broken Front Concession, Lots 23 and
24, and that same now be read a first time.
Councillor D. Kitchen, seconded by Councillor J. Kruger, moves
that By-law Number 3630 to provide street numbers for lots
23 and 24, Range III, Broken Front Concession be now read a
second time, end that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-law as
read.

Community Park Board for the year 1969 be now read a second
time, and that Council go into Committee of the Whole thereon.

Township Museum Committee of the Township of Pickering for
the year 1969 be now read a second time, and that Council go

MOVED by Councillor R. Mason, seconded by Councillor A. King,
that
1. The Municipal Council of the Township of Pickering endorse
the application of Mr. S. Hosken, Hosken Cable T.V. to
the Canadian Radio-Television Commission, for a license
to operate Cable Television within the Township of
Pickering and support him in his bid to obtain such license.
2. A letter of intent, signifying this endorsement, be sent
to Mr. Hosken, and to the Canadian Radio-Television
Commission, prior to the Commission's hearing in London,
Ontario on March 4th, 1969.

that the tender of D.X. Oil Company be accepted for the supply
of Fuel Oil for the Township of Pickering for one year starting
~arch l, 1969, at the firm price of 13.7 cents per gallon.

Resolution #32/69
MOVED by Councillor A. King, seconded by Councillor Mason,
that the Council of the Township of Picketing renew its annual
subscription with the Metropolitan Toronto Industrial Commission
and that they submit their $500.00 fee, as recommended by the
Standing Committee of the Whole Council, February 2~1969.

MOVED by Councillor A. King, seconded by Councillor Mason,
that the cost with regard to any dismissal of the Action with
reference to Liverpool Plaza, Keith Stewart Realty Limited and
the Township of Picketing be settled on a party-party basis,
as recommended by th~ Standing Committee of the Whole Council,
February 24, 1969.

that the Township Engineer be authorized to call Tenders for
Salvage Rights from the Township dump in Lot 15, Concession 4
for the period between April 1, 1969 to March 31, 1970.

that permission to operate a rubbish dump at Swiss Chalet Park

that the By-law Enforcement Officer be authorized to sell the

that the administration of By-law #3071 be under the jurisdiction
of the Township Engineer (Building Inspection Department), as
recommended by the By-law Committee, February 12, 1969.

Resolution #38/69
MOVED by Councillor D. Kitchen, seconded by Councillor V. Rudik,
that Mr. W. C. Friedmann of the Department of Highways be
advised that the Township of Pickering intends to widen Brock
Road south of Highway $O1 to 120 feet by taking 27 feet across
both the east and west frontages so that the existing centre
line will remain, as recommended by the Road Committee
February 19, 1969.

Resolution #39/69
MOVED by Councillor J. Kruger, seconded by Councillor
D. Kitchen, that whereas the Corporation of the Town of Ajax
has proposed to its ratepayers an expansion of its boundaries
to annex the major portion of Picketing Township;
AND WHEREAS the Picketing Township Council called a special
meeting of the Council and Picketing Township ratepayers on
Saturday, March 1st, 1969, to consider the Ajax proposals;
AND WHEREAS the Picketing Township ratepayers represented by
all major ratepayer groups in the Township unanimously rejected
the Ajax proposals and suggested the Picketing Township Council
seriously consider amalgamation proceedings covering the
Township of Picketing, the Village of Picketing and the Town
of Ajax;
BE IT THEREFORE RESOLVED as follows:
1. That the Council of the Township of Picketing categorieally
rejects any and all of the Ajax proposals for annexation
of a part of Picketing Township.
2. That the Minister of Municipal Affairs be informed forthwith
that any division of the Township proposed by Ajax is
totally unacceptable to both this Council and the major
ratepayer groups of Picketing Township, and any effort to
impose such division or divisions will be vigorously
resisted.
3. That a question be placed on the ballot at the Municipal
Election to be held in the Township on or about December
6th, 1969 asking ratepayers to indicate a choice for
Regional Government between being in an Oshawa Centered
Region or being amalgamated in some form with Metropolitan
Toronto.
4. That the Town of Ajax and the Village of Pickering be
asked by the Department of Municipal Affairs ~o hold a
similar plebiscite in their areas to coincide with the
Picksring Township plebiscite so that the question of
ratepayer orientation in these t~ municipalities can be
decided on the same terms as that applied to Pickering
Township.
5. That copies of this resolution be sent to the Village of
Pickering, the Town of Ajax, the Minister of Municipal
Affairs ar~ the Ontario Municipal Board.

A. King, that th? Township of Pickerin~ join the Canadian
Good Roads Association for the year 1969, as recommended
by the Road Committee, February 19, 1969.

Resolution #41/69
MOVED by Coancillor J. Kruger, seconded by Councillor V. Rudik,
that this Council does hereby endorse the recommendation of
the Pickering Township Planning Board on January 18th, 1969
regarding the Industrial Park Road Pattern and hereby accepts
in principle the ,Proposed Industrial Park Road Pattern' dated
November 14th, 1968 and revised January 18th, 1969; and
Council hereby further directs that a preliminary engineering
study be undertaken to determine the most feasible route for
the arterial east-west road from Bayly Street at the top of
Frenchman's Bay, along the east shore of the Bay and east to
connect with Dreyer Drive in Ajax.

Resolution #42/69
MOVED by Councillor R. Mason, seconded by Councillor A. King,
that the Fire Chief be authorized to purchase a radio alarm
alerting system from Plectron Ltd. to consist of eight
receivers complete with batteries and charging circuit
telescoping antenna, duo-tone and memory light at $242~00
per set for a to~al price of $1,936.00 as recommended by the
Fire Committee.

Resolution #43/69
MOVED by Councillor J. Kruger, seconded by Councillor
D. Kitchen, that whereas responsibility and authority to con-
trol animals is clearly given to Municipalities by the Municipal
Act, and
WHEREAS the Municipality of the Township of Picketing has
entered into an agreement with the Ontario Humane Society
under which the Society has contracted to build an animal
shelter and has agreed to provide animal control services to
the Municipality, and
WHEREAS the effect of Bill ~73, presently before the Ontario
Legislature, would have the effect of forcing the Society to
surrender unclaimed pound animals and would subject the
Society to undue interference in the internal operation of the
Animal Shelter, and
WHEREAS the Municipality has been advised by the Ontario
Humane Society that they cannot comply with the proposed
legislation and that they are Rrepared to cancel the contract
with the Municipality if Bill ~73 becomes law and since this
action would require the Municipality to spend capital funds
to repurchase the Animal Shelter and would increase the cost
of the Animal Control Services to the Municipalities resulting
in a greater expense to the taxpaye~and
WHEREAS animals for research can be obtained without this
disruption of an essential Municipal service,
THEREFORE BE IT RESOLVED THAT:
This Council urge the Government of Ontario to reconsider
Bill ~73 and give careful consideration to a more practical
and acceptable alternative.

With respect to ~esolution #30/69, Councillor Kruger objected to the
method with which Council was dealing with the various applicants
requesting a license to operate Cable T.V. within this Township. He
was of the opinion that since Council gave Mr. Hosken of Hosken Cable
T.V. the opportunity to be heard before a Committee of the Whole, that
all other applicants should be afforded the same opportunity.
Councillor Kruger also emphasized the importance of having a representa-
tive of the Township at the Hearing commencing on Narch Sth, to object
to the granting of a license to anyone unless the applicant is agree-
able to sign an agreement with the Township and also comply with any
by-laws the Township may pass.
Councillor Kitchen indicated he would support any applicant who is
willing to enter into a suitable agreement with the Township.
Councillor King supported Nr. Hosken's application on the grounds
that he is a resident of the Township and that he wishes to develop
this industry within the Municipality, and the Council should assist
its local residents.
