Williams Councillors- V. Rudik R. Mason D. Kitchen A. King J. Kruger Clerk D. J. Plitz (Deputy Reeve R. Chatten - absent) Before commencing with the business of Council, Reeve Williams requested one minute of silence to pay respect to former Councillor Donald Beer who passed away on January 31st, 1969. ii). .~DOPTION OF MINUTES Moved bY Councillor J. Kruger, seconded by Councillor V. Rudik, that the minuteslof Council meetings held on the dates of January 20, 27, and 29, 1969, b~ adopted as presented. ~ CARRIED (II) UNFINISHED OR NEW BUSINESS A. Councillor J. Kruger made reference to the remarks made by~r. William G. Newman, M.P.P., in the local papers with respect to She fact that the Ontario County's 10~% re-assessment !of Picketing Township is invalid, and asked the Reeve if he would like to comment on this. Reeve Williams advised that there was a letter mailed to the Assessment Department in May, 1967, instructing that Department to withhold the re-assessment of farm lands until 1968. The reason given was that there were anticipated changes coming from the Smith Report dealing with farm land assessment. No changes were made and in view of this, the Assessment proceeded with the assistance of P. J.~Gillis of the Department of Municipal Affairs. Reeve Williams made.mention of a Private Members' Bill to deal with farm assessment, which apparently no one knows anything about, and stated if there was such a Bill, Mr. Newman should have the common cour{esy to inform the Council of this, as they, as well as he, are responsible to the people of Picketing Township. Councillor J. Kruger was of the opinion that a fair apportionment of assessment now exists and should there be any change by a Private Bill, then Mr. N~m~man will have a fight on his hands. The matter was dropped at this point. B. Councillor D. Kitchen brought to the attention of Council a remark made in the local papers by Mr. D. Quick with respect to the Township's neglect in building a swimming pool in the Woodlands Centennial school. Mr. Kitchen wished to make it clear that Council did everything within its power to bring this about and that the Ontario Municipal Board, and not Council, was responsible for the delay. The matter is still before the Ontario Municipal Board as Council is still actively involved in bringing about a satisfactory conclusion. ..(.S.S..I.) ACCOUNTS See Resolution ~8/69. - 2- /69 CO ES ONDENCE 1. Mr. James A. Taylor forwards amendments from the Solicitor for the purchaser of 8 acres of Township industrial land and requests Council's direction. Copies to Council. Refer to Resolution #12/69. 2. J. Haney, Parks Administrator, advises of the University of Waterloo School of Physical Education which makes available to Municipalities, Recreation Directors on a part-time basis. Copies to Council. Referred to the Parks & Recreation Committee. 3. P. Poulsson, Township Engineer, requests Council's guidance re building permits for lots which front on private roads. Present inquiry concern Lots 22 and 23, Plan 380, Lakecrest Drive. Referred to the Public Utilities Committee. $. Mr. A. F. W. Plumptree, Principal of Scarborough College, advises that the annual student awards will apply to first, second and third year students and further inquires whether he can take the liberty of publicizing the award from Picketing. Clerk to acknowledge Mr. Plumptree's letter advising that the grant will be considered by the budget committee. 5. Mrs. K. MacLean submits bill for removal of her-car from Township roads. Referred to Roads Committee. .,(V) INFORMATION '1. The Canadian Good Roads Association ~xtends. an invitation to the Township to become a member in 1969. Referred to the Roads Committee. 2. Mr. J. Faulkner, Planning Director, advises that the Planning Department has no objection to changing the portion of Taylor Road (formerly West Point Crescent) to be part of West Point Avenue, as requested by the property owners on that section of read. Referred to the Committee of the Whole Council. 3. The funeral for former Councillor D. Beer was held at the Brougham United Church at 2:30 p.m. on Sunday, February 2, 1969. 4. Draft Resolution re the residential development of the Municipali- ties, Ontario County, to be reviewed by Council, for recommendation for mailing to the various Municipalities within the County. Copies to Council. Referred to the Committee of the Whole Council. 5. Central Lake Ontario Conservation Authority announce their annual meeting date - Wednesday, February 12, 1969 at 8:00 p.m. ~VI) REPORTS 1. Mason, that the Township assume Part Lot ~8, Plan 350, and further that the legal costs incurred in the transfer be assumed by the Township, as recommended by the St~ndiag Committee of the Whole Council January 27, 1969. CARRIED Resolution #11/69 MOVED by Councillor V. Rudik, seconded by Councillor R. Mason, that all Department Heads be required to provide all assistance necessary as requested by the Oshawa Area Planning and Develop- ment Study Group during the course of the study and further that each Department Head be requested to record all time spent in providing this assistance, as recommended by the Standing Committee of the Whole Council January 27, 1969. CARRIED Resolution #12/69 MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger, that the Councillof the Township of Pickering adopt the recommenda- tions of our Solicitor, made in his letter of January 29, 1969, with respect to the sale of TownshSp lands (8 acres, part lot 19, Range III, Broken Front Concession) to a purchaser for industrial purposes. CARRIED Motions 1. The proposed ~endments ~o By-laws 1978, 2511, 2520, 3036 and ~037 with respect to "Frontage on a Street" be referred back to the Planning Board and Solicitor for the purpose of incorporating certain intents as recommended by the Public Utilities.
