A meeting of the Pickering ~Township
Council was held on MONDAY, the
TWENTIETH day of JANUARY, 1969, at
EIGHT P.M.

Deputy Reeve Chatten assumed the Chair in the absence of Reeve
Williams who was absent due to sickness in the family. Reeve
Williams did however appear to assume his duties and the Chair
at 8:35 p.m.
ADOPTION OF MINUTES
Moved by Councillor J. Kruger, seconded by Councillor A. King,
that the minutes of the Council meeting held on Januar,% 6, 1969
be adopted as presented.

DELEGATIONS
(A) Subject - FluQrida~ig~
1. Moved by Councillor J. Kruger, seconded by Councillor A.King,
that Mr. N. Banning be heard
Mr. Banning, Bxecutive of the West Shore Association, appeared
before Council in support of the fluoridation of the Picketing
Township water supply. The Executive will ratify the motion
unanimously passed by them, at their next general meeting~
evidence
Mr. Banning went on to state that overwhelming . .~roduced
by the American and Canadian Dental and Medical AssoclatlQns
favouring fluoridation is sufficient to allay any fears w9 may
have regarding detrimental effects to our children and ounselves.
2. Moved. by Councillor J. Kruger, seconded by Ccancitlor V. Rudik
that Mrs. A. Bonk, President, Ontario Rights Association be heard.
Mrs. Bonk requested from C~uncil if it would be in order to have
Mrs. Anne R. Burton speak on her behalf, to which Council
unanimously agreed.
A large gallery was present to hear the outcome as to whether
Council would add fluoride to public water without taking a
plebiscite. Mrs. Burton appeared on behalf of those Picketing
Township ratepayers who are opposed to the fluoridation of the
water supplies. She pointed out that the American Medical
Association does not endorse fluoridation and further, the
Association is not prepared to state that "no harm will be done
to any person by water fluoridation". Mrs. Burton went on to
state that thousands of doctors and dentists oppose fluoridation
of public water supplies.

3. a Councillor D. Kitchen supporting water fluoridation, read two
letters -- one opposing and the other favouring water fluoridation.
Councillor Kitchen expressed his concern for the children of the
Municipality and the future benefit to their health which water
fluoridation will bring. With all the facts which have been pro-
duced he found it incomprehensible that Council has not endorsed
fluoridation and expedited its use in Picketing Township. Councillor
Ki'tchen read a long list of some of the respected organizations
which favour fluoridation.
The Council expressed their feelings with respect to water
fluoridation and concluded that the ratepayers of the Township
should~be given an opportunity to express their desires in ithe
democratic process through a plebiscite. The Council put
motion to have the matter of water fluoridation placed before
the electerate at the next Municipal election.

4. Moved by Councillor J. Kruger, seconded by Councillor R. Mason
that Miss Denise King be heard. Miss King, a student of the
French_,~n's Bay Public School appeared before Council to obtain
from Council, the answers to the following questions. Her~purpose
in appearing before Council was a school project as a part of her
studies. The questions-were directed to the Reeve who answered
each fully.
(1) Why is Pickering Township against joining Oshawa?
(2) Why do you think the voting age should be brought down
below 21 years of age?
: (3) What are the dutues of a Council?
5. Moved by Councillor J. Kruger, seconded by Councillor A. K~g
that Mr. R. Pryor be heard. Mr. Prior, representing the
Fairport Beach Ratepayers AssociatiOn inquired from Council as
to what action Council was taking with respect to the follqwing.
(1) Housing
(a) Inadequate building practices of Snider Bros. Const. Co.
(b) Misrepresentation with respect to sale of a hOus~ on
the corner of Park Cres. and Marksbury. This was
purchased through a local realtor (P.M.A.) acting as
agent for the vendor.
The Council informed Mr. Pryor that the Township does not involve
itself in matters of a private nature, that the problem as it
exists is between the purchaser and vendor of the property.
However it was pointed out that a report was being compiled by
the Engineering Department on certain building irregularities
and By-law infractions which pertain to the houses mentioned by
Mr. Pryor.
Mr. Paul Roy of 505A Park Crescent admitted that his contractor
renovated his home without first obtaining a building permit.
Mr. Roy was informed that the responsibility lies with thelowner
and that the Township could take the necessary steps to remove
that which was constructed without the covering permit.
Mr~ Pryor proceeded to explain the problems with respect t° snow
removal from sidewalks and was informed that the abutting owners
were responsible to see that the snow was removed. In the case
of older people unable to remove their snow, Councillor King
indicated that the Boy Scouts apparently provide a snow removal
sex-;ice.
Mr. P~yor went J,~ to mention that certain resident property owners
on Park Cres. have problems with respect to the maintenance of
the access to their p~operties. They have no access to their
p~operties from the front and are still required to pay ta~es
on fully serviced lots. The owners concerned were a Mr. Mills, a
Mr. Jackson and a Mr. Johnston. ~. P~yor was advised by Oouncil
that the access to these properties mas provided by an agreement
made between the Township of Pickering and the abutting ow~.ers.
The road to the front of these properties is private and
never assumed by the Township. At present, the road is n~n-
existant. Mr. Pt,/or was advised that there is no immediate
solution to this problem as it now exists.
Mr. PrFor also brought to Council's attention the problems of
flooding of the Parker and McNeally property o~ Marksbury Road.
These problems appear to result from the~freezzng of the road
culverts or improperly excavated ditches.
The Council ad~_iSed~.Mr. Pt~Irer that the Engineer would be
instr~d to ~est~:~:~ese flooding problems.

,.~l~ctly related to what Mr. Pryor was referring; however,, he
~'~. advised that he refer his complaints by letter to the Roads
committee.
Mr. Pryor thanked Council for the opportunity to speak.
4. At this point, Council recessed for a 10 minute break.
Councillor Kitchen attempted to raise a matter on a point of
privilege pertaining to assessment; however, this was denied
him, being deferred until later in the evening.
The Council reconvened at 10:15 p.m.

1. Daly, Cooper, Guolla & O'Gorman forward their.opinion regarding
the Township of Pickering 7-1/2% Debentures, $1,183,OOO,OO U.S.
dated December l, 1968.

2-. Mr. Priidu Piil requests the St of Sideline 34/35 in Concession
5 be opened to allow him to apply for a building permit.
Referred to the Roads Department.
3. The City of Kingston forwards their resolution requesting the
Ontario Provincial Depart~nent of Education to establish legisla-
tion to prohibit recreation services from falling under th, e
jurisdiction of local Boards of Education; and further, in. struct
the local Boards of Education to open schools for use by the
community; and requests the Township of Pickering to endorse
this resolution.

4. Metropolitan Toronto Chairman, William R. Allen, Q. C,, advises
that due to a regularly scheduled meeting of his Council, he
will not be able to attend the meetf~ag set for January 28,, at
3:30 p,m. with the Minister of Municipal Affairs,
The Town of Ajax advises that Mayor William E. Legros and Reeve
Henry Polak will be attending this meetimg~
Mr. George M. Foster, Metropolt.~an Toronto Clerk, on behalf of
the Executive Committee requests, the Township of Pickering to
arrange for Mr. Jack Mould, Mayor· of the Borough of York and a
member of the Executive Committee, accompany the representatives
of the Township when they meet with the Minister of Municipal
Affairs on January 28 to act as an observer on behalf of She
Executive Committee. Clerk to confirm agreement to this Suggestion.
The Ontario Municipal Water Association, of which this ToWnship
was a member in 19~8, forwards reminder that 1969 fees are now
due ($25.00).

6. The association of Ontario Mayors and Reeves invites the Township
to renew its membership for the year 1969 ($125.O0).

8. The Ontario Development Corporation advises it is considering the
application of an industry to locate in the Township of PiCkering.
INFORMATION
1. Mrs. F. Beckstead extends thanks to Council in regard to her
re-appointment to the Committee of Adjustment for a further
three-year period.
2. Mr. J. Faulkner, Planning Director, forwards reminder of the
Joint Discussion Meeti g scheduled for February 6, 1969, at 8:00
p.m. in the Committee Room, between Planning Board, Committee
of Adjustment and Council.
The Council has indicated that this meeting would be a closed
meeting.
3. Mr. G. D. Hepditch, Assessment Commissioner, extends thanks to
Council for the flowers sent during his recent illness.
4. The Planniqg Department forwards draft copies of OfficialPlan
Amendment #13, A 16/68, Pickering Nurseries, Part Lot 29,
Range III.
5. Mr. Peter Brannan of the West Rouge complements those responsible
for the excellent job done in keeping the roads cleared of snow
during'winter months.
6. Mr. James A. Taylor advises the Notice of Appeal re Count~ Assess-
ment has been completed'and served on the Solicitors for the County
of Ontario and the Solicitors for the Town of Ajax and the Town
of Whitby; and has been set down with the Supreme Court of Ontario.

The Committee of the Whole arises and reports the By-law as
read.
Councillor J. Kruger, seconded by Councillor R. Mason, moves
that the report of the Committee of the Whole on By-law Number
3581, to authorize the construction of a fire hall, part Lot 19,
Concession l, and authorize the borrowing of $150,OOO.O0 upon
debentures for that purpose, be adopted, and that the said By-law
be now read a Third Time and PASSED. that the Reeve and Clerk
sign the same, and the Seal of the ~orporation be affixed thereto.

as public highway be now read a second time, and that Council go

Picketing, Planning Area, as recommended by Planning Board, and
that same now be read a first time.

that By-law Number ~615 to adopt Amendment No. 13 to the Official
Plan of the Township of Picketing, Planning Area as recommended
by Planning Board be now read a second time, and that Council go
into Committee of the Whole thereon.

Council reviewed a draft By-law for the appointment of members tO the
Pickering Township Public Library Board. It was their wish that the
v~rious School Boards be approached to determine whether the previous (68)
aPpointed members are to remain or whether alt®~recommendations are
b~ing considered.
This By-law was tabled until this matter is clarified.

MOVED by Councillor J. Kruger, seconded by Councillor..Rudik,
that the Clerk inform Evans Turf Farms Limited that thexr sug6es-
tion of a compromise as indicated in their letter of January 6th,
1969 is not acceptable and further that a letter be sent by
registered mail ackrowledging receipt of part payment of She
total account of $828.00 as recommended by the Standing Committee
of the Whole Council, January 13, 1969.

MOVED by Councillor J. Kruger, seconded b.y Councillor V. Rudik,
that the Township of Picketing assume 10~ of the 1968 election
costs with the balance being apportioned on the basis of assess-
ment of school support, as recommended by the Standing Committee
of the Whole Council, January 13, 1969.

MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen,
that whereas the Township of Pickering has employed Bell Gouinlock
and Company Limited as fiscal agents for the years 1963-1964-
1965-1966-1967-1968;
AND WHEREAS in prior years they were the successful tenderers on
90 percent of our debentures issued;
AND WHEREAS Bell Gouinlock and Company Limited are fully familiar
with the problems and needs of the Township of Picketing;
BE IT THEREFORE RESOLVED that this Council appoint Bell Gouinlock
and Company Limited as fiscal agents for the Township of Picketing
for the year 1969;
AND THAT they act as agents under the same finaicial agrgement
as in previous years.

MOVED by Councillor D. Kitchen, seconded by Councillor V. Rudik
that the question of fluoridation of the Municipal water supply
be placed on the ballot for the 1969 election.

· ~hat the ontario Provincial Department of Education be requested
to establish the necessary legislation to -
(a) Prohibit recreation services in a municipality to falI under
the jurisdiction and control of the local or regional!Boards
of Education and, further, that the existing system be
maintained and expanded, i.e. Youth and Recreation Branch,
(b) That community school programmers be hired and grantsbe
established, it being understood that these programmers
will co-ordinate the school use with education and
recreation needs, and
(c) Instruct local Boards of Education to -
(i)Open up their elementary and secondary schools to
use by the whole community, and
(ii) Design all new schools and renovations and additions
to existing schools so they will serve a community
purpose.
And that copies of this resolution be forwarded to Mr. William
Newman, MPP; Coun=F of Ontario Board of Education; and County
of Ontario Separate School Board, for their information.
