Ettinger ADOPTION OF MINUTES (II) 1. 2. Moved by Deputy Reeve G. Ashe, seconded by Councillor J. Anderson, that the minutes of the Council meeting of November 20th, 1912, be adopted as presented. CARRIED DELEGATIONS Moved by Deputy Reeve G. Ashe, seconded by Councillor D. Quick, that Mrs. G. Mowbray, Chairman of the Pickering Library Board, be heard. Mrs. Mowbray, together with Mrs. W. McGuire, Librarian, were available to answer any questions Council had in respect to the proposed five year plan previously sub~ mitted by the Board on aims and objectives. After considerable dialogue it was concluded by Council that the report be received and referred to the Executive Committee within the next two weeks, when it is hoped that Council will have some idea as to Pickering Township's future, as a municipality, its boundaries, etc. (See Report on file - Five Year Plan) Moved by Councillor D. Quick, seconded by Deputy Reeve G. Ashe, that Mr. J. Foley be heard. Mr. J. Foley, representing the Twice Arenas Limited, had submitted a letter to members of Council to bring to their attention the possibility of his company providing ice time for Pickering Township residents or organizations, thus delaying the immediate need for a second ice pad at the Don Beer Arena. Mr. Foley expressed the view that prime time could be made available now that they have had operating experience. and at rates comparable to those presently charged at the Don Beer Arena. The Batter was discussed at some length; however, it was the opinion of Council that with the expected future growth of the municipality more ice time will be needed, but that Mr. Foley's proposal should be looked into. Instructions - Mr. D. Bass, Recreation Director, be requested to give his response to Mr. Foley's lette~, in respect to how the Township can co-operate with TWice 'Arenas, on making use of available ice time in the future. Ashe, seconded by Councillor K. Matheson, that the objections to By-laws #4166/12 and #4205/12 be received and that Council apply to the Ontario Municipal Board for approval of these by-laws, as recommended by the Planning Board, November 2,1912. CARRIED Resolution #380112 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Anderson, that the following Department Head reports for the month of November, 1912, be and are hereby adopted: Treasury Department Personnel and Supplies Department Planning Department Engineering Department Social Services and Social Planning Fire Department Police Department Parks and Recreation Department Clerk's Department (including By-Law Industrial Commissioner Department Enforcement) CARRIED Comments on Parks & Recreation report - Councillor D. Quick questioned the method of distribution of the newsletters prepared by Parks & Recreation, suggesting distribution by mail. Deputy Reeve Ashe remarked on vandalism and cleanliness at the arena, suggesting. further education at the arena, schools and from the parents should be emphasized to help reduce vandalism and increase cleanliness. - 3 - 21172 Resolution #382/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that the tender of G.M.C. Truck Centre be accepted in the amount of $5,285.04 for the supply of a one ton truck for the Parks Department. CARRIED Resolution #383/72 MOVED by Councillor D. Quick, seconded by Councillor J. Anderson, that the tender of Bry Ron Contracting in the amount of $2,880.00 be accepted for the installation of a 6\1 Fire Service and a 2,1 Water Service to the Municipal Building; and the tender of Sid Ballik in the amount of $l,889.l5 be accepted for the internal service) for a total of $4,769.15. CARRIED Resolution #384/72 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that whereas a petition for local improve- ment of watermains has been received by the Clerk to service homes on Dunchurch St. from Dunbarton Road to its South limit; AND WHEREAS the petition has been received by the Clerk and certified as to its completeness; BE IT THEREFORE RESOLVED that the Engineer be directed to prepare a report for Council as to the feasibility of completing the said Local Improvement and also to prepare estimates as to its cost. CARRIED Resolution #385/72 MOVED by Councillor K. Matheson, seconded by Councillor D. Quick, that the Bell Canada proposal for changes to the Oshawa and district telephone directory as it would affect Pickering Township is totally unacceptable to Council; and further, that the Township submit its own analytical proposal to Bell Canada, as recommended by the Executive Committee, November 27,1972. CARRIED Resolution #386/72 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that the Council of the Township of Pickering adopt the first step of Policy No. 101 regarding School Crossings, namely to organize a School Traffic Safety Committee and the following persons be requested to serve on same:- Representatives of - County Engineering Department Ministry of Transportation and .. Communications Pickering Police Department Ontario Provincial Police Department Ontario County Board of Education The Separate School Board and The Township Engineer ..........Continued - 4 - 27/72 Resolution '386/12 - Continued Furthermore, that the Township Engineer act as a liaison for this Committee. It is also recommended that the Corporation assume the financial responsibility and hire two competent crossing guards and that Mr. Ward~.the Claremont School Principal be requested to act as a Supervisor and liaison, as he is tne most suitable person to act as such. The necessary funds for providing this service have already been incorporated in the Budget for 1973. CARRIED Resolution 1387/72 MOVED by Councillor D. QUick, secqnded by Deputy Reeve G. Ashe, that the Council of the Township of Picke~ing adopt the Township Donation Policy #l02 and further, that the Donation of $l,OOO.OO for the year 1973 to Scarborough College be included, amounting to a total of $4,675.00, as recommended by the Executive Committee, November 27,1972. CARRIED Resolution '388/72 HOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that the Council of the Township of Pickering retain the services of Mr. Wm. Beddall, Architect, as the Project Manager and Architect for the addition to the Don Beer Arena (Second Ice Pad) subject to the Township of Pickering receiving the Local Initiative Program and Ontario Municipal Board approvals. AND FURTHER, that the Architect's work will not begin until the Local Initiative Program is approved and the standard form of agreement between the Township of Pickering and the Architect is signed, and further, that the terms of reference be drawn up by the Township Hanager. As recommended by the Executive Committee, November 27, 1972. CARRIED Motions 1 1. Matheson, seconded by Councillor D. Quick, moves for leave to introduce a By-law of the Township of Pickering to authorize execution of an Agreement of Lease dated the 24th day of February, 1972, (Frenchman's Bay Yacht Club Incorporated), and that same now be read a first time. Councillor K. Matheson, seconded by Councillor J. Anderson, moves that By-law Number 4268/72 to authorize execution of an Agreement of Lease dated the 24th day of February, 1972, be now read a second time, and that Council go into Committee of the Whole thereon. Ashe, moves that By-law Number 4269/72 to dedicate certain lands as a public ~ighway be now read a second time, and that Council go into Committee of the Whole thereon. Matheson, moves for leave to introduce a By-law of the Township of Pickering to license and regulate the operators of public garages within the Township of Pickering and to repeal By-law #2603 and that same now be read a first time. Ashe, moves that By-law Number 4275/72 to license and regulate the operators of public garages within the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon.
