CARRIED Reeve Williams recognized and welcomed the First Fairpor~ Beach Company Girl Guides and their leaders to the Council meeting. The Girl Guides attended the meeting as a requirement to earn their citizens' badges. The Ontario Municipal Board forwards its order that the decision of the Co~~ittee of Adjustment be set aside and the appeal by Robert Braun Construction to convey three parcels of land, having frontages of 50 feet and depths of 177.lS feet, Part Lot 32, Cone. 1, be allowed. 2. Mrs. G. Mowbray, Chairman, Pickering Township Public Library, forwards copy of a letter received from Mrs. Pat Mendres in recognition of the service provided by the Bay Ridges Branch of the Library. (V) RESOLUTIONS Resolution #321/72 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that objections be submitted to the Department of Treasury, Economics and Inter-Governmental Affairs concerning the Draft Plan of Subdivision, Departmental File l8T-23l97 by Duffins Creek Estates Ltd. for lands in the Town of Ajax on the West side of Pickering Beach Road, South of Foord Road as follows:- 1. That the Plan be re-designed to accommodate a future widening of Pickering Beach Road; 2. That a substantially landscaped buffer of trees or shrubs not less than 3 feet in height, between the Service Road and Pickering Beach Road be provided of a width of not less than lO feet. As recommended by the Planning Board, October 6, 1972. CARRIED Resolution #322/72 MOVED by Councillor D. Kitchen, seconded by Councillor K. Matheson, that it would be premature to eliminate the proposed road allowance, running north of Lawrence Avenue in West Rouge Community, prior to its full impact being determined by adoption of overall Land Use Studies for the area, as recommended by the Planning Board, October 6,1972. Matheson, that the tender of Complete Maintenance Service in the amount of $1,800.00 per annum be accepted for the janitorial services at the Bay Road School, subject to the provision by the Company of a suitable bid bond. Bass with reference to the Discontinuance of Provincial Grants to Municipalities over 25,000 population, and further, that copies of the report be forwarded to Prime l1inister, WID. G. Davis, the Hon. R. Brunelle, Minister of Community and Social Services, and Mr. W. G. Newman, M.P.P., as recommended by the Executive Committee, October lO, 1972. Anderson, that By-Law #4l55/72 be amended to increase the number of permitted automobile service station locations in the municipality from the present 44 to 45 by adding to Schedule ;¡ N¡, K-Mart Tire and Auto Centre, as recommended by the Executive Committee, October lO, 1972. McPherson, that the Council of the Township of Pickering appoint a committee on Municipal Transporta- tion System (Dial-A-.Bus) and that the Committee include the following: Reeve J. R. Kitchen, seconded by Deputy Reeve G. Ashe, that the Council of the Township of Pickering accept the recommendation of Mr. C. I. Shelley, Township Manager, and offer to pay an additional $l,OOO.OO to Alan Wilcox, Architect, and Midland Construction and Management Company Limited for work done on the Rou~e hill Community Centre, with a proviso that this is the full and final payment to Wilcox and Midland over and above Wilcox' proposal outlined in his letter of July 11, 1972, as recommended by the Executive Committee, October 10,1972. CARRIED Resolution #330/72 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that the Council of the Township of Pickering accept the Agreement of Purchase and Sale from Manville Steel Services for approximately 2.9 acres of Pickering Township industrial land at $11,500.00 per acre and further, that the Township Solicitor be instructed to prepare the necessary documents, and the Reeve and Clerk be authorized to execute the documents to conclude this transaction, as recommended by the Executive Committee, October 10, 1972. CARRIED Resolution #331/72 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor K. Matheson, that Eastern Standard Time become effective in the Township of Pickering on October 29,1972, at 2 a.m., and that same be advertised in the local papers. CARRIED - 5 - 23/72 Resolution #332/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the 1972 - 73 street lighting programme be amended to include 1 to 2 additional street lights to be erected in the immediate area of the Arthur Thompson Arena, between Sandy Beach Road and Krosno Blvd. on Bayly St. CARRIED Motions - Lost or Deferred l. A motion that the Council of the Township of Pickering endorse the resolution of the City of Pembroke as follows: "That the City of Pembroke send a letter to the Federal and Provincial Minister in charge of censorship of motion pictures, television, and book publications requesting that the Boarà either start to act or they be replaced, and that this motion be sent to all Municipalities of the Province of Ontario asking their support." MOTION LOST 2. A motion that the Council of the Township of Pickering endorse the resolution of the Town of WHitby as follows: "\'¡hereas the recent enactment of Bill 90, an Act to provide for the protection of persons in industrial establishments brings arena structures in the Province of Ontario directly into safety legislation and regulations; ;/And whereas a great percentage of arenas erected in postwar years could not conceivably meet the standards of Bill 90 and the guidelines prepared jointly by the Ministry of Labour and the Association of Professional Engineers and therefore extensive alterations or con- struction of new arenas throughout most of the province will be essential; hNow therefore be it resolved that the Honourable Minister of Treasury, ~conomics and Inter-Governmental Affairs be urged to provide substantial capital incentive grants to municipalities for the repair of existing arenas or the construction of new arenas with a view of providing economic stimulation in the coming winter months similar to the Ontario Government ray Care Building Programme 1971-1972 which under certain conditions made provision for provincial capital grants of 100% on all approved capital expenditures; ;rAnd that a copy of this resolution be forwarded to the Councils of all Municipalities in the Province of Ontario for their consideration and endorsation and that each Council be requested to seek the endorsation of their local Member of the Legislative Assembly and advise the Honourable Charles McNaughton accordingly.!1 MOTION DEFERRED Motion Moved by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the matter of Provincial Incentive Programmes pertaining to the construction of new arenas be deferred and referred to the October 23rd Executive Committee meeting for further consideration. CARRIED - 6 - 23/72 3. A motion that the Council of the Township of Pickering arrange to have a ¡'no heavy trucks.ì sign erected at the intersection of Harwood with Doric and Mandraket as recommended by the Executive Committee, October 10, 1972. MOTION DEFERRED Motion Moved by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the matter of ¡¡no heavy trucksil sign to be erected at the intersections of Harwood and Dorict Harwood and Mandrake be deferreà and referred to the October 23rd Executive Committee meeting subject to a report on the need of such signs at the locations being obtained from the Ontario County Engineer and the Police Chief of the Pickering Township Police. CARRIED 4. A motion that where the traffic warrants crossing guards, the Council establish a policy of providing such crossing guards and charge the cost to the general fund of the MunicipalitYt as recommended by the Executive Committee, October lOt 1972. MOTION DEFERRED Motion Moved by Councillor Mrs. J. L. McPherson, seconded by Councillor K. Matheson, that the matter of school crossing guards be deferred and referred to the October 23rd Executive Committee meeting that a policy can be established in this regard. CARRIED (VI) BY-LAWS By-Law Number 4255/72 Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to limit the number of automobile service stations, and repeal By-law #4155/72 and that same now be read a first time. Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, moves that By-law Number 4255/72 to limit the number of automobile service stations, and repeal By-law #4lS5/72 be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Deputy Reeve G. Ashe, seconded by Councillor J. Anderson moves that the report of the Committee of the Whole on By-Law Number 4255/72 be adonted, and that the said By-law be now read a Third Time and PASSED that the Reeve and Clerk sign the same, and the Seai of the Corporation be affixed thereto. CARRIED (VII) - 7 - 23/72 OTHER BUSLÅ’SS 1. Councillor D. Kitchen announced the forthcoming IiFund Night Dance Ii sponsored by the Pickering United Community Fund to raise funds for the United Appeal. The Dance is to be held at the Frenchman's Bay Community Teen Centre Friday, October 20th, 1972, commencing at the hour of 8 p.m. 3. 4. 5. 2. It was suggested to Council that steps be taken by Council to correct a traffic hazzard to children created as a result of the recent opening of the Arthur Thompson Arena on Bayly between Sandy Beach Rd. and Krosno Blvd. It was felt this area should be included in the street lighting prograwae, one and possibly two lights should be installed in this immediate area along with a flashing caution light. The Council also discussed the possibility of instituting cross walks in the Municipality.' It was felt that a policy should be worked out to implement a cross walk programme. Report required from Police and County Engineer. It was also recommended that the Ontario County Engineer be asked to consider sidewalks when planning the recon- struction of Bayly St. specifically in the area of Bay Ridges. Baseline Road School, Lot 18, N 1/2 Range III, B. F. Concession -- Councillor Mrs. J. L. McPherson requested investigation with respect to completing the demolition of this building. By-law Officer and Building Inspector to investigate.. Expropriation of Township lands for purposes of the Proposed New International Airport. Councillor J. Anderson submitted a draft motion to Council setting out Council's objection to the expropriation of lands in the Municipality for the proposed airport. The status of municipal road allowancès within the area is also of great concern to the Council. Recommendation (I) Further discussions be deferred to the October 23rd Executive Committee Meeting. Get legal advise from Township Solicitor as to the disposition of Township road allowances. (2) (a) Compensation for road allowances. (3) (4) Consider need for second International Airport. Refer to Resolution #91/71, Council supporting location of airport East of Yonge St. Community Centres Act Deputy Reeve G. Ashe inquired into a letter from the Ontario Ministry of Community and Social Services dated October 6,1972 on matters pertaining to Parkham Parkette, Dunbarton Indoor Swimming Pool, West Rouge Parkette, Greenwood Co~;lunity Centre (arena and hall). 6. 7. 8. 9. ID. ll. - 8 - 23/72 Clerk advised that the matter is being processed through Parks and Recreation and Treasury Departments. Ontario Municipal Board Order R-608l - Robert Braun Construction Limited - request clarification on Board's decision. (Committee of Adjustment Secretary to provide.) Mr. C. I. Williams made reference to the News Letter ¡'North Pickering Development proj ect" . Circulated copies to Council - October 16,1972. Reeve Williams explained to Council that it would appear that the Government of Ontario is establishing in our midst a new town, expressing concern that we appear to have lost control of the development of this municipality. Local people should have some say as to what development takes place in the municipality. C.N.R. Railway Spur - Village of Pickering and Township Industrial Area. Reeve Williams advised of a complaint in respect to the removal of the old C.N.R. spur line East side of Notion Road and the delay as a result to the conunence- ment of construction of the new spur line into the Township industrial area. He requested and received Council approval to retain the Township Solicitor to investigate the actual location of the line, as to whether it lies in the Village or the Township of Pickering, and authorize giving the property owner creating the delay assurances of ingress and egress onto Notion Road. Reeve J. R. Williams advise of his involvement in establishing a business, a Studio and Camera Shop known as Sheridan Studio and Camera Shop Ltd.
