J. L. McPherson, seconded by Deputy Reeve G. Ashe, that the minutes of Council oeld on June 26, 1972j be adopted as presented. CARRIED (II) DELEGATIOnS l. Mr. Rick Hull was present to address Council regarding recreational planning in t~e Roaebank area. Moved by Councillor D. Quick, seconded by Deputy Reeve G. Ashe, that ~. Rick Hull be heard. Mr. Hull, representing Rosebank & East Rouge Area Ratepayers' Association, read from a prepared brief covering the following matters. 1. Recreation facilities for Roaebank and East Rouge areas. 2. Recommend against pUr<:has.e of Rouge hi~ls United Church. See prepared brief on file. Councillor Quick indicated his support to the recommendation and also suppor'ts construction of 'tennis courts possibly this year. MOTION Moved by Councillor D. Quick, seconded by Deputy Reeve G. Ashe, that tbe reco~da...tions submi'ttec.l by Mr. R. HulJ. be referred to C. I. Shelley and D. Bass.for reporting back to the next Executive Committee Meeting. CARRIED 2. Moved by Councillor~. Kitchen, seconded by Councillor D. Quick, that Hrs. G. Mowbray, Chail'man of t¡1e Pickering Township Library Board, be heard. Mrs. Mowbray reviewed paat history of the Lib~ary sy.tem in 'the Township and of the present Board. Mrs. Mowbray pointed out that the present lease agtte.~ at the Rouge Hill Branch expires in 1974 and that other facilities are needed, suggesting that ~he Rouge H~ United Church builaing could be put to good use as a processing centre and storage depot. This building could be put to use for as little as $600.00 - the floors would not require reinforcement for at least another year. - 2 - l7/72 It was estimated that a new building would cost in the area of $25.00 a square foot costing the municipality $60,000.00 for a building without land comparable to the church building. Mrs. Mowbray was also of the opinion that this building can be purchased for as little as $10.00 per square foot. Mrs. Mowbray indicated that their present location at Rouge Hills is a most undesirable location and that they would like to relocate. The Church is a desirable location and coulQ serve the area well. The closing of the Rougemount Road might make a difference but would not greatly affect the area members. lirs. Mowbray indicated that the Board does not plan to make extensive repairs but felt that a very lovely building could be made of this structure. She appealed to Council to make an early decision. MOTION Moved by Councillor D. Quick, seconded by Councillor D. Kitchen, that the matter pertaining to the Library be referred to the Executive Committee and that prior discussion between Mrs. Mowbray and Mr. Shelley take place to put together pertinent information on the site. CARRIED (III) RESOLUTIONS Resolution #241/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the maximum salaries of certain non- union staff members be increased for the year 1972 with the said increases to be effective January lst, 1972, as recommended by the Committee of the whole Council in Fi~ance at their meeting of June 28, 1972. CARRIED Resolution #242/72 MOVED by Councillor D. Kitchen, seconded by Councillor K. Matheson, that the Engineer be authorized to call tenders for the installation of watermains on Montgomery Park Road and watermains and road in Township Industrial Lands in Lot 18, Range 3. CARRIED - 3 - 17/72 Resolution '243/72 MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J. L. McPherson, that the Engineer be authorized to call tenders for the installation of watermains in Local Improvement Area No.2, being Highway No.2 (part), Finch Avenue (part) Guild Road and Royal Road. CARRIED Resolution '244/72 MOVED by Councillor D. Kitchen, seconded by Councillor D. Quick, that ~he Engineer be authorized to call tenders for the supply of materials for surface treat- ment of roads. CARRIED Resolution #245/72 MOVED by Councillor D. Ki~chen, seconded by Councillor J. Anderson, tha~ the Engineer be authorized to call tenders for the Asphalt Pavement Repairs on Township Roads. CARRIED Resolution '2~6/72 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Engineer be authorized to call tenders for the supply of hot-laid asphalt for road works. CARRIED Resolution #247/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor J. Anderson, that the taxes in the amount of $l6,560.69 be written off as per detailed list, as recommended by the Standing Committee on Finance, June 28, 1972. CARRIED Resolution #248/72 Roads: MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the accounts for the month of June, 1972, be adopted as presented, as follows: Capital $543,816.66 General: Social Services 8,660.74 General 885,987.08 Non subsidizable ll,545.37 Subsidizable 59,750.39 7l,29S.76 $1,509,760.24 894,647.82 As recommended by the Standing Committee on Finance, June 28,1972. CARRIED - 4 - 17/72 (IV) . BY-LAWS By-Law #4216/72 Councillor D. Quick, seconded by Councillor K.Mathelon, moves for leave to introduce a By-law of the Township of Pickering to authorize the signing of an agreement between the Township of Pickering and Golden Boy Investment Corporation Limited (Storm drainage facilities) and that same now be read a first time. Councillor K. Matheson, seconded by Councillor D. Kitchen, moves that By-law number 4216/72 ~o authorize the signing of an agreement between the Township of Pickering and Golden Boy Investment Corporation Limited be now read a second time and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor K. Matheson, seconded by Councillor J. Anderson, moves that the report of the Committee of the Whole on By-law Number 42l6/72 be adopted, and that the said by-law be now read a Third !ime and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED Instructions - Delete paragraph 3 page 2 with reference to debentures. Amend item 4 of paragraph 6, page 2, to read- by adding - dThe owner shall pay forthwith on demand whatever amount by which the actual cos~ of the said works exceeds the aforesaid estimated cost of the works when such actual cost may be ascertained. CARRIED - 5 - 11/72 By-Law Number 4218/72 Councillor J. Anderson, seconded by Councillor K. Matheson, moves for leave to introduce a By-law of the Township of Pickering to provide for the sale of part of Lot 19 in Range 3 of the Township of Pickering to Warner & Jekabsons Limited, and that same now be read a first time. Councillor J. Anderson, seconded by Councillor D. Quick, moves that By-law Number 4218/72 to provide for the sale of part of Lot 19 in Range 3 of the Township of Pickering to Warner & Jekabsons Limited be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED By-Law Number 4219/72 Deputy Reeve G. Ashe, seconded by Councillor D. Quick, moves for leave to introduce a By-law of the Township of Pickering to confirm By-law #4178/72 superseding all previous by-laws and resolutions affecting the responsibilities of the Township Manager, and that same now be read a first time. Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves that By-law Number 42l9/72 to confirm By-law #4l78 superseding all previous by-laws and resolutions affecting the responsibilities of the Township Manager be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED By-Law Number 4220/72 Councillor Mrs. J. L. McPherson, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of an agreement between the Township of Pickering and Hadovic Construction Limited for the supply and installation of pumped sewage system for the West Rouge Canoe Club, and that same now be read a first time. Quick, moves that By-law ¡~umber 4220/72 to authorize the execution of an agreement be now read a second time, and that Council go into Committee of the Whole thereon. Quick, moves for leave to introduce a By-law of the Township of Pickering to abolish the Standing Committees of Council and establish an Executive Committee and that same now be read a first time. Anderson, moves that By-law aumber 422l/72 to abolish the Standing Committees of Council and establish an Executive Committee be now read a second time, and that Council go into Committee of the \lhole thereon. Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, moves that By-law Number 4223/72 to stop up and close a part of a road (Sideline Road between Lots 12 and l3, Concession 5) be now read a second time, and that Council go into Committee of the whole thereon.
