Kitchen, seconded by Councillor K. Matheson, that the minutes of the Council meeting held on April 4th, 1972, be adopted as presented. CARRIED l. DELEGATIONS (III) 1. 2. Moved by Deputy Reeve G. Ashe, seconded by Councillor D. Quick, that Mr. Harold Price of Price Associates, be heard. Mr. Price wa$ before Council to seek Council's blessing in a project' he has in mind, relative to recording Township history. Mr. Price explained that he proposes to prepare a Memorial Brochure on Brougham and the northern areas of the Municipality which are directly affected by the propose9 Pickering International airport. He would work in conjunction with The Pickering Historic~ Society as well as The Pickering Museum Board and officials of the Municipality to compile the required information. He would be requesting the Reeve and president of the Historial Society to write forwards to the Brochure. The project would be a profit making venture, and he indicated a charitable contribution would be made which could be used to assist in the relocation of the Museum. Council's reaction to the proposal was generally quite favourable; however, no official endorsation was made by Council on the proposal. Mr. Price thanked Council for the opportunity to appear and give his outline of the project. CORRESPONDENCE Mr. R. W. Fahey submits his resignation as a member of the Committee of Adjustment. Clerk to acknowledge. Mr. J. David O'Brian, Chairman, Pickering Environmental Advisory Committee requests Council's action to preserve the wooded area to the north of the proposed Sandy Beach Road Athletic Field. (V) l. - 2 - 10/72 INFORMATION Mr. Norm Cafik, M.P., Ontario Riding, forwards copy of a letter from Mr. Ron Basford, Minister of State, Urban Affairs, Canada, with respect to the Sewage Loan Applica- tion, made to Central Mortgage and Housing Corporation. Copies to Council and News Media. Referred to the Works Committee. Instructions - Clerk to inquire from the Federal Govern- ment whether the recent Environmental agreement signed by both heads of Government of Canada and the U.S.A. would make money available to the various municipalities in the construction of sewage plants and other pollution deterrent devices. Mr. R. Martin, Principal and Mr. R. Brittain, Vice- Principal, Fairport Beach Public School, express apprecia- tion for the participation of the Municipality of Pickering Township in the observation of Education Week. Gray, Assistant Director, Realty Services Branch, Ministryof Government Services, advises that the Lease Renewal with the Department of Justice, for the use of space in the Municipal Building for Police Courts has been accepted for a further period of two years. Taylor, Township Solicitor, advises in the matter of the Township of Pickering ats Clarke, re Municipal Building property, that due to illness of the solicitor on the other side, the date for discoveries has now been changed to June 14 at 10 a.m. The Ontario Municipal Board forwards copy of their Order (File H 2056) on the enlargement of the Bay Road Sewage Treatment Plant. Received for file. - 3 - 10/72 The Council expressed concern with the obvious decline in service with respect to dog control. The Clerk advised that he understood that through the lack of funds and increased operating costs one truck was removed from service in the Pickering-Whitby area. Instructions - Clerk to contact Ontario Humane Society and confirm whether this in fact has happened. 2. Building Department Report for the month of March, 1972. Copies to Council and News Media. Matheson, that the charges for heat, hydro, and water be paid for the Claremont Lawn Bowling Club by Pickering Township, as recommended by the Standing Committee on Parks and Pe~reation, March 22,1972. Matheson, that the Figure Skating Professionals under the direction of Mrs. Annette Gardiner be authorized to operate the Summer Figure Skating School at the Don Beer Sports Arena at the following dates, times and rates: Spring School: June 19th, to July 14th, 1972 Monday, Thursday and Wednesday 6:00 p.m. to 9:00 p.m. $22.00 per hour September 4th to September 29th, 1972 Monday, Thursday and Wednesday 6:00 p.m. to 9:00 p.m. $25.00 per hour Fall School: As recommended by the Standing Committee on Parks and Recreation, March 22, 1972. Kitchen, that the Township of Pickering purchase one 7-1/2 horse power Dehumidifier from Perrin-Turner Limited at a cost of $4,587.00 together with a two-way adjustable louvre at a cost not to exceed $135.00; and further, that the Parks and Recreation Department be authorized to hire an Electrical Firm for the purpose of installing the necessary electrical wiring for the Dehumidifier, and that the Recreation Department be authorized to purchase a suitable platform for the dehumidifier and that they be authorized to hire a mechanical contractor to make the necessary alterations to the drain system to accommodate the unit, as recommended by the Parks and Recreation Director's report dated March 30,1972, and the Standing Committee of the Whole Council, April 10, 1972. Kitchen, that the Terms of Reference as amended, relative to providing information to the public, be adopted, and put into effect immediately, as recommended by the Standing Committee of the Whole Council, April 10, 1972. CARRIED - 7 - 10/72 Resolution #144/72 MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J. L. McPherson, that the Engineer be authorized to direct one Roads Department Foreman to attend the " T. J. t1ahoney Road School in May 1972 at a cost not exceeding $85.00. CARRIED Resolution #l45/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor J. Anderson, that wÙereas the Conservation Council of Ontario is holding a convention at the Skyline Hotel in Toronto; MID WHEREAS the Pickering Environmental Advisory Committee has indicated their desire to send representa- tion to this convention, BE IT THEREFORE RESOLVED that Council authorize a member of the Pickering Environmental Advisory Committee to, attend said convention, and that Council authorize payment of the registration fee of $35.00. CARRIED Resolution #146/72 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor J. Anderson, that the Council of the Township of Pickering permit the Ontario Humane Society to hold a Tag Day in the Township of Pickering June 9 and 10, 1972. CARRIED Resolution #147/72 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Township Council authorize the payment of $1,800.00 for the Ecological Land-Use Survey of the Township of Pickering as prepared by Susan Bluemel of the University of Toronto, as previously authorized by Council Resolution #192/7l. CARRIED Motions Moved by Councillor K. Matheson, seconded by Councillor Xitchen that the Pickering Environmental Advisory Committee report on the effects of the proposed Pickering Airport prepared at the request of Council, be adopted by Council and copies forwarded to the various Provincial and Federal local representatives. TABLED MOTION Moved by Councillor D. Quick, seconded by Deputy Reeve G. Ashe, that this motion be tabled as the report is not entirely the views of the Council, in respect to Council's discussions with the Honourable Minister Darcy McKeough. CARRIED - 8 - lO/72 2. Moved by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Pool Tables at the Don Beer Sports Arena be moved to the Keep Fit Room at Dunbarton Indoor Pool, that the pool room be supervised by the Attendant on duty and that the usage be controlled by the participant making prior reservation to ensure that the pool room does not beCOßle a hang out. The pool tables are to be rented at a fee of $1.00 per hour per table. TABLED The Council questioned the relocation of the pool tables from the arena to the Keep-Fit Room of the Dunbarton Indoor Pool. They felt this particular location was in a location that could interfere with the privacy of persons taking Sauna Baths, and also considered the effects the steam and dampness relative to the Saunas would have on the pool tables. Council were of the opinion that the Pool Room could be as easily managed at the Arena. (VII) BY-LAWS By-Law Number 4170/72 Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves for leave to introduce a By-law of the Township of Pickering to authorize the Reeve and Clerk to execute an agreement between the Ontario County Board of Education and the Corporation of the Township of Pickering, (temporary access to Day Care Centre over Ontario County School Board lands), and that same now be read a first time. Ashe, moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of a lease agreement between the Metropolitan Toronto and Region Conservation Authority and the Township of Pickering (lease a portion of the Grand Valley Park, for use as a Day Camp, for Scouts, Guides, Brownies, Cub outdoor camping, wildlife clubs and for snowmobiling), and that same now be read a first time. CARRIED By-Laws I. The Third reading of By-law #3943/71 was delayed and postponed at the request of the Clerk who advised Council that the proper wording relative to the financing of this sewage expansion program was still being composed and would not be ready for third reading until April 24th, 1912. (VIII) NEW BUSINESS l. Postal Deliver Industrial Area At the request of the Deputy Reeve G. Ashe, the Clerk investigated, and reported that regular mail service was initiated commencing January 2nd, 1972, and that all but two of the industries were taking advantage of this service. 2. Ontario Housing The Clerk upon investigation at the request of Councillor D. Quick, reported that an Ontario Housing Development was underway in Scarborough and that although the Provincial authorities do not require municipal authority to locate in a particular municipality, they do however out of courtesy advise the local council of their plans and proceed. A further question was raised which the Clerk could not answer but he advised that he would investigate in order that council could be advised accordingly. Question - Could the Provincial Government construct an Ontario Housing development on lands in a municipality that were zoned for purposes other than residential? Anderson, moves that By-law Number 4116/72 to confirm the proceedings of the Council meeting of April 17, 1972 be now read a second time, and that Council go into Committee of the Whole thereon.
