Quick, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of January 27th~ 1972, that the relocated road as shown on plan of 5ubdi visS.on, Port Union Developaen'ts. Par't Lot 35, Range 2, B.F.Conc., dated January 26,1912, be approved. CARRIED Resolution '26/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that whereas the West Rouge Golf and Country Club House together with 2 acres of land will be leased to the Municipality for a period of 25 years; AND WHEREAS the Club house requires certain modifications and improvements to the building; AND WHEREAS the said work is eligible for government grants under the Winter Works Program; BE IT THEREFORE RESOLVED that Alan Wilcox, Architect, be retained as architect and supervisor for the said improvements. It. - 3 - 3/72 Resolution '28/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that whereas the Township of Pickering has agreed to construct a Canoe Club in the West Rouge area; AND WHEREAS the said Canoe Club will be constructed under the Winter Works Program and grants will be received from the senior levels of government; AND WHEREAS it will be necessary to retain an architect for the design and specifications and eventual super- vision of the construction of the said Canoe Club; BE IT THEREFORE RESOLVED that Mr. William T. Beddall be retained as architect for the said project. CARRIED Resolution '29/72 MOVED by Councillor K. Matheson, seconded by Councillor D. Quick, that the Council of the Township of Pickering endorse the resolution of the ðorough of North York as follows: hWHEREAS effective January l, 1972, the Government of Canada has authorized an increase in certain postal rates; and "WHEREAS in many Federal and Provincial constituencies and large urban municipalities, candidates for elective office either through the geographical size of the area they wish to represent, or by reason of large populations, find they are restricted in contacting the majority of voters to that afforded through the medium of mailed literature; and "WHEREAS through increased postal rates, the cost of using first class mail and other approved types of bulk mailing will becmme prohibitive and beyond the ability of the vast majority of candidates to bear; and "WHEREAS the use of the mails as a convenient and economic medium to contact the electorate would tend to encourage more candidates to seek public office and by reason of mass application would assist in increasing the turn out of eligible voters on election day; "NOW THEREFORE be it resolved that the Government of Canada be petitioned to revise the rate schedule for mail- ing to provide that the mailings of bona fide candidates who are seeking office at the federal, provincial or municipal level may be undertaken at a preferential rate as the said Government may decide and that the Canadian Federation of Mayors and Municipalities, the Ontario Municipal Association, Association of Ontario Mayors and Reeves, all area municipalities in Metropolitan Toronto, all Metropolitan and Regional municipalities and municipalities with a population of 25,000 and over in the Province of Ontario, be requested to endorse this Resolution and to so notify The Honourable J. Kitchen, that the proposed outline for the Community Conference on Recreation be approved as presented, as recommended by the Standing Committee on Parks and Recreation, January 25, 1972. CARRIED Resolution 131/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Reeve and Clerk be authorized to negotiate the possible acquisition or lease of the Brougham School for Public Library purposes; an estimate of the cost is to be obtained and reported back to the Committee of the Whole at the earliest possible date, as recommended by the Standing Committee on Finance, January 26, 1972. CARRIED Resolution #32/72 HOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Township negotiate the purchase of the Rouge Hills United Church, subject to the approval of the Five Year Capital Forecast by the Ontario Municipal Board, and approval by the Province of the Community Centre grant, this facility to be used mainly for Library purposes, as recommended by the Standing Committee on Finance, January 26,1972. CARRIED Resolution #33/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, thQt the Five Year Capital Forecast as amended be approved and forwarded to the Ontario Municipal Board for its approval, as recommended by the Standing Committee on Finance, January 26, 1972. CARRIED Copies of the 1972 Capital Forecast to be made available to the news media upon this being fully approved by the O.M.B. Resolution #34/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the use of reserve funds by the Municipality, as outlined in the Treasurer's Report of December 3, 1971, be endorsed, as recommended by the Standing Committee on Finance, January 26,1972. CARRIED Resolution #35/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the recommendation of the Treasurer that an additional amount of $1,245.33 be transferred from the surplus in the Development Fees Account, so that this amóunt, together with the amount included in Resolution #458/7l, will cover the full cost of the con- struction of the sanitary sewer crossing at Island Road, Port Union Road and highway 401 project, in the amount of $39,245.33, as recommended by the Standing Committee - 5 - 3/72 on Finance, January 26,1972. Kitchen, that the invoice regarding the purchase of Lot 11 and Part of Lots 12 and 13, Plan 233 by the County of Ontario be amended to read $21,423.60 instead of the previous figure of $23,257.20, as recommended by the Standing Committee on Finance, January 26,1972. CARRIED Resolution 139/72 MOVED by Councillor D. Quick, seconded by Councillor J. Anderson, that the Council of the Township of Pickering adopt the recommendation of the Planning Board that industrial development on partial services (i.e. storm sewer system, municipal water and septic tanks where Health Unit approval can be obtained) in that part of Community 13 which cannot be serviced with sanitary sewers prior to a regional Sewage Treatment Plant, be considered acceptable and any necessary amendments to the proposed Official Plan be made accordingly, and that any industrial plan of subdivision or industrial development without full services be conditional upon a registered agreement by the subdivider to participate in local improvement if and when they become available, as recommended by the Standing Committee of the Whole Council, January 31,1972. Kenney be appointed as members to the Court of Revision for the years 1972 and 1973, as recommended by the Standing Committee of the Wnole Council, January 31,1972. Quick, that the Council of the Township of Pickering endorse the resolution of the City Engineers Association at their meeting on December 15, 1971. ¡iWHEREAS individual municipalities are under pressure to consider various means of recycling of waste, "AL'iD WHEREAS government at various levels is being requested to subsidize various waste recycling projects, ¡AND WHEREAS it is desirable to avoid duplication of effort and uncoordinated research and development in this field, ¡¡THEREFORE BE IT RESOLVED that the provincial government be requested to undertake an integrated program of research including pilot projects on the feasibility and economics of the recycling of waste, and further t/THAT copies of this resolution be forwarded to the Prime Minister of Ontario and the Minister of Environment and further, "THAT this resolution be circulated to the urban municipali ties in Ontario for their endorsation.:1 CARRIED Resolution 142/72 MOVED by Councillor D. Quick, seconded by Councillor D. Matheson, that the Clerk of the Township of Pickering representing the Corporation of the Township of Pickering, be present at the forthcoming Assessment Review Court on the days set aside for the farm appeals (February 16,18, 2l, 22, and 23,1972) and request that the 1971 farm assessment appeals be not acted upon other than to confirm or adjourn the appeals until such time as the Ontario Municipal Board decision has been made with respect to ~he 99 farm assessment appeals Cl968-l969) now before that Board. Anderson, moves for leave to introduce a By-law of the Township of Pickering to authorize the Reeve and Clerk to execute the deeds re the sale of Lot ll, and part of Lots 12 and 13, in Plan 233, and that same now be read a first time. CARRIED By-Laws 1. Third reading of By-law #3943/7l, to authorize the enlargement and improvement of the Bay Road sewage treatment plant. The third reading of this by-law was set aside on the recommendation of the Clerk who advised Council that the formal order has not yet been received from the Ontario Municipal Board. The By-law would have to be amended in accordance to the Board Order. (VII) CONFIRMATION BY-LAW By-Law Number 4l39/72 Deputy Reeve G. Ashe, seconded by Councillor K.
