Councillors Williams - J. Anderson K. Matheson D. Kitchen D. Quick Reeve J. R. Williams advised the meeting that due to illness, both Deputy Reeve G. Ashe and Councillor Mrs. J. L. McPherson would not be present at this meeting, and wished them both quick recovery and a return to good health. (I) ADOPTION OF MIHUTES Moved by Councillor D. Quick, seconded by Councillor K. Matheson that the minutes of Council of their meeting held on January lOth, 1972, be adopted as presented. CARRIED (II) l. DELEGATIONS Moved by Councillor J. Anderson, seconded by Councillor D. Quick, that Mr. M. D. McArthur of McArthur Sand and Gravel, be heard. Mr. McArthur appeared before Council to inquire into the possibility of obtaining a temporary permit for the operation of a way-side gravel pit operation in Part Lot 2, Concession 9, Township of Pickering, for the purpose of supplying gravel for the construction of a county road now under construction on the Pickering-Whitby Townline. Mr. McArthur brought to the attention of Council that By-law 3037, Section l2.6.l permits a way-side pit and that Council would have complete control over such an operation as provided under the new Ontario Legislation. He contended that should the operation extend beyond the six months, then a rezoning would be applied for; also, that a coMplete rehabilitation of the worked-out areas would be carried out. Reeve Williams explained to Mr. McArthur the purpose of this particular section of the by-law and advised that the Council is not about to grant this type of temporary permit, but that Mr. McArthur would be required to apply to the Planning Board for a rezoning, suggesting this is the only means this matter can be approached. Mr. McArthur expressed concern in the amount of ti~p this would take, also the expense entailed in such an application. He also indicated that gravel availability in the immediate area should be mined to make the prices more competitive and available for future development of this Municipality. He thanked Council for their time and consideration and departed from the Chambers. (See correspondence and comments from Planning and Engineering Departments on file.) (III) 1. 2. 3. 4. 5. 6. - 2 - 2/72 CORRESPONDE1~CE The Chairman of the Pickering Environmental Advisory Committee requests permission from Council for a member of this Committee to attend an Air Pollution Conference in Toronto in June. See Resolution #23/72. The Canadian Heart Foundation requests permission to conduct a house-to-house campaign in the Township of Pickering during the month of FebruarY1 1972. See Resolution #24/72. The Board of Directors, Canadian Mental Health Association, Oshawa-Ontario County Branch, extends an invitation to Council to attend the second Seminar on the Quality of Family Life as it affects the Child, 101 Consumers Dr., Whitby, February 10, 1972. Copies to Council. Mr. W. A. Twelvetrees, P. Eng., County Engineer, County of Ontario, advises that the County has no objection to the proposed relocation of Industrial Road. Copies to Council. Mr. D. Aspinwall, Department of Transportation and Communications, advises that the Department has no objection to the proposed relocation of Industrial Road, provided that the entrance to North American Van Lines will be off the new In9ustrial Road and not from Liverpool Road. (V) RESOLUTIONS Resolution #7/72 MOVED by Councillor K. Matheson, seconded by Councillor D. Kitchen, that whereas the Township of Pickering has employed Bell Gouinlock and Company Limited as fiscal agents for the years 1963, 1964, 1965, 1966) 1967, 1968) 1969,1970) and 1971. AND WHEREAS in prior years they were the successful tenderers on 90 percent of our debentures issued; AND WHEREAS Bell Gouinlock and Company Limited are fully familiar with the problems and needs of the Township of Pickering; BE IT THEREFORE RESOLVED that this Council appoint Bell Gouinlock and Company Limited as fiscal agents for the Township of Pickering for the years 1972 and 1973; AND THAT they act as agents under the same financial agreement as in previous years. CARRIED Resolution #8/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that the Holy Redeemer Parish be required to meet the requirements as set out by the Site Develop- ment Committee and further that the Council confirm the recommendation of the Township Engineer in his Report #E-50/7l. ~~D ThAT the Township attempt to recover a portion of the cost for the storm sewer from the developers of the adjacent lands to the West and reimburse the holy Redeemer Parish accordingly. As recommended by the Standing Committee of the Whole Council, January l7, 1972. CARRIED Resolution #9/72. MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that Council refuse the Offer of Purchase and Sale for Lot 7, Registered Plan 6l4, on the grounds that the conditions as set out by the Purchaser are not acceptable to Council~ and further that it is not the normal policy of Council to pay real estate fees, as recommended by the Standing Committee of the Whole Council, January 17,1972. CARRIED - 4 - 2/72 Resolution #10/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that the Council of the Township of Pickering accept the recommendation of the Parks and Recreation Director that Lot 7, of Registered Plan 614 be sold and that the revenue derived from the sale be utilized to purchase other suitable lands in the Cherrywood area for purposes of a park, and further, that the Clerk sell this land by calling for tenders subject to approval of the lands being rezoned for residential purposes by the Ontario Municipal Board, as recommended by the Standing Committee of the Whole Council, January l7, 1972. CARRIED Resolution #11/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that Reeve J. R. Williams and Mr. Ken Carr be authorized to instruct the Canadian National Railways to proceed with the expropriation proceedings in acquiring approximately 3-l/2 acres of Tanenbaum lands in Part Lot l8, Concession I, Township of Pickering, for purposes of a spur line leading into the Township industrial lands, and further, that Reeve Williams and Mr. Carr be authorized to negotiate with the Ontario Hydro a settle- ment with respect to sharing the costs involved in the acquisition of these lanàs, as recommended by the Standing Committee of the Whole Council, January l7, 1972. Kellough & Associates be instructed to carry out and prepare the case against the appeal made by Oshawa Wholesale on the assessment of the Rouge Hills Shopping Centre, and further, that the firm of Weir & Foulds be retained to act on behalf of the Township, as recommended by the Standing Committee of the Whole Council, January l7, 1972. Anderson, that the Council of the Township of Pickering approve the Borough of Scarborough's proposal concerning storm drainage in the Rouge Community and part of the Rouge Industrial Community in Scarborough as outlined in their report and plan attached to their letter of December 13, 1971, as recommended by the Standing Committee on Works, January 12,1972. Anderson, that the Township accept Laverton Investment Ltd.'s offer to sell 0.373 acres of land required for the installation of the proposed culvert under the Scarborough/Pickering Townline in Concession 2 for the total price of $2,864.35 representing $1,364.35 of out- standing taxes against Laverton Investment Ltd.'s lands at the end of 1971 plus $l,SOO.OO, as recommended by the Standing Committee on Works) January 12, 1972. Anderson, that the by-law to provide for the acceptance of sewage at Treatment Plants originating at Marinas be passed, as recommended by the Standing Committee on Works, January l2, 1972. CARRIED Resolution #22/72 MOVED by Councillor D. Kitchen, seconded by Councillor J. Anderson, that the by-law to authorize the issuance of permits for the operation of heavy vehicles, loads, objects or structures in excess of prescribed limits be passed, as recommended by the Standing Committee on Works, January 12, 1972. CARRIED - 7 - 2/72 Resolution #23/72 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that whereas the Ontario Association of Professional Engineers is sponsoring a three day Symposium entitled "International Conference on Automobile Pollution" at the Royal York Hotel on June 26,27,28, in 1972, AND WHEREAS the Chairman of the Pickering Environmental Advisory Committee has requested that a member of this Committee be permitted to attend; BE IT THEREFORE RESOLVED that permission be granted and that a registration fee of $50.00 plus travelling expenses be paid by the Municipality. CARRIED Resolution #24/72 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that whereas the Canadian Heart Foundation will be conducting a house-to-house canvass through Canada during the month of February, 1972õ AND WHEREAS they are requesting the support of the various municipal councils; BE IT Tff£REFORE RESOLVED that the Canadian Heart Foundation be permitted to carry out the canvass during the month of February, 1972, in the Township of Pickering, and that they be advised that any future requests for funds be directed through the United Appeal. Kitchen, that whereas the Metropolitan Toronto and Region Waterfront Plan, 1972 - 1976, dated December l6, 1971, was presented to a joint meeting of Council, Planning Board, and members of the Citizens' Waterfront Advisory Committee of Pickering Township; AND WHEREAS the members of this meeting were generally in agreement with the concept of the plan as presented; BE IT THEREFORE RESOLVED that the Council of the Township of Pickering do hereby endorse the report as presented. Quick, that the motion pertaining to the Metropolitan Toronto and Region Waterfront Plan 1972-l976 dated December 16,1971, be tabled and that the said report be referred to the Planning Board for review and recommenda- tions and further, that the Citizens' Waterfront Advisory Committee of Pickering Township be invited to participate in the Planning Boardls review of this report.
