COUNCIL MEETING
A meeting of the Pickering Township
Council was held on MONDAY, the
FIFTEENTH day of FEBRUARY, 1971, at
8 P.M.

Reeve Williams and Deputy Reeve G. Ashe congratulated
the Bay Ridges Paperweight Hockey Team, both players
and coaches whose te~~ competed against eight other
teams in the Chinguacousy Annual Paperweight Tournament -
the Bay Ridges Team winning the "B" series for the
Township of Pickering.
The teams were representing municipalities from as far
east as Kingston and as far west as London and north
to Mariposa, Ontario.
Reeve Williams presented each of the team members and
coaches with paperweight medallions.

Deputy Reeve G. Ashe that the minutes of Council
meeting held on the 1st day of February be adopted
as presented. .

CORRESPONDENCE
Mrs. Brown, Secretary of the West Rouge Ratepayers
Association invites members of Council to attend the
General Meeting of the Association to be held at the
West Rouge Public School on February 25th, 1971.
West Rouge Canoe Club submits request to Council for
financial assistance in establishing new club house
building.

Ajax-Pickering and Whitby Association for Retarded
Children request that they be permitted to declare
the two weeks from May 9th to May 22nd as Retarded
Childrens' Weeks.

Central Lake Ontario Conservation Authority advise
the annual meeting is to be held on Tuesday February
16th in the Council Chambers, Municipal Building,
Whitby, Ontario.
Ontario Shade Tree Council advises seventh annual
meeting to be held on Thursday and Friday, March 4th
and 5th at the Inn of the Black Walnut, Kitchener,
Ontario.

Canadian National Railways acknowledges the Township's
letter of February 4th and advise that they are look-
ing into adjustment of freight rates for the Township.
Pickering Environmental Advisory Committee are holding
their regular meeting Tuesday, February 16th, at 8 p.m.
in the Municipal Building and invite members of
Council to attend. Prof. Robert S. Dorney of the
Division of Environmental Studies, University of
Waterloo will address the Committee.

HOVED by Councillor V. Rudik, seconded by Deputy Reeve
G. Ashe, that this Council endorse the Planning
Board's recommendation that the Township's resolution
regarding the amendment of the Planning Act and
summary of replies be sent to the Ontario Municipal
Association and the Ontario Law Reform Commission.

MOVED by Councillor J. S. Scott, seconded by Councillor
R. Chatt,en, that the Council of the Township of
Pickering hereby endorse the Planning Board recommenda-
tion and request the M.T.R.C.A. to participate in a
planning study of the waterfront land uses and location
of the Scenic Drive in the Frenchman's Bay area,
with a cost estimate for same for subsequent authoriza-
tion by the Metropolitan Toronto and Region Conservation
Authority and Council.

MOVED by Councillor D. Kitchen, seconded by Deputy
Reeve G. Ashe that the Director of Parks and Recreation
be authorized to negotiate an agreement with the
Metropolitan Toronto and Region Conservation Authority
regarding the leasing of Grand Valley Park as
recommended by the Parks and Recreation Committee.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
V. Rudik, that the Council of the Township of Pickering
does hereby declare the two weeks commencing May 9
and ending May 22,1971, as Retarded Children's Weeks,
and that the Ajax-Pickering and Whitby Association
for Retarded Children be permitted to campaign for
funds to continue the operation of the Sheltered
Workshop on Dowty Road in Ajax and the Nursery School
in St. Mark's Church, Whitby, Ontario.

MOVED by Councillor Mrs. J. McPherson, seconded by
Councillor V. Rudik, that this Council endorses the
Planning Board recommendation and deems the use of
the East Woodlands Community Centre as a Day Care
Centre to be in substantial compliance with the
zoning by-law, subject to an agreement, satisfactory
to Council, being entered into with Council, the
operator of the day nursery and the area recreation
association with consideration being given to the
conditions outlined in Planning Report #231.

D. Kitchen, that Council adopt the recommendation of
W. R. Kellough and Associates and to accept the revised
equalization factor of 81.2.

Mrs. J. McPherson that Council not reduce the taxes
levied against Mr. B. Wiebicke as requested in his
letter of December 10th, 1970.

MOVED by Councillor D. Kitchen, seconded by Councillor
V. Rudik, that Council adopt draft agreement to govern
the use of the proposed swimming pool for Dunbarton
High School subject to the perusal of the Solicitors
for Council and School Board and further perusal by
Council.

MOVED by Councillor V. Rudik, seconded by Councillor
R. Chatten, that whereas a petition for local inïprove-
ment of watermains has been received by the Clerk to
service homes on Rosebank Road north from the present
limits of the watermains to the Second Concession
(Finch Avenue);
AND WHEREAS the petition has been received by the Clerk
and certified as to its sufficiency of property
owners' signatures;
BE IT THEREFORE RESOLVED that the Council accept the
petition and direct the Engineer to prepare a report
for Council as to the feasibility of completing the
said local improvement and also to prepare estimates
as to the costs.

Councillor R. Chatten seconded by Deputy Reeve G. Ashe
moves for leave to introduce a By-law of the Township
of Pickering to authorize the enlargement and improve-
ment of the Bay Road sewage treatment plant and that
same now be read a first time.
Councillor R. Chatten, seconded by Councillor D. Kitchen
moves that By-law Number 3943/71 to authorize the
enlargement and improvement of the Bay Road sewage
treatment plant be now read a second time, and that
Council go into Committee of the Whole thereon.

adding thereto certain clauses relating to Part III

repeal By-law 3529, and that same now be read a first
time.

By-law 1909 be now read a second time, and that Council
go into Committee of the Whole thereon.

the Whole on By-law 3957 be adópted and that the said

moves for leave to introduce a By-law of the Township
of Pickering to confirm the proceedings of the Council
of the Corporation of the Township of Pickering at
its meetings held on February 8th and 15th, 1971, and
that same now be read a first time.

McPherson, moves that By-law Number 3959/71 to confirm
the proceedings of the February 8 and 15,1971 Council
meetin¡sbe now read a second time, and that Counèil
go into Committ~e of the Whole thereon.
