A meeting of the Pickering Township
Council was held on THURSDAY, the
TWENTY SEVENTH day of DECEMBER 1973

,(1) ADOPTION OF MINUTES
MOVED by Councillor Mrs. J.L. McPherson, seconded
by Deputy Reeve G. Ashe that the minutes of the
meeting of December 17th 1973 be adopted.
.!11) .DELEGATIONS
(i) Mr. E.J. McKinnon addressed Council in support
of a brief submitted by the Sheppard-Altona Ratepayers
dealing with certain aspects of the proposed Official
Plan.
(ii) MOVED by Deputy Reeve G. Ashe, seconded by Councillor
Mrs. J.L. McPherson that Mr. V. Rudik be heard.
Mr. Rudik appeared before Council in support of his
concern over ma~y aspects of the proposed Official
Plan and in particular the vagueness and rigidity
of the plan, the apparent disregard for existing
residents, the road patterns and the absence of
specific safeguards for the environment.
(iii) MOVED by Deputy Reeve G. Ashe, seconded by Councillor
J. Anderson that ~. B. Barn~ be heard.
..Mr. Barna spoke in support of a brief submitted by
the Ward I Ratepayers Association dealing with many
aspects of the proposed Official Plan. In parti-
cular he sought clarification on:
(a) justification for the need for urbanizing
southern Pickering
(b) justification for density proposed - has a
cost/benefit analysis been done.
(c) has an inventory of natural resources been
completed
(d) has anyone at the Council or Planning Board
level questioned the need for urbanization

Resolution 355/73
MOVED by Deputy Reeve G. Ashe, seconded by Councillor
Anderson, that the proposed new Official Plan for the
Township of Pickering Planning Area comprising the
attached text and mad schedules A, B, C, D and E,
as adopted by the Planning Board December 20th 1973,
be received and recommended to the Town of Picketing
Council for further consideration.

Resolution 356/73
MOVED by Councillor K. Matheson, seconded by
Councillor Mrs. J.L. McPherson, that the Subdivision
Agreement between Runnymede Development Corporation
Limited and the To%mship of Pickering be approved,
as recommended by the Fxecutive Committee, December
27th 1973.

(lV) BY-LAWS
By-law Number 4492/73
Councillor J. Anderson, seconded by Councillor
D. Kitchen moves that By-law Number 4492/73 to
establish a Reserve Fund for capital expenditures
for recreation and community services in the Town
of Pickering be now read a First and Second Time,
and that Counc.il go into Committee of the Whole
thereon.
The Committee of the P~nole arises and reports the
By-law as read.
Councillor J. Anderson, seconded by Councillor
B. Searle moves that the report of the Committee
of the Whole on By-law Number 4492/73 be adopted,
and that the said By-law be now read a Third Time
and PASSED, that the Reeve and Clerk sign the same,
and the Seal of The Corporation be affixed thereto.

By-law Number 4493/73
Councillor K. Matheson, seconded by Councillor
J. Anderson movee that By-law Number 4493/73 to
authorize the execution of an agreement between
Runnymede Development CorD_oration Limited and
the Corporation of the Township of Picketing be now
read a First and Second Time, and that Council go
into Committee of the ~ole thereon.

By-law Number 4493/73 contd.
Councillor K. Matheson, seconded by DeDuty Reeve
G. Ashe moves that the report of the Committee
of the Whole on By-law Number 4493/73 be adopted,
and that the said By-law be now read a Third Time
and PASSED, that the Reeve and Clerk sign the same,
and the Seal of The Corporation be affixed thereto.

The Committee of the Whole arises and reports the

Committee of the Whole on By-law Number 4328/73
be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk
sign the same, and the Seal of the Corporation be
affixed thereto.

(V) CONFIRMATION BY-LAW

Councillor D. Kitchen moves that By-law Number
4494/73 to confirm the proceedings of the Council
of the Corporation of the Township of Pickering at
its meeting held on the 27th day of December 1973
be now read a First and Second Time, and that
Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the
By-law as read.

Councillor K. Matheson moves that the report of the
Committee of the Whole on By-law Number 4494/73
be adopted, and that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk
sign the same, and the Seal of The Corporation be
affixed thereto.
