Quick - Absent) (I) ADOPTION OF MINUTES Moved by Councillor Mrs. J. L. McPherson, seconded by L~uty Reeve G. Ashe, that the minutes of the meetings of September ~ and 10, 1973, be adopted, with the following amendment to the minutes of September ~, 1973. Resolution ~235/75 to read "December 1, 1973" rather than December 1, 197~. CARRIED ( I I ) DELEGATIONS 1. Moved by Deputy Reeve G. Ashe, seconded by Councillor M~s. J. L. McPherson, that Mr. A. Bennett, of the firm Bassel, Sullivan & Lawson, be heard. Mr. Bennett appeared on behalf of Rulor Developments Limited and answered questions put to him by members of Council. 2. Moved by Deputy Reeve G. Ashe, seconded by Councillor Mms. J. L. McPherson, that Mr. Bruce Searle, President, West Shore Association, be heamd. Mr. Searle addressed Council on behalf of the West Shore Ratepayers' Association and elaborated on the brief presented by them with respect to the Interim Development Guide for the West Shore a~ea. Reeve Williams presented a petition f~om residents of Mariner C~escent and others directly affected by and opposed to the p~oposed ~aw~ence Ave. Extene~el. They wiw~ to make it known that at this point they insist that a suitable noise bar~ier and pollution barriem be included in the proposed plans in o~de~ to protect the health and well being of the Maminet Cres. taxpayers and those others who will be directly affected by the p~oposed road. - 2 - 25/73 (III) RESOLUTIONS Resolution #245/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson~ that whereas Section 636 A of The Municipal Act as enacted by Statutes of Ontario, 1973, e.124 s.24 transfers the responsibility for the hearing of applica- tions for cancellation, reduction or refunds of taxes to the Council of the Municipality~ AND WHEREAS notices in writing of applications have been received by the Clerk of the Municipality for the cancellation, reduction, and refund of taxes for various ~easons ~ AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been substantiatedl BE IT THEREFORE RESOLVED that the Council of the Township of Picketing accept the following list of applications and authorize the adjustment of taxes to be made accordingly. CARRIED Resolution #2~8/73 MOVED by Councillor K. Matheson, seconded by Councillor M~s. J. L. McPherson, that the Council of the Township of Picketing adopt the recommendation of the Township Engineer to construct the fencing on Marksbury Road as outlined in his report of September q, 1973, as recommended by the Executive Committee, September 10, 1973. CARRIED - 5 - 25/73 Resolution ~2~9/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, that the tender of Miller Paving Limited in the amount of $13,g00.75, for the supply of Hot Laid Asphalt, be accepted subject to the approval of the Ministry of Transportation and Communications. CARRIED Motions 1. A motion to rescind and repeal By-law ~096/71. A motion to defer this to the first Council meeting in November was lost as recorded below. Recorded Vote: Yes: ' Messrs'. Deferred back to Planning Board for further consideration as a result of the representations made. Further, holding designations be placed on the North end of West Shore Blvd. on the West side on Oklahoma ~nd White's Road intersection, on the North and South side West Sho~e Blvd. and Chipmunk-Oklahoma Drive. 3. Approve as amended the application by Dungarvan Investments. Motion not passed as application was withdrawn. Approve as amended the application by Wm. Oliver for an Amendment to the Official Plan in respect to lands the S. E. Corner of White's Road and Oklahoma Drive. Motion not passed as application was withdrawn. 5. A motion that By-law qq02/73 is in conformity with the Official Plan of the Township of Picketing. (Runnymede) Deferred until all members have seen the objections. 6. A motion that By-law 83ql/73 is in conformity with the Official Plan of the Township of Picketing. (15,000 sq.ft, minimum - By-law 2511) Deferred until all materials previously submitted to Council along with By-law q3ql/75 are again submitted. - 6 - 25/73 (IV) BY-LAWS By-Law Number ~21/73 Councillor K. Matheson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Township of Picketing to authorize the execution of an Agreement between the Township of Picketing and Rulor Developments Limited and that same now be read a first time. Councillor K. Matheson, seconded by Deputy Reeve G. Ashe, moves that By-law Number ~21/73 to authorize the execution of an Agreement between the Township of Picketing and Rulor Developments Limited be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor K. Matheson, seconded by Councillor Mrs. J.L. McPherson, moves that the report of the Committee of the Whole on By-law Number ~21/73 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed theretO. Anderson moves for leave to introduce a By-law of the Township of Picketing to authorize the execution of a Site Plan Agreement between Comrie Lumber Company and the Township of Picketing and that same now be read a first time. McPherson, moves that By-law Number ~22/73 to authorize the execution of a Site Plan Agreement between Commie Lumber Company and the Township of Picketing be now read a second time, and that Council go into Committee of the Whole thereon. Matheson, moves for leave to introduce a By-law of the Township of Picketing to repeal By-law 1923 (establishing a Community Centre at Frenchman's Bay) and that same now be read a first time. Councillor J. Anderson, seconded by Councillor D. Kitchen, moves that By-law Number gb23/73 to repeal By-law 1923 be now read a second time, and that Council go into Committee of the Whole thereon. Bain of the Mi~istz~ of ~ealth~ the Ontario Hydro, and the Emergency Measumes Organization concerning a plan fop emergencies, and to examine monitorin~ statistics that have been gathePed. 2. It was noted that on SeptembeP 16, the F~enchman's Bay P.M.A. Midget B Women's Softball team won the PPovincial Championship. Council asked that the DiPector of RecPeation and TPanspoPtation arPange fop presentations to be made to them at the next Council meeting.
