(I) ADOPTION OF MINUTLS
Moved by Deputy Reeve G. nsne, seconded by Councillor

(II) ~RESENTATION
A presentation was made by Councillor MFs. McPherson
to Mr. Gordon Benson, Township Road Foreman, of his
certificate for the successful completion of the T. J.
Mahoney Road School Course.

Mrs. J. L. MePherson, that Mr. J. Coates be heard.
Mr. Coates read a letter that had been submitted to
Council on behalf of his ~licnts, Mesdames Mason and
St. Pierre and a::..'.:~ered questions put to him by members
of Council.
2. Moved by Deputy Reeve G. Ashe, seconded by Councillor
J. Anderson, that Mrs. Norah Ger~aghty be heard on
behalf of Group Against Garbage.
Mrs. Gerraghty read a statement to Council with respect
to the proposed sanitary landfill sites.

Resolution #206/73
MOVED by Councillor J. Anderson, seconded by Deputy Reeve
G. Ashe, that due to dissatisfaction with the Agreement
between the Municipality of Metropolitan Toronto and the
Township of Picketing over the acquisition of 1300 acres,
the Township of Picketing does hereby wish to renegotiate
said Agreement and does hereby direct the Clerk to withdraw
the application before the Ontario Municipal Board for the
rezoning of the land for landfill usage. If renegotiations
have not ~eached a point to the satisfaction of the Township
by September 17, 1973, the Council of the Township of
Picketing will entertain a motion to rescind By-law ~096/71,
and all agreements pertaining to the use of Picketing ~
Township lands for sanitary landfill sites by the
Municipality of Metropolitan Toronto.
AND FURTHER that the Township of Pickering's Committee
for the purposes of renegotiating said agreement shall be
composed of Deputy Reeve G. Ashe, Councillor J. Anderson~
Councillor D. Kitchen, Councillor Mrs. J. L. McPherson,
the Acting Manager, the. Township Solicitor, and the
Township Engineer.

MOVED by Councillor D. Quick, seconded by Councillor
K. Matheson, that the Draft Plan of Subdivision File
18T-23706 by D. Miklas and Associates in respect to
lands East of White's Road and South of the C.N.R.
right-of-way be Approved, subject to:
a) Changes in 'Red' as shown on the Plan stamped
'Approved' this date.
b) Satisfactory arrangements with the County of
Ontario concerning acquisition of Block A.
c) Dedication to the Township of Picketing of the
following i foot reserves as shown:
l) Along the entire southerly limit of Block A
ll) At the end of the streets abutting the
adjoining property.
d) Satisfactory arrangements with Council re
provision of parklands including dedication of
Block B as the 8% dedication required under
The Planning Act.
e) Blocks C, D and Lots 3, ~ and 5 to be developed
in conjunction with adjacent lands.
f) Satisfactory arrangements with Council for the
dedication and servicing of Block E outside the
plan as an extension from Eyer Drive to Oklahoma
Drive.
g) Development of the Plan of Subdivision shall be
subject to the provisions of Restricted Area
By-law 2811.
h) Satisfactory arrangements with Council re all
services.
i) Owner to provide easements to the satisfaction
of the Township Engineer.
Satisfactory arrangements with Ontario Hydro re
underground wiring and street lighting and if avail-
able cable television facilities.
k) A ~ foot high treed and landscaped berm with a
solid fence shall be located along the north
property lines of all residential lots abutting
Block A.
l) Site plan location of all dwellings shall be sub-
mitted to Planning Board indicating the relationship
of Buildings by Blocks prior to issuance of building
permits including provisions for sound-proofing of
all dwellings alongside Block A.
m) Satisfactory Subdivision Agreement to be entered
into between Council and the Owner.
n) Dedication of access easement Block F to the
Township of Picketing.

development is considered premature, as recommended by

Reeve G. Ashe, that the tender of Bry Ron Contracting
in the amount of $70.69 each for catch basin repairs, be
accepted, subject to the approval of the Ministry of
Transportation and Communications.

MOVED by Councillor K. Matheson, seconded by Deputy
Reeve G. Ashe, that whereas Section 5~7 (1) of The
Municipal Act does provide in part that where lands
ape subdivided, the said taxes or rates upon such
subdivided parcels shall be apportioned relative to
value at the time of assessment;
AND WHEREAS certain parcels of lands within the Township
of Picketing have been divided and the apportionments
have been made in accordance to the Act and now
application is made by the Treasurer to authorize the
apportionment of taxes and rates in accordance to the
subdivision of land~
BE IT THEREFORE RESOLVED that Council does authorize
the Treasurer to apportion the taxes and rates against
the lands that appear on the attached list and forming
a part of this resolution, and further that taxes be
levied accordingly.

Resolution ~215/73
MOVED by Councillor D. Quick, seconded by Councillor
J. Anderson, that Council make an application to the
Scarborough Public Utilities Commission and the
Municipality of Metropolitan Toronto on behalf of
Highland Transport Limited for a domestic connection
to the Scarborough watermain subject to Highland Transport
Limited agreeing to registering an Agreement against
the title of its property wherein it agrees to sign any
Local improvement petition for watermain across its
frontage that might be canvassed and not to oppose any
initiated Local improvements for a watermain across its
frontage. Further, that Highland Transport Limited
agrees to pay all costs that may be incurred in connection
with such application.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
Mrs. J. L. MePherson, that whereas the Township has
entered into an Agreement with H. g H. Protection
Services Limited to provide a remote fire alarm
system for commercial and industrial buildings of the
Municipality;
AND WHEREAS H. $ H. Protection Services Limited have
sold the alarm system to Sage Electric Limited, 218
Harwood Ave. S., Ajax, Ontario;
AND WHEREAS the terms of the agreement with H. & H.
Frotection Services Limited will not be affected as a
result of the change of ownership;
BE IT THEREFORE RESOLVED that the Council of the Township
of Picketing agree to amend the agreement to read "Sage
Electric Limited;~.

MOVED by Councillor D. Kitchen, seconded by Deputy Reeve
G. Ashe, that the Township of Picketing accept the
maintenance and power costs of the lighting of Base
Line Road at Access Road to Go-Transit South Parking
Lot after its completion by the Ministry of Transportation
and Communications.

MOVED by Councillor Mrs. J. L. McPherson, seconded by
Councillor J. Anderson, that the Township Solicitor be
authorized to withdraw the Township of Pickering's
action against Miss E. Violet Swan, provided that a
satisfactory settlement is reached with Miss Swan in
accordance with the last paragraph of the Solicitom's
Report of August 2, 1973.

those records outlined in paragraphs C, D, E, and F of
its letter of April 2, 1973, on file, without supplying

D. KitChen~ that Council approves of the terms of
reference for a feasibility study to be undertaken by
Oliver Lloyd & Associates as outlined in a letter
attached hereto and forming part of this resolution
PROVIDED that Oliver Lloyd & Associates submit an
estimate of the cost of the study based upon the approved
terms of reference prior to it being undertaken.

MOVED by Councillor K. Matheson, seconded by Councillor
D. Kitchen, that whereas the Province of 0ntavio has
recently designated the Township of Picketing as an
area of significant development in the reasonably
foreseeable future;
AND WHEREAS the Province of Ontario has established the
North Picketing Community including proposed lands for
development of an airport within the Township of
Picketing;
AND WHEREAS with the development of proposed Highway
407 a substantial industrial community will be attracted
to the Township of Pickering~
AND WHEREAS increased industrial and commercial develop-
ment is occurring in that area throughout the Township
of Picketing;
AND WHEREAS it is essential that full and complete
transportation services be made available to the Township
of Picketing in order to service present and future
industrial and commercial growth in the Municipality;
AND WHEREAS it has been brought to the attention of this
Council that a vast majority of the carriers licensed to
serve Metropolitan Toronto may now serve the Municipalities
of Mississauga, Port Credit, Streetsville, together with
the industrialized portion of Bramalea and portions of
the Towns of Vaughan and Mamkham;
~ND WHEREAS in seeking industrial and commercial develop-
ment in the Township of Picketing it is essential that
the same transportation services be provided to this a~ea
as is provided to the above-mentioned municipalities~
NOW THEREFORE this Council hereby resolves that:
1. It support those carriers that made application to
the Ontario Highway Transport Boamd for authority
to service the Township of Picketing at heamings
commencing September 17th, 1973;
2, The Reeve of this Municipality or his designated
appointee be authorized to appear before The Ontario
Highway Transport Board to give evidence in support
of said applications.

MOVED by Councillor Mrs. 3. L. McPherson, seconded by
Councillor D. Kitchen, that Council accept the tender
of Safrani Construction Co. Ltd, in the amount of
$154,04q.00 for the construction of watermain and
sewage forcemain at the intersection of Highway 401 and
Brock Road.

Mrs. J. L. McPherson, that the tender of Cliff Mills
Motors in the amount of $8,321.39 for a fire truck
chassis and the tender of Mobile Tank Industries in the
amount of $7,008.50 for a fire truck tank, be accepted.

K. Matheson, that Council hereby authorizes the Civic
RecoEnition Committee under the Chairmanship of foyer
Reeve, J. Sherman Scott, to incur expenses relating to
the fo~m and manner of recoEnition of the valuable service
to the Township by certain of its citizens, to a maximum
of $5,000.00.

of Picketing to adopt Amendment No. 21 of the Official
Plan for the Township of Picketing Planning Area and
that same now be read a first time.

moves that By-law Number gg06/73 to adopt Amendment No. 21
of the Official Plan for the Township of Picketing
Planning Area be now read a second time, and that Council
go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law
as read.

D. Kitchen, moves for leave to introduce a By-law of
the Township of Picketing to confirm the proceedings of
the Council Meeting of August 7, 1973, and that same now
be read a first time.

K. Matheson, moves that By-law Number g~09/73 to confirqm
the proceedings of the Council Meeting of August 7, 1973,
be now read a second time, and that Council go into
Committee of the Whole thereon.
