Quick, seconded by Councillor K. ~atheson~ That the application by Bramalea Consolidated DeveloPments Limited for amendments to the Official Plan in respect to lands between ¥~itets Road and Spruce Hill Road (rear) South of Finch Avenue to the Canadian National Railway be approved~ such a~endments to comprise the following:- (a) ~ap Schedule IIB Road Proposals - be amended by the realignment of the Collector Road between Spruce Hill Road and ~hitets Road and its diversion ~est of ~hitets Road to the original alignment. Resolution # 178/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the Council of the Township of Picketing do hereby certify, (1) That By-law 4342/73 is in conformity with the Official Plan of the Township of Picketing approved and in force at the time said By-law was passed, namely the 16th day of April, 1973. (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Treasury, Economics and Intergovernmental Affairs, since the passing of said By-law 4542/73 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th, 1971 and Official Plan Amendment #15 adopted by Council October 4th, 1971, and both being before the Minister of Municipal Affairs. Anderson, that the Council of the Township of Picketing do hereby certify, (1) That By-law 4344/73 is in conformity with the Official Plan of the Township of Picketing approved and in force at the~ime said By-law was passed, namely the i6th'day of'april, 19~3. (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Treasury, Economics and Intergovernmental Affairs since the passing of said By-law 4344/73 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th, 1971 and Official Plan Amendment #18 adopted by Council October 4th, 1971, and both being before the Minister of Municipal Affairs. CARRIED - 6 - Resolution # 180/73 HOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that the Council of the Township of Picketing do hereby certify, (1) That By-law 4354/73 is in conformity with the Official Plan of the Township.of Picketing approved and in force at the time said By-law was passed, namely the 7th day of May, i973. (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Treasury, Economics and Intergovernmental Affairs since the passing of said By-law 4354/73 and which said By-law would not be in conformity, including the overall revision a~opted by Council, January 18th, 1971 and Official Plan Amendment #18 adopted by Council October 4th, 1971, and both being before the Minister of Municipal Affairs. (3) And further, that the objections received objecting to this by-law be considered invalid. CARRIED Resolution # 181/73 MOVED by Councillor D. Kitchen, seconded by Councillor D. 0uick, that the Council of the Township of Picketing do hereby certify, (1) That By-law 4356/73 is in conformity with the Official Plan of the Township of Picketing approved and in force at the time said By-law was passed, namely the 7th day of May, 1973. (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Treasury, Economics and Intergovernmental Affairs since the passing of said By-law 4356/73 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th, 1971 and Official Plan A~endment #18 adopted by Council October 4th, 1971, and both being, before the Minister of Municipal Affairs. CARRIED Resolution # 182/73 MOVED by Councillor J. Anderson, seconded by Councillor D. Kitchen, that the application by Marshall, biacklin and Monaghan for an amendment to the Official Plan in respect to lands south of Sheppard Avenue between Woodview Avenue and Old Trespass Road extended to incorporate such lands into Stage II of the Sewers and 1~ater Staging (Maps Schedules IIC and IID) be REFUSED as development of these lands is premature due to impracticability of servicing the lands in the foreseeable future, as recommended by the Planning Board June 21, 1973. Matheson, that the Application I 13/73 by Vorelco Limited in respect to lands on the south side of Kingston Road being part of Lot 35, Range 3, to amend the existing "C2" Commercial Zone of By-law 3036 to specifically permit a New Car Sales Outlet, be approved, subject to (a) Satisfactory arrangements with Council re: provision of full services. (b) The Amendment to provide for development based upon Drawing No. 28-1 Project 7328 dated May 27th, 1973, by Erland U. Gustavs, Architect. (c) Site Plan Agreement to be registered against Title of the subject property. As recommended by the Planning Board, June 21, 1973. Kitchen, that the tender of Chrysler Truck Centre in the amount of $51,777.30 for the supply of five 8 cylinder Haxivan Dial-A-Bus Units, be accepted, subject to'the approval of the Subsidy Branch of the Ministry of Transportation and Communications. Ashe~ that the Township Engineer be authorized to call tenders for the construction of a watermain and sewers as o~ lined in his report dated June lith, 1973, as recommended by the Executive Comittee in Closed Session June 18, 1973. CARRIED Resolution # 188/73 MOVED by Councillor D. Kitchen, seconded by Councillor J. Anderson, that the function planned by the Rotary Club of'PiCketing designated as ~The Great Picketing Steer and Beer Festival'~ planned to be held on September 28 and 29, 1973, is acknowledge by Council without objecting to same. CARRIED Resolution # 189/73 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Application by J. H. Vernoy to modify the Order of the Minister of Treasury, Economics and Intergovernmental Affairs, in respect to lands at part Lot 10, Concession 4, be approved subject to an agreement registered on Title which would prohibit the storage of excavatinF equipment on the proper~y, as recommended by the Planning Board, June 21, 1973. CARRIED Resolution # 190/73 MOVED by Councillor D. ~uick, seconded by Councillor D. Kitchen~ that the applica~ion by R. Elmer to modify the Zoning Order of the Minister of Treasury, Economics and Intergovernmental Affairs in respect to lands in part Lots 8 and 9 Concession 8 in order to permit construction of a permanent residence be approved subject to: 1. On occupancy of new dwelling the existing building cease to be used as a residence. 2. An Agreement to be entered into {and registered on title of the subject property) between the owner of the subject parcel and the owner of the ahutting~lands now using the driveway onto the subject parcel in order that a right-of-way be maintained across the subject lands. CARRIED - 9 - Resolution # 191/73 MOVED by Councillor J. Anderson, seconded by Councillor Mrs. J. L. McPherson, that the recreation improvements in the Claremont area be carried out on a first priority basis from the money to be received from the expropriation of Township properties by the Federal Government and that the floodlighting required in Claremont be given first priority; AND FURTHER that sufficient funds from the remaining money be put in trust for the Mount Zion'and Kinsale projects; AND FURTHER that the remainder of the money be designated for recreational uses in the Greenwood area with such amount being a minumum of $32,860.00; AND FURTHER, that any additional money received as a result of the re-evaluation of the Township properties which have been expropriated be designated for use in the rural areas of the Township and that specific projects be evaluated at that time for the allocation of those funds. McPherson be appointed as the To~nship~s Representative to the Board of Management of the Ontario County Branch, Victorian Order of Nurses, as ~ecommended by the Executive Comittee, June 25, 1973. CARRIED Resolution # 193/73 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor J. Anderson, that Council's previous position with respect to historical documents as expressed in Resolution 224/72 be confirmed and that the Archives of Ontario be allowed to receive the original Township records as requested in their letter of April 2nd, 1973, and that the Corporation of the Township of Picketing be supplied with a microfilm copy of those, documents transferred to the Archives of Ontario, as recommended by the Executive Committee, June 25, 1973. CARRIED - 10 - Resolution # 194/73 HOVED by Councillor D. Quick, seconded by Councillor D. Kitchen, that the Council of the Township of Picketing support the Resolution of the Town of Mississauga as follows: "%~EREAS Section 120 of the Highway Traffic Act, R.S.O., 1970, Chapter 202, Sections 2 and 3 requires that drivers of school buses activate their flash±ng signals when stopping to receive or discharge students upon a highway or part of a highway where the maximum speed limit is greater than 35 m.p.h. (except in the case of such highway that has separate roadways), and, WHEREAS when a school bus is stopped on a highway or par~ of a highway on which the maximum speed limit is greater than 35 m.p.h, for the purpose of receiving or discharging school children, the driver of a vehicle, (a) when overtaking a school bus on which the words "do not pass when signals flashing" are marked and two red signal-lights are illuminated by intermittent flashes; and (b) when meeting on such a .highway, other than a highway with a median strip, a school bus on the front of which two red signal-lights are illumunated with intermittent flashes, ~,HEREAS due to these requirements, confusion exists among motorists as to when they should or should not stop, and, I~HEREAS as a result of this confusion a hazardous situation is created for motorists and students; THEREFORE BE IT RESOLVED THAT the Minister be petitioned to amend the Highway Traffic Act, R.S.O., 1970, Chapter 202, Sections 2 and 3 to require that school bus drivers activate their flashing signals each time a school bus stops to receive or discharge students, regardless of the speed limit upon any highway (not separated by a "median strip") and that motorists be required to stop regardless of their direction of travel when overtaking a school bus or when meeting a school bus on any highway (not separated hy a '~edian strip~) and further that the Ontario Traffic Conference and Ontario Municipalities with populations over 10,000 be requested to endorse this resolution.~ CARRIED Resolution # 195/?~ MOVED by Councillor D.
