Moved by Councillor D. Quick, seconded by Councillor
K. Matheson, that the minutes of %he Council meeting
held on May 7th, 1975, be adopted as amended.
1. Resolution #119/73 to Show recorded vote.
2. B~ief report on ~evenue f~om sale of all licences
in the Township for the years 1971, 1972, and 1973 -
for c?mpamison - and not 1972, 19~73.

1. Mr. Wayne Tanenbaum did not appear, but left message
with the Clerk that he wished his application fop the
pDoposed subdivision (Runnymede Development Co~p. Ltd,)
deferred to June ~th, 1973 Council meeting.
Council agreed to the request.

2. Mr. W. T. MoGrenere, Solicitor acting on behalf of
M~. F. Hattleman appeared before Council.
Moved by Deputy Reeve G. Ashe, seconded by CouncilloD
J. Anderson, that M~. McGrenere be heard.
Mr. Mc~enere pleaded M~.Hattleman's case requesting
Council to reverse their previous decision made by
Resolution #120/73 - May 7/73 Council meeting.
M~. Mc~enere p~oduced evidence of his client's health
in the form of a letter f~om Dr. Edward S. C. Lee and
a letter from M~. R. W. PDice, P. Eng. Asst. County EnEineep,
accepting the entrance to M~. Hattleman's p~operty as
being satisfactory and fumther, submitting photographs of
dDive entrance.
After considerable discussion, the Council ~egDetfully
Dejected the plea to change its position taken by
Resolution #120/73~ to accept the recommendation of
the Planning Board to not approve the application to
separate a 1. S acre parcel f~om Mr. Hattleman's total
holdings.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
D. Kitchen, that whereas Community Centre gr~nts for
municipalities with populations in excess of 25,000
have been reinstated by the Ontario Provincial
Government;
AND WHEREAS the Township is eligible to receive $20,000.00
grants for the Dun Hoore and Bay Ridges Park projects;
AND W~tEREAS these two park p~ojects are in need of
additional funds in order to complete these projects;
~D WHEREAS the revenues for the above noted grants
have not been budgeted for in 19731
BE IT THEREFORE RESOLVED that $10,000.00 for each of
the pro~ects be allocated to aid in the completion of
club houses and floodlighting as recommended by the
Executive Committee, May lg, 1973.

Resolution #128/73
MOVED by Deputy Reeve G. Ashe, seconded by Councillor
K. Matheson, that whereas Canada Week will be celebrated
during the week of July 1st, 19731
~uND WHEREAS the Township of Picketing a~Long with all
other communities across Canada have been invited to
participate in the event;
BE IT THEREFORE RESOLVED that the Council of the
Township of Picketing mark this significant event of
national pride by p~oclaiming the week of June 25 to
July 1 "Canada Week" in this Township.
CANADA WEEK PROCLAMATION
To honour Canada, our land created by the
fusion of two founding cultures, enriched by
the contribution of many other cultures,
fatherland of all Canadians;
To honou~ this country, home of over 22,000,000
people, proud of their heritage and the freedom
they enjoy;
To honour this land of peace and prosperity,
this promised land of untold resources;
To honour this country which is ours, of which
we all are proud, I hereby proclaim the week of

Resolution #129/73
MOVED by Councillor D. Kitchen, seconded by Deputy Reeve
G. Ashe, that the Council of the Township of Picketing
provide temporary access over the 1 ft. reserve to
Pineridge Management Construction during the construction
period of the 32,000 sq. ft. addition to the Harvey
Hubbell Industrial Building, subject to entering into
a satisfactory agreement prepared by the Township
Solicitor, setting out conditions and specifications
established hy the Township Engineer regarding the
temporary access, as recommended by the Executive
Committee, May 1~, 1973.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
D. Quick, that whereas the Picketing United Community
Fund has met with representatives of the Town of Ajax
in an attempt to gain their communitv support in
becoming a member of the Ticketing United Community
Fund;
~ND WHEREAS an agreement has been reached whereby the
Town of Ajax is now actively participating in the
Picketing United Community Fund;
AND WHEREAS it is desirable to change the name of the
Picketing United Community Fund to the Ajax-Picketing
Community Fund;
AND WHEREAS consent of the Township of Picketing is
required with respect to the use of Picketing within
the name;
BE IT THEREFORE RESOLVED that the Council of the
Township of Picketing give consent to the application
of the Picketing United Community Fund for Supplementary
Letters' Patent changing its name to the A~ax-Pickering
Community Fund and to the use of the name the Ajax-
Picketing Community Fund.

MOVED by Councillor K. Matheson, seconded by Councillor
D. Quick, that the Council of the Township of Picketing
adopt the Engineer's Report No. E-~/73, Local Improvement
A~ea No. 27, Rosebank Area Sanitary Sewers, and
authorize the preparation of the necessary by-laws and
obtain the approval, of the Ministry of the Environment,
and the Ontario Municipal Board.

MOVED by Councillor D. Quick, seconded by Councillor
J. Anderson, that whereas the Municipality of the
Township of Picketing requires convenient location for
storage of winter sand supplies;
AND WHEREAS the present location is under lease from
Mr. Hartwin Lang (Part Lot 30, Range 3) at a monthly
rate of $75.00;
AND WHEREAS the present lease terminates as of September
30th, 1973, upon receipt of four months' notice;

AND WHEREAS the Township presently stores approximately
1500 tons of sanJ which would have to be removed, along
with the shack,
AND WHEREAS in the opinion of the Township Engineer,
based on the view of the existing uncertainties of
the pending announcement of Regional Government, it is
recommended that the lease agreement be extended for a
further year at the demanded rental of $125.00 per
month;
BE IT THEREFORE RESOLVED that Council approve the
recommendation of the Township Engineer extending the
lease for a further year and at the rental of $125.00
per month.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
J. Anderson~ that the Reeve and Clerk be authorized to
petition the Ministry of Transportation and Communica-
tions for subsidy on the amount of $193,000.00 for
1973 expenditures, for roads and streets construction.

MOVED by Councillor D. Kitchen, seconded by Councillor
D. Quick, that whereas the Council of the Township of
Picketing deems it expedient to apply for a loan under
the Winter Capital Projects Fund as described in the
Memorandum of the Treasurer of Ontario dated March 1,
1973, in respect of the following project, namely --
Renovation of the Rouge Hill United Church for purposes
of a branch library for Picketing Township Public
Library Board, hereinafter referred to as "the project";
AND WHEREAS the project is, in the opinion of the Council,
a municipal project within the meaning of the above-
mentioned Memorandum;
AND WHEREAS the project would be additional to what was
contemplated or planned previously by the Council through
to May 31, 1975~
AND WHEREAS the other requirements of the above-mentioned
Memorandum have been complied with;
NOW THEREFORE be it resolved that application be made to
the Treasurer of Ontario for a loan in the amount of
$16,500.00 to assist in the financing of the project under
the Winter Capital Projects Fund.
Subject to approval of the Ontario Municipal Board.

D. Quick, that the tender of Shell Canada Limited for
the supply of Fuel Oil for the period June 1973 to June
1974 be accepted in the amount of 19.41¢ per gallon,
subject to any industry-wide increase in the wholesale
bulk wagon price of Fuel Oil.

adopt the recommendation of the Engineer with respect to

D. Quick, that the Council of the Township of Picketing
adopt the recommendation of the Engineer with respect
to Sanitary Sewer Service Connections as detailed in
his memorandum of May 17, 1973, for the period of
1973 - 1978.

D. Quick, that the Council of the Township of Picketing
accept the offer to purchase 1.5 acres of industrial
land at $13,000.00 per acre in Part Lot 19, Range III,
Broken Front Concession, made by Allen R. Gear (Tool g
Die) and further, that authority be granted to have the
legal plan of survey prepared and that the Reeve and
Clerk be authorized to execute the necessary documents
to bring this transaction to a satisfactory conclusion
subject to approval of the Township Solicitor, as recommended
by the Executive Committee, May 22, 1973.

accept the offer to purchase 2-1/2 acres of industrial
land at $16,000.00 per acre in Part Lot 19, Range III,
Broken Front Concession made by Sleepmaster Ltd. and
further that authority be granted to have the legal
plan of survey prepared and that the Reeve and Clerk
be authorized to execute the necessary documents to
bring this transaction to a satisfactory conclusion
subject to approaval of the Township Solicitor, as
recommended by the Executive Committee, May 22, 1973.

By-Law Number ~345/73 - Third Reading
The Committee of the Whole arises and reports the
By-law as read.
Councillor D. Quick, seconded by Councillor K. Matheson,
moves that the report of the Committee of the Whole
on By-law Number ~395/73, to authorize the construction
and financing of the expansion to the second ice pad
for the Don Beer Sports Arena., pursuant to Section 352,
para. 74 of The Municipal Act, R.S.O., 1970, c.28~, as
amended, be adopted, and that the said By-law be now
read a Third Time and PASSED, that the Reeve and Clerk
sign the same, and the Seal of the Corporation be
affixed thereto.

moves that By-law Number 4366/73 to authorize the
execution of a Site Plan Agreement between the Township
of Picketing and Bulk Carriers Limited be now read a
second time, and that Council go into Committee of the
Whole thereon.

the Township of Picketing Committee of Adjustment be now
read a second time, and that Council go into Committee
of the Whole thereon.

moves for leave to introduce a By-law of the Township
of Picketing to authorize the execution of an agreement
between Pineridge Management Construction and the
Township of Picketing (authorize temporary access over
the one foot reserve from Dillingham Road to the Harvey
Hubbell Canada Ltd. land, Pt. Lot 19, Range 3) and that
same now be read a first time.

1. A by-law to authorize the execution of a Site Plan
Agreement dated May 1, 1973, between the Corporation
of the Township of Picketing and the Toronto-Dominion
Bank.

(V) OTHER BUSINESS
The Clerk submitted a draft by-law authorizing the
execution of the agreement between the Township and
J.D.S. Developments Ltd. in regard to land exchange
Part Lot 22, Cone. 1, advising that there was some
urgency in having this agreement executed, and that
this had been discussed and approved by the Executive
Committee at their meeting of May lq~ 1973.
By-law deferred to June qth, 1973 meeting.

Deputy Reeve G. Ashe, seconded by Councillor K. Matheson
moves for leave to introduce a By-law of the Township
of Picketing to confirm the proceedings of the Council
at its meeting held on the 22nd day of May, 1972, and
that same now be read a first time.

moves that By-law Number q370/73 to confirm the proceedings
of the Council at its meeting held on the 22nd day of
May~ 19722 be now read a second time, and that Council
go into Committee of the Whole thereon.

as read.
