Prior to p~oceeding with the business placed on
agenda, it was moved by Councillor D. Quick, alld

WaterT~ont Advisory Committee, be heamd.
N~. McCamten ~eported on the results of Cou~cil's
action in respect to the financial aid given to the
homeowners whose homes a~e endangered by the
water levels of Lake Ontamio. He stated that the
help came at an appropriate time and that with the
help o.f some 200 volunteers, the sandbagging effo~t~
co-ord~nated by Emergency Heasu~ed O~ganiza~ion,
Was a total success.
H~. McCamten extended on behalf of the homeowner~,
thei~ sinceme appreciation to Council fo~ theiP
financial assistance.
He went on to say that a number of the ~esident
p~oper~y owner~.a~e now ready to sell theip
to the Hetropolztan To~onto and Region Conser~atio~
Authority.
Col. S. Wotton, Emergency Heasumes Organization
Co-omdinator, also e~ssed thanks to Council fo~
thei~ aid and pointed out that this effort ~esulted
in some aid f~om the other levels of Government, the
Hinistry of Transportation and Communications. This,
however, was limited since much of the men and
equipment was committed to road work.
H~. Wotton ~equested the Reeve to meet with him and
representatives from the Hinistr~ of the Envi~onmen~
at the Chesterton Shomes lcoation at 10 a.m., Hamch
20, 1975. It is expected that this government body
will get more involved in the problem.

Reeve J. R. Williams commended the volunteer worke~
for their efforts and also made reference to the
telegram which he sent to the Solicitor ~eneral of
Ontario, soliciting aid from the senior levels of
government.
Hr. J. Kruger and Mr. J. Hackte also voiced ~heir
thanks and appreciation to Council.
2. H~. S. Midanik, Solicitor for J.D.S. Developments
Limited, appeared with respect to servicing the
North side of Highway #2 and Liverpool Road re
Picketing Developments.
Moved by Deputy Reeve
Hrs. J. L. McPherson, that Hr. S. Midanik be heard.
~. Midanik referred to his client's plan of subdivisAon
under file 18T-23~78 and requested that Council give
this plan priority.

3. Hr. Perce Young of Merrick, Young, appeared on
behalf of Brock Development Co. with respect to
their proposed plan of subdivision, Lot 19, Conc. 1
Moved by Deputy Reeve G. Ashe, seconded by Hrs. J. L.
McPherson, that Mr. Perce Young be heard.
Mr. Young advised the Council that Brock Developments
would consent to the amendments to their proposed
plan for Lot 19, Conc. 1, changing the density in
Blocks B and E from iS To 16 units and also agreeing
to the
ft.
Mr. Dean Rivett, Conservation Officer, Ministry of
Natural Resources, was ~o appear with respect to a
three-day open deer season in November of 1973.
The Clerk advised Council that Mr. Rivett was on
business out of the area and would be unable to
appear this evening, and requested that his hearing
be postponed to the next Council meeting scheduled
for April 2, 1973.

advised that the Township considers that the Bay
Road Sewage Treatment facilities are adequate for
the J.D.S. development and that the Minist-~y proceed
with the processing of the draft plan of subdivision,
File 18T-23~78.

MOVED by Deputy Reeve G. Ashe, seconded by CouncAllor '
D. Quick, that the Council of the Township of Pickerin~
adopt the Engineer's report on Statistics Engineering
Sewer and Water Facilities dated March 2, 1973;
AND implement the above hy the following:
1. The Province must approve the p~oposed interim
expansion if their own proposals cannot be
completed in time to serve the expected rate of
growth and Council must determine who is to
apply for Provincial approval.
2. The Developers must agree to finance the interim
expansion of trunk and treatment facilities and
as a minimum, the financing of the ~01 Trunk
interceptor until the Province is prepared to
incorporate this interceptor as part of their
ultimate trun? sanitary sewer system p~oposals.
3. The Township and the Province should agree to
facilitate the construction of the ~01 trunk
sewer by expropriating or use of the 401 Right-
of-Way where necessary.
4. The Tcwnship Council must determine whether
accompanying industrial assessment will be a
requirement, where it will he located and
how it should he serviced if done on an interim
basis.
$. The Township Council should request P~ovincial
approval for the interim trunk watermains requi~ed.
should their own proposals not be available to
supply the expected rate of growth, and the
application be made to the Provincial Government
for an applicable and partially forgiveable loan
within the capital works program for the interim
expansion of the existing Bay Road Sewage
Treatment Plant.

D. Quick, that the Council of the Township of Picketing
adopt the Resolution of the City of St. Catharines,
as follows:
"WHEREAS the water levels in the Great Lakes and, in
particular, Lakes Ontario and Erie, are of such a
high level as to cause concern to the general public;
AND WHEREAS as a result of such high water levels,
considerable erosion has bean caused to the shorelines
bordering on the said lakes;
AND WHEREAS substantial and continuing damage has
been caused to property owners bordering on the said
lakes;
AND WHEREAS public beaches and recreation areas have
been adversely affected hy these high water levels;
AND WHEREAS it is compellingly apparent that immediate
steps must he taken to alleviate the damage and
loss suffered as a result of the high water levels
and to prevent such high water levels from occurring
in the future;
THEREFORE BE IT RESOLVED that the Council of the
Corporation of the City of St. Catharines petitions
the Government of Ontario and the Government of
Canada to -
(a) Conduct an investigation into the water levels
of the Great Lakes system;
(b) Determine proper steps that might be effected
immediately to reduce such levels now;
(c) Formulate a policy and enunciate steps to be
taken to prevent further high water levels and
ensuing damage and loss in the future;
provided that such investigation to he effected by
way of Royal Commission or Task Force or jointly

K. Matheson, that the Council of the Township of
Pickerin~ support the request of the A~ax Junior
Chamber of Commerce and that a contribution be made
to the A~ax, PickerinE and Whitby Association for
Retarded Children in ~he amount of $8,000.00 to
assist in the construction of an addition to the
training school for the Ajax, Whitby, and Picketing
Association for Retarded Children, and further,
that this contribution be applied to the 1973
budset, as recommended by the Executive Committee,
Hatch 12, 1973.

Resolution #61/73
MOVED by Councillor D. Quick, seconded by Councillor
Matheson, that the Council of the Township of
Picketing adopt the report of the Committee (on the
Waterfront properties affected hy the high water
levels of Lake Ontario) with the exclusion of Item ~
(a) (h) and (c) - said recommendation being:-
1. That Council support the self help works of the
ratepayers where properties are endangered by:
(a) Using the Municipality's purchasing power
to secure sand bags, cement and sand
required by the residents' protective
works.
(b) Consider financial support towards the
purchase of the sandbags, cement and sand.
2. That the Emergency Measures Organization under
CoL Wotton co-ordinate the residents' efforts
to maximize the effect of any aid given.
3. The Council authorize the Reeve to ask the
Provincial Solicitor General to petition the
appropriate Federal Authority for Canadian
Armed Forces' assistance since the lakesho~e
protection required exceeds the Municipality's
financial and technical resources. And further,
that Council advise the Solicitor General that
it is their opinion that such Armed Forces
assistance should be provided without Municipal
payment since it is their opinion that the
control of the lake levels and the shores that
are affected by same are within the jurisdiction
of the Federal Authorities.
AND FURTHER that the Township of Picketing grant
financial aid to those property owners whose
properties are affected, to the extent of $9,000.00
charging this to the 1975 budget.
As recommended by the Executive Committee, March 12,
1973.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
D. Quick, that whereas the rising level of Lake
Ontario has created a hazard to property within the
territory of the Township of Picketing;
AND WHEREAS the Township of Picketing has no jurisdiction
over Lake Ontario or the level of same;
AND WHEREAS the Township of Picketing felt morally
obligated to give immediate relief to the effected
ratepayers and accordingly approved the immediate
expenditure of $9,000.00 for sandbags and cement~
AND WHEREAS the Minister of the Environment for Canada
indicated that 50% of the amount spent for such
purposes will be reimbursed to the Municipalities,
the Minister of the Environment of Ontario is hereby
asked to submit our request to his Federal counterpart
in Ottawa for the reimbursement of $4,500.00, represent-
ing 50% of the immediate expenditure caused by the high
level of Lake Ontarip;

MOVED by Councillor K. Matheson, seconded by Deputy
Reeve G. Ashe, that the Council of the Township of
Picketing adopt the report of the Township Manager
on septic tank disposal; that the responsibility of
this problem be placed totally with the Oshawa-Ontario
County Health Unit, as provided for under Article lq
of The Public Health Act, and further that Resolution
#906/71 be rescinded, as recommended by the Executive
Committee, March 12, 1979.

Centres of Altona and Atha are being acquired by the
Federal Government as part of the land acquisition
for the proposed international airport;
AND WHEREAS these properties were originally acquired
by the Municipality through the contribution of funds
made available by Mr. A. Latcham in the amount of
$1,500.00 for each property~
AND WHEREAS the residents of the area have requested
that the money so allocated be redistributed to
Claremont and Mt. Zion Community Centres~

Atha Community Centre that the kitchen units located
therein be removed and relocated in the Mt. Zion
Community Centre~
BE IT THEREFORE RESOLVED that the Council redistribute
the $1,$00.00 contributions as made to the Altona
and Atha Community Centres, and further that the
Kitchen units at Atna be relocated at the Mt. Zion
Community Centre when available.

of the Executive Committee and accept the offer of
Purchase and Sale received from Circle F Canada Ltd.

located in Part Lot 18, B.F.R. S at the purchase
price of $1S,000.00 per acre subject to the Township
Solicitor's approval.

of the Executive Committee, that Council accept the
SO day option to purchase 2S acres of Picketing

B.F.R.S in accordance with the letter received from
the proposed purchaser dated March 16, 197S.

Motions
1. The motion to approve the draft plan of subdivisiion
Departmental File 18T-22590 by D. Miklas and Associates
in respect to lands East of Whites Road and South of
Oklahoma Drive was deferred. (Lookout Point)
Mr. D. Miklas of D. Miklas and Associates appeared
before Council in support of his clients' plan of
subdivision.
Mr. H. F. Newman also appeared requesting permission
to speak.
Moved by Councillor M~s. J. L. McPherson, seconded
by Deputy Reeve G. Ashe, that M~. Newman be heard.
Mr. Newman did not oppose the plan of subdivision
but rather the type of housing proposed for the
development. He was of the opinion that the land
is such that it should be developed more as a
prestige type of subdivision with more single type
homes and less semi-detached dwellings and lot size
frontage of not less than $0 feet.
Mr. Miklas pointed out that over S0% of the semi-
detached lots are 70 feet width or better, and

other lots with less width have greater depth
resulting in most cases with the same or greater
square foot area than lots with 50 ft. frontage.
MOTION
Moved by Councillor K. Matheson, seconded by Councillor
D. Kitchen, that the Council defer action on this
proposed plan of subdivision until further information
is made available to Council by the Board of Education
in respect to their total requirements in the area,
and further, that Council await the results of the
interim development study plan of the West Shore
area which is now underway in the Planning Department.

Mr. D. Willis advised Council that the first draft
plan is almost complete and should be ready for
submission to the Planning Board by mid April, 1973.

moves that the report of the Committee of the Whole on
By-law Number ~279/72, to authorize the construction
and financing of a second ice pad for the Don Beer
Sports Arena, be adopted, and that the said By-law be
now read a Third Time and PASSED, that the Reeve and
Clerk sign the same, and the Seal of the Corporation
be affixed thereto.

Community Teen Centre Board was deferred.

responsibility is made and further that Council is
the appointed Community Centre Boamd appointed by

2. The by-law to authomize the execution of an Agreement
between the Township and the Bmougham Citizens'
League (lease agmeement me fime hall fop pumposes of
housing fime equipment) was defemmed.
The disposition of the Brougham Fire Hall is in
question as to whether it has been expropmiated by the
Fedemal Government. The Fire Chief to investigate-'
and to determine whether the new agreement should.
be with the Brougham Citizens' League om the Fedemal
Government. If the Federal Government has expropmiated
the Fime Hall, then the Fire Chief should detervaine
from the Federal Government the altemnative provision
for fire protection for the citizens of Fire Area #5
(Brougham).
(VI) OTHER BUSINESS
1. Reeve Williams meported on the sumvey made by M~. J.
M¢Camten in respect to the wishes of the Chestemton
Shore pmoperty owners and whether they wish to have
their lands included in the waterfmont pmog~am
initiated by the Metropolitan Tomonto and Region
Conservation Authority, it being repomted that a
majority of home ownems are willing to sell to M.T.R.C.A.
He went on to advise that he has requested M.T.R.C.A.
to include Chesterton Shomes within their program,
which will be given serious consideration and
eventually mesubmitted back to Council for their
approval.
2. Alyssum St. - No left turn - bmiefly discussed. (A
petition of ~0 names was submitted in opposition to
memoval of the sign.)
3. Pamking on Bayly St. - Await Police Chief meport for
refemence to Executive Committee.
