Quick, that the minutes of Council meetings held.on FebruaPy 19th and FebruaPy 2S, 1973, be adopted as pPesented. CARRIED (II) DELEGATIONS 1. Moved by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, that Mr. Perce Young of MerPick, Young, Barristers and Solicitors~ be heard. MP. Young read from a prepared bPief setting out the~ proposal~ "Brock Development Company fop Lot 19, Cone. 1 Township of Picketing". (See brief -- letter dated February 26~ 1973.) The motion to adopt the draft plan of subdivision was lost, basically due to clause (g) (i) where a membeP of Council suEgested that he could only support ~he plan if density in Block ~'B~' be reduced fPom a maximum of 18 units to 16 units pep acre. Mr. Young was of the opinion that there was adequate space to take care of the 18 units pep acPe because of ~he undePground parking being provided. The Council requested and the subdivideP agreed, to the ~S ft. lot frontage in lieu of the ~0 ft. frontage as previously recommended in clause (g) (viii). In suppoPt of the ~0 ft. fPontage~ M~. Willis, Planning DiPectoP explained that since the gaPage is now built in the front yard, the usual side yaPds of wider widths are no longe~ required. 2. Moved by Deputy Reeve G. Ashe, seconded by CouncilloP M~s. J. L. McPhePson, that MP. A. D. Silver, of Goodman and Carr~ be heard. M~. Silver~ repPesenting J.D.S. Investments, was seeking a reduction in the capital contPibutions to the Township, now set at ~700.00 for first bedPoom plus $150.00 per additional bedroom. He would like a capital levy~ mo~e in the area of $$00.00 pep unit, which now exists in some neighbouring municipalities. - 2 - 6/73 Motion Moved by Councillor. D. Quick, seconded by Deputy Reeve G. Ashe, that the request made by Mr. A. Silver on behalf of J.D.S. Investments for a reduction in levy fees be referred to the Executive Committee, and further, that M~. Silver prepare a proforma statement on the financial effects these levies would have on J.D.S. Investments for submission to the Township for the March 12 meeting. CARRIED Moved by Councillor D. Quick, seconded by Councillor D. Kitchen~ that Mr. Peter W. Story, Vice-President, Ajax Junior Chamber of Commerce, be heard.re financial aid for a capital project, the A%ax-Piekering Association for Retarded Children. See General Information and Needs dated December 8, 1972, submitted by M~. Story. Motion Moved by Councillor D. Quick, seconded by Councillor Mrs. J. L. McPherson, that the request for financial support to assist the Ajax, Picketing and Whitby Association for Retarded Children, be referred to the Executive Committee for further consideration. CARRIED Ontario Lake Levels Councillor D. Quick introduced a new item of business dealing with the lakefront homes and the danger to them resulting from the present high water levels. Several resident home owners from Chesterton Shores were present in the Council Chambers represented by Mr. John McCarten, Chairman of the Picketing Waterfront Advisory Committee, who expressed the concern of these home owners and that they would endorse any assistance the Council could give. Mr. McCarten also advised that the resident home owners were prepared to deed their shoreline land to M.T.R.C.A. hoping that M.T.R.C.A. would improve and supervise the areas assumed. Motion Moved by Councillor D. Quick, seconded by Councillor D. Kitchen, that the Council of the Township of Picketing endorse the recommendation contained in the Engineer's Report dated March 2nd, 1973, and further, that the Engineer, Mr. P. Poulsson, P. Eag. meet with Mr. J. McCarten, Chairman of the Picketing Waterfront Advisory Committee, together with Mr. S. Wotten, E.M.O. representative to discuss the ways of practical assistance that could be extended to the citizens along the waterfront whose properties are endangered by the high levels of Lake Ontario. Quick, that the Council of the Township of Picketing accept the recommendation of the Parks and Recreation Director to expand the Dial-A-Bus service to include Zone 5 and that the said service take effect by March 12th, 1973, as recommended by the Executive Committee, February 26, 1973. Kitchen, that the Council of the Township of Picketing recommend that the Ontario County Council amend its by-law ~2845/71 by eliminating the ~'no left turn'~ at the intersection of Sandy Beach Road and Alyssum St., and further that a traffic survey be made at this intersection, as recommended by the Executive Committee,. Ashe, that the application by Brock Developments Corporation for amendments to the Official Plan in respect to lands West of Brock Road between Kinzston Road and Highway ~01 be approved, such amendments to comprise the following:- (a) Map Schedules I and IIA Land Use and Community Plan - be amended by the deletion of ~'Industrial" along the North side of Highway ~01 between Brock Road and the Hydro Electric Power Commission Right-of-Way and its substitution by ~'Residential"-"Commercial-Highway" and "Commercial-Local~ designations. (b) Map Schedule IIB Road Proposals - be amended by the relocation of the Collector Road between Brock Road and Valley Farm Road along the northerly side of Highway ~01, north and east to intersect with Brock Road midway between Kingston Road and Highway g01. Ashe, that the offer to purchase approximately 2.75 acres of industrial land at $12,000.00 an acre, as submitted by Cardinal Corrugated Containers Ltd., for the land known as Part Lot 18: B.F.R. III, Plan q0R-812, be accepted, and further that authority be granted to have the Legal Plan of Survey prepared and that the Reeve and Clerk be authorized to execute the necessary documents to bring this transaction to a satisfactory conclusion, "' subject to the approval of the Township Solicitor and approval by the Ontario County Health Unit as to the installation of a septic tank unit, as recommended by the Executive Committee in Closed Session, February 15, 1975. Quick, that whereas The Public Transportation and Highway Improvement Act requires the submission of a statement of proposed expenditures for r~ads to the Ministry of Transportation and Communications for approval; AND WHEREAS the normal expenditures for the year 1973 for road construction and maintenance is estimated at $830,560.00 with subsidies estimated at THEREFORE the Council of the Corporation of the Township of Picketing adopts the estimated expenditures and subsidies and submits same to the Ministry of Transportation and Communications for approval. CARRIED (VI) OTHER BUSINESS 1. Senior Citizen Units The Council made reference to lc%rets received from Ontario Housing Corporation dated February 27, 1975, and February 7, 1973, and in particular, to the letter of February 7, 1973, paragraph 3 of this letter which in essence suggests that a joint rezoning application be made to permit the Senior Citizen Units and the development of the residual 2.~ acres to erect 24 semi- detaohed units. Motion Moved by Councillor D. Quick~ seconded by Councillor Mrs. J. L. McPherson, that the suggestion as made in the Ontario Housing Corporation's letter of February 7, 1973, that a joint application for rezoning be made to permit the Senior Citizen Units and the development of the residual 2.4 acres to erect 24 semi-detached units be rejected. CARRIED 2. Community Centre Councillor D. Kitchen,requested That Council reconsider its position in respect to scheouling a meetin~ to discuss the proposed Bay Ridges Community Centre and the use of certain lands fop this purpose at the present site of the Sir John A. MacDonald School in Bay Ridges by suggesting that the meetin& with the School Board be scheduled as early as possible. Motion Moved by Councillor D. Kitchen~ seconded by Councillor D. Quick, that the Council appoint a Committee of three composed of Reeve J. R. Williams, Deputy Reeve ~. Ashe, and Councillor D. Kitchen to meet with the Ontario County Board of Education to discuss the use of certain lands at the Sir John A. MacDonald School in Bay Ridges for the purpose of constructing a Community Centre. Proposed Amendment No. 30q to the Official Plan for the Scarborough Planning Area. Councillor Kitchen made reference to a letter received from the office of the Ministry of Treasury~ Economics and Intergovernmental Affairs inquiring as to Council's intention~ whether the Township will pursue their objection to the proposed amendment. Moved by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Plans Administration Branch of the Ministry of Treasury~ Economies and Intergovernmental Affairs be advised that the Township of Pickering will request a hearing before the Ontario Municipal Board to oppose the proposed amendment #304 to the Official Plan for the Searborough Planning Area. McPherson, that this Council express their thanks and appreciation to the Fire Departments of the Towns of Uxbridge and Whitby for the assistance in co-operating with our Fire Department to contain the fire in the Village of Claremont re Cooper's Hardware. CARRIED The Council also wished to recognize the appointment of Mr. Earl Campbell as Fire Chief for the voluntary firefighters of Fire Area #3, Brougham, replacing retired Fire Chief Mr. Ross Knox. Quick, moves for leave to introduce a By-law of the Township of Pickering to confirm the proceedings of the Council of the Corporation of the Township of Pickering at its meeting held on the 5th of March, 1973 and that same now be read a first time. Ashe, moves that By-law Number 4326/73 to confirm the proceedings of the Council of the Corporation of the Township of Pickering at its meetina held on the 5th of March, 1973, be now read a second time, and that Council go into Committee of the Whole thereon.
