Township of Picketing and further that authority be

Kesolution #2~/73
MOVED by Councillor D. Quick, seconded by Councillor
K. Matheson, that whereas by Resolution #38~/72 the
Council accepted the Clerk's report on the completeness
of a petition for a watermain local improvement on
Dunchurch St. and instructed the Township Engineer to
prepare a report on the feasibility of said local
improvement;
AND WHEREAS the Engineer prepared the report No. E-3/73
and submitted same to Council;
BE IT THEREFORE RESOLVED that the Council of the Township
of Picketing adopt the Engineer's report No. E-3/73
Dunchurch watermain local improvement, and authorize
that the necessary by-laws he prepared and approvals
obtained that this project can proceed.

Resolution #25/75
MOVED hy Councillor J. Anderson, seconded hy Councillor
D. Quick, that the Council of the Township of Picketing
adopt the recommendation as set out in the staff report
dated January 23, 1973, and that the Ontario Housing
Corporation proceed with the Krosno-Foxglove site for the
initial Senior Citizens' Development, and further, that
it he recommended that at least one of the three si~es
mentioned - I, II, III, he earmarked for future Senior
Citizen Development projects, as recommended by the
Executive Committees January 29, 1973.

adopt the Water and Sewer budget as presented, for the
year 1973, and further that the Police Budget be adopted
for the year 1973, as recommended by the Executive
Committee in Closed Session, January 29, 1973.

Resolution #27/73
MOVED hy Deputy Reeve G. Ashe, seconded by Councillor
D. Kitchen, that the Council of the Township of Picketing
endorse the action taken by the Clerk to appeal the
Decision of the Assessment Court of Review to reduce the
1972 assessment affecting the 1973 taxes of those farms
now before the Ontario Municipal Baord, as ~ecommended
by the Executive Committee in Closed Session, January
29, 1973.

MOVED by Councillor D. Kitchen, seconded by Deputy
Reeve G. Ashe, that the Council of the Township of
PickePing accept the ~ecommendation of the Township
Solicitor to attempt a settlement of the Holmes and
ClatwoPthy expropriation as recommended by the
Executive Committee in Closed Session, January 29, 1973.

Resolution #29/73
MOVED by Councillor M~s. J. McPherson, seconded by
Councillor D. Kitchen, that the Council of the Township
of Picketing adopt the report of the Township Enginee~
relative to Septic Waste Disposal and that no application
be approved without submission of the following information
with each application.
(a) A site plan showing detailed location, ownership
and proposed methods of preparing the site, is
submitted. This plan should show existing and
proposed levels prepared by a qualified Surveyor
and definitely demonstrate that the waste can be
dispos~ of without x~u%-off into existing d~ainage
coumees a~d w~thout ponding.
The proposal should also demonstrate that the site
will permit p~oper spreading of the waste from the
tank trucks and that dishing and plowing are feasible
to nontrol odou~.
(b) W~itten evidence that the Health Authorities have
approved the plan and p~oposed method of disposal
and that they a~e prepared to issue a license and
police the area.
(c) ~ritten evidence that the Owner of the lands has
agreed to the p~oposed use if the owner is not the
applicant.
As recommended by the Executive Committee in Closed
Session, January 29, 1973.

Resolution #30/73
MOVED by Councillor K. Matheson, seconded by Councillor
J. Anderson, that the Council of the Township of Picketing
accept the recommendation of the Parks and Recreation
Director that Mr. T. W. Beddall be hired for the purpose
of designing a suitable Club House for the Dun-Moore and
Sandy Beach Road Athletic Fields with specific attention
being made to the footing specifications, for a total
fee of $2,800.00, as recommended by the Executive Committee,
~anuary 29~ 1973, in Closed Session.

A motion was made to have Resolution #29/73 deferred until
further information for Council could be provided. The
Council wished to know whether Metro Toronto would accept
septic tank effluent from neiEhbouring municipalities. The
motion, moved by Councillor D. Kitchen, and seconded by
Councillor J. Anderson was lost.
Instruc~ions:-0btain from Metro their policy respecting
acceptance of septic effluent from the Township of Pickering.
Resolution #31173
MOVED by Councillor D. Quick, seconded by Councillor
K. Matheson, that whereas a petition for water local
improvement along Kingston Road from 600 feet East of
Brock Road to Notion Road and on Southview from Kingston
Road to the South limit of Southview was successfully
completed;
AND WHEREAS the Township Engineer has completed his
report E-2/73 as to the feasibility of the proposed
project, and submitted same to Council.
BE IT THEREFORE RESOLVED that the Council adopt Report
No. E-2/73 and authorize the preparation of the
necessary by-laws to initiate the local improvement and
obtain the approvals of the Ministry of the Environment
and Ontario Municipal Board, so that this project can
get underway.

MOVED by Councillor J. Anderson, seconded by Councillor
D. Quick, that the sum of $92,925.62 representing reserve
for road equipment purchases he transferred to the General
Fund subject to approval of the Ministry of Treasury,
Economics and Intergovernmental Affairs, as recommended
by the Executive Committee in Closed Session, January
29, 1973.

By-Law Number ~310/73
Councillor D. Quick, seconded by Councillor D. Kitchen,
moves for leave to introduce a By-law of the Township of
Picketing to authorize the execution of an agreement
bet-ween the Township of Picketing and Alliance Building
Corporation Limited, and that same now be read a first
time.
Councillor D. Quick, seconded by Deputy Reeve G. Ashe,
moves that By-law Number q310/73 to authorize the execution
of an agreement between the Township of Picketing and
Alliance Building Corporation Limited be now read a
second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-law
as read.

moves that the report of the Committee of the Whole on
By-law Number q310/73 be adopted, and that the said
By-law be now read a Third Time and PASSED, that the
Reeve and Clerk sign the same, and the Seal of the

J. Anderson, moves for leave to introduce a By-law of
the Township of Picketing to dedicate Part Lot 30,
Concession 1 as a public highway and that same now be
read a first time.

Part Lot 30, Concession 1 as a public highway he now
read a second time, and that Council go into Committee
of the Whole thereon.

J. Anderson, moves that the report of the Committee of
the Whole on By-law Number ~311/73 be adopted, and that
the said By-law be now read a Third Time and PASSED,

(VI) OTHER BUSINESS
Councillor J. Anderson advised Council of the resignation
from Planning Board of Mr. D. Elmer. Councillor
Anderson requested that a new member be appointed or
recommended next Monday, suggesting someone from the
rural area of the municipality. The Council agreed
that a by-law be prepared for their meeting of February
19, 1973.
