A meeting of the Picketing Township
Council was held on MONDAY, the
TWENTY-SECOND day of JANUARY, 1973,
at 8:10 P.M.

(I) ADOPTION OF MINUTES
Moved by Councillor Mrs. J. L. McPherson, seconded
by Deputy Reeve C. Ashe, that the minutes of the
Council meeting held on January 8th, 1973~ be
adopted as presented.

(II) DELEGATIONS
1. Moved by Councillor K. Matheson, seconded bY Councillor
D. Quick, that Mir. S. Midanik, Solicitor for
Picketing Developments Limited~ be heard.
Mr. Midanik and Mr. J. Israeli both spoke in support
of their proposed residential development to be
located between Highway #2 and Finch Ave., and Liverpool
Road and Valley Farm Roads and to seek tentative
approval of their plan.
2. Moved by Deputy Reeve G. Ashe, seconded by Councillor
Mrs. J. L. McPherson, that Mrs. Aileen M. Sloane,
President of the Ward I Community Association of
Picketing Township be heard.
Mrs. Sloane submitted on behalf of her Association,
a brief (see copy on file) which in essence sets out
their desire to participate in the future development
of their community. She asked Council to defer any
decision on the proposal by Picketing Developments
Limited until such time as their members had an
opportunity to study this plan and also expressed
the desire for her and some of their members to sit
down with the developers to see if they could arrive
at a plan that would satisfy all concerned.
Mr. Israeli expressed his views at this request
agreeing to sit down and discuss the plan, suggesting
he would be willing to relocate the sites of the
proposed high rise, constructing townhouses in these
locations. He did feel that the Township needed high
rise development, however. ~
M~s. Sloane indicated she or the people represented by her
were not entirely opposed to high rise, but rather the
intended location, suggesting these should be located
down on Highway ~2.
Mrs. Sloane expressed her desire to meet with the
developer to obtain a clearer understanding of the
p~oposed development as it will affect the Township
generally not just the immediate area around Liverpool
and Hizhwav #2.

It was agreed therefore that Mrs. Sloane and her
Association members would arrange a meeting with the
representatives of Picketing Developments Ltd. and
Township staff and report back to Council.
(III) RESOLUTIONS
Resolution #8/73
MOVED by Councillor D. Kitchen, seconded by Councillor
D. Quick, that the objections in respect to By-law
q104 be received and that application be made to the
Ontario Municipal Board for approval of By-law ql0q,
and that Subsection $ in respect to 100 foot sideya~d
setback for Industrial Buildings be the subject of an
amending by-law for deletion after further study, as
recommended by the Planning Board, January 11, 1973.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
K. Matheson, that the Council of the Township of
Picketing authorize the write off of taxes in the
amount of $3,031.53, which is distributed as follows:
Collections from Other Bodies $2,172.63 - 71.7%
General Purpose Write-Off 858.90 - 28.3%
83,031.53 100.0%
AS recommended by the Assessment Review Court and
The Ontario Municipal Board.

Resolution #10/73
MOVED by Councillor Mrs. J. L. McPherson, seconded by
Councillor D. Quick, that whereas the resident home
owners of the East Rouge area have circulated a
petition for sanitary sewers to be constructed on
their streets, namely Toynevale, Pineridge, Woodgrange,
Rodd, Bella Vista, Rosebank, Oakwood, Rougemount,
and Dyson, etc.
AND WHEREAS the said petition as circulated was sub-
mitted to the Clerk's Department of the Township of
Picketing;
AND WHEREAS the Clerk's Department has checked the
petition as to its adequacy of owners' signatures
and assessment as set out by the Local Improvement
Act;
AND WHEREAS the said petition is sufficiently signed
by the property owners representing 2/3 of the owners
and $8% of the assessed values in the area;
~/DWTtEREAS the Clerk of the Township of Picketing
has certified the said petition as being sufficiently
signed;
BE IT THEREFORE RESOLVED that the Township Engineer
be instructed to make a study as to the feasibility of
proceeding with sanitary sewer local improvement and
report back to Council, and further upon acceptance of
this report by Council, arrange for the preparation of
construction by-laws and obtain government approvals.

Note re Resolution #10/73
Councillor D. quick brought to the attention o£ Council
the fact that a petition is being submitted by the residents
of Oa]~ood Dr. (Rosebank) requesting the reconstruction of
Oakwood Dr, and asked that this be considered in the sewage
local improvement study to be made by the Township Engineer.
Resolution #11/73
MOVED by Councillor K. Matheson, seconded by Councillor
J. Anderson, that the Council of the Township of
Picketing adopt the Engineer's Report No. E-1/73,
Liverpool Road Sanitary Sewers and Storm Sewers Local
Improvement, and authorize the preparation of the
necessary by-laws and obtain the approval of the Ministry
of the Environment.

Resolution #12/73
MOVED by Councillor D. Kitchen, seconded by Deputy Reeve
G. Ashe, that whereas Section 54? (1) of Chapter 284 of
The Municipal Act does provide in part that where lands
are subdivided, the said taxes or rates upon such sub-
divided parcels shall be apportioned relative to value
at the time of the assessment;
~qD WHEREAS certain parcels of lands within the Township
of Picketing have been divided and. the apportionments
have been made in accordance to the Act and now applica-
tion is made by the Treasurer to authorize the apportion-
ment of taxes and rates in accordance to the subdivision
of land;
BE IT THEREFORE RESOLVED that Council does authorize
the Treasurer to apportion the taxes and rates against
the lands that appear on the attached list and fo~ming
a part of this resolution, and further that taxes be
levied accordingly.

MOVED by Councillor D. Kitchen, seconded by Deputy
Reeve G. Ashe, that the Council of the Township of
Picketing adopt in part the recommendation of Police
Chief Parker that the sign prohibiting left turns be
taken down at the intersection of Alyssum and Sandy
Beach Road for a trial period of 30 days without
amendment to the County by-law, and further that the
County Engineer be so advised, as recommended by the
Executive Committee, January 15, 1973.

(V,) OTHER BUSINESS
1. Weed Inspection - It was brought to Council's attention
that weed inspection will be carried out in the
urbanized areas of the Township as provided under new
legilation, and that approximately $1,S00.00 should
be set aside in the 1973 budgets fop this purpose.
Item referred to the Treasurer.
2. Dial-A-Bus - Council were advised of the official
ceremonies for the transfer of Dial-A-Bus Services
from the Ministry of Transportation and Con~nunications
to the Township of Picketing - ceremonies to begin at
11 a.m., January 29th, 1973, with the Hon. Gordon Carton,
Q.C., Minister, officiating. All members of Council
are invited.
3. The Council suggested a civic night should be organized
to honour with recognition those people who are
servicing and have served the Township of Picketing.
The Council referred this to the Executive Committee
for further discussion and planning.
