given a grant equal to the normal rental charge
of the Don Beer Sports Arena for the time involved
in running a Skate-a-thon in support of the Pickering
Minor Hockey Association on December 24th 1977,
and that this expenditure be charged to G/L Account
#2195.

dated December 7th 1977, with respect to the write-
off of unco11ectab1e taxes in the amount of $8,577.91,
be adopted.

Fisher that whereas the planning system in the
Province of Ontario, as provided for in The Planning
Act, ~equires reform in such a manner as to more
clearly ensure that the planning system and operation
of the ancillary planning process are the responsibility
of elected Municipal Councils,
AND WHEREAS the said planning system requires modification
to ensure that it operates efficiently equitably and
economically from a rational base;
NOW THEREFORE the Minister of Housing be advised
that the Council of the Town of Pickering supports
the major reform components of the Planning Act
Review Committee;
AND that as an interim measure, the Council of the
Town of Pickering is supportive of that part of the
Report recommending immediate improvements to The
Planning Act as now constituted.

For the licensing, regulating and governing of
taxicab and limousine drivers, rates and fares
to be charged by the owners or drivers of such
vehicles for the conveyance of goods or passengers,
either wholly within the municipality or to any
point not more than three miles beyond its limits,
and providing for collection of such rates or fares
and for revoking any such licences.

To authorize the execution of lease agreements between
the Corporation of the Town of Pickering and Her
Majesty The Queen In Right of Canada with respect to
the expropriation of certain properties by the Federal
Government.

moved that the report of the Committee of the Whole
on By-law Numbers 732/77, 733/77, 736/77, 737/77,
738/77, 739/77, 740/77, 741/77, 742/77, 743/77, 744/77,
745/77, 746/77, 747/77, 748/77, be adopted as amended
in By-law Number 733/77 to permit the transfer of
taxicab licences with Council's permission, and
that the said By-laws be now read a ThiIrlTime and
Passed, that the Mayor and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

Fence By-law
Councillor Kitchen declared a Notice of Motion to be
considered at the next regular Council meeting to be
held January 16th 1977:
NOTICE OF MOTION
Moved by Councillor Kitchen, seconded by Councillor
Matheson that no legal action be brought against
those persons listed in the report of the Town
Solicitor dated August 24th 1977 with respect to
certain exemptions to the Town's Fence By-law #425/76
until a new by-law is introduced making those fences
erected by those said persons conform to the Town's
requirements.

2.
Budget for Snow Removal
The Town Manager reported that the extreme weather
experienced to date has cost the Town approximately
$31,000.00 or 20% of the total winter maintenance
budget.
3.
Lot Sizes
Councillor Robertson stated that nothing.less than
twenty-two foot lots should be permitted in new
plans of subdivision.

Kitchen that the minimum frontage of lots in new plans
of subdivision be twenty-two feet.

4.
Next Regular Council Meeting
Mayor Anderson declared that the Council Meeting of
January 2nd, 1978 is cancelled, there will be a
regular Executive Committee Meeting on January 9th,
1978 and the next regular meeting of Council will
be on January 16th, 1978.

Councillor Fisher, seconded by Councillor Geraghty
moved for leave to introduce a By-law of the Town
of Pickering to confirm the proceedings of the
Council of the Corporation of the Town of Pickering
at its meeting held on the 19th day of December,
1977, and that same be now read a first, second
and third time and that the same be now finally
passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto
affixed.

Town of Pickering.

be adopted and that Council approve the 1977 expenditure
of $20,311.00 from the Replacement of Capital Equipment
Reserve Account - G/L #4611 and that $99,056.00 be
included in the 1978 General Government Budget, as
a contribution to this Reserve Account.
10.
MAINTENANCE OF MUNICIPAL BUILDING

That the tender of Ajax Floor and Rug Service for the
maintenance of the Municipal Building in the amount
of $900.00 per month be accepted and that in future
the Town Manager be authorized to negotiate the
provision of this service with an acceptable company
