Quinn Town Manager Town Clerk Deputy Clerk Director of Recreation (I) ADOPTION OF MINUTES Moved by Councillor Cahill, seconded by Councillor Fisher that the minutes of the meetings of November 14th and 21st 1977, be adopted. CARRIED (II) 1. DELEGATIONS Mr. Don Yarrow, 930 Essa Crescent, Pickering, addressed Council on the distribution of $12,000.00 from the Panther's bingo game for various hockey associations. Mr. Yarrow presented the cheque for $8,505.94 to Mr. T.J. Quinn, Director of Recreation. 2. Mr. Doug PIitz of Jack Jacobsen Construction Limited appeared before Council in support of his request of November 30th 1977, that building permits be issued for the four interior lots on the Jacobsen Subdivision located at the corner of Rosebank and Toynevale Road. See Resolution #226/77. 3. Mr. Bruce Handscomb, representing the following Ratepayers Groups was in attendance with respect to the Town Centre Plan: East Shore Community Association West Shore Association Glendale Community Association Glengrove Community Association Greenwood Ratepayers Assocation ( III) REPORTS See Appendix I Ontario Humane Society Report for the month of October 1977 with comparison figures for the month of October 1976. - 158 - 31/77 (IV) RESOLUTIONS Resolution 226/77 Moved by Councillor Kitchen, seconded by Councillor Fisher that the Subdivision Agreement with Jack Jacobsen Construction Limited with respect to a subdivision located at the corner of Rosebank and Toynevale Road be amended to permit the development of the four interior lots. CARRIED REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 21st 1977 See Appendix II Resolution 227/77 Moved by Councillor Robertson, seconded by Councillor Fisher that the Executive Committee Report dated November 21st 1977, be adopted. CARRIED REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 28th 1977 See Appendix III Resolution 228/77 Moved by Councillor Matheson, seconded by Councillor Cahill that the Executive Committee Report dated November 28th 1977, be adopted. CARRIED (V) BY-LAWS Councillor Fisher, seconded by Councillor Robertson moved for leave to introduce By-Laws of the Town of Pickering: By-Law Number 730/77 To adopt the Town Centre Study prepared by Ian MacPherson Associates Limited and dated October 1977. By-Law Number 731/77 To dedicate certain lands as a public highway pursuant to Section 443, of The Municipal Act. R.S.O. 1970, (Block XJ, Plan M-997). By-Law Number 734/77 Being a By-law to amend By-law 142/74, as amended by By-law 326/75, and to repeal By-law 728/77. AMENDMENT Moved by Councillor Fisher, seconded by Councillor Geraghty that Schedule "A" to By-law Number 734/77 be amended to read as follows: "For the first 230 meters (1/7 mile), or part thereof". CARRIED AS AMENDED (V) - 159 - 31/77 BY-LAWS (Continued) THIRD READING Councillor Fisher, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 730/77, 731/77 and 734/77, be adopted, and that the said By-laws be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. Recorded Vote on By-Law Number 730/77 Yea: Nay: (VI) 1. 2. (VII) Messrs. Anderson, Kitchen, Matheson, Robertson, Cahill, Fisher. Councillor Geraghty. OTHER BUSINESS Councillor Kitchen stated that it was difficult to plow Liverpool Road because of a parked car. He requested that a report be prepared on the possibility of establishing snow routes. Mayor Anderson read a letter from Mrs. B. Davies of the Red Cross in which she stated that the organization was trying to raise $500,000.00 for an area in India that was devestated by a cyclone. CONFIRMATION BY-LAW By-Law Number 735/77 (VIII) Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 5th day of December 1977, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. APPENDIX II REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 21st 1977 1. INDUSTRIAL LAND SALES - HAUG INDUSTRIES DILLINGHAM ROAD That a By-law be passed authorizing the Mayor and Clerk to execute a Release between the Municipality and Karl Haug and Frances Haug with respect to an Indenture dated the 29th day of April 1977 and dealing with lands more particularly described as Part 2 on a Plan of Survey registered November 3rd 1976, as Plan 40R-3328. APPENDIX III REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 28th 1977 1. MODIFICATION TO MINISTER'S ZONING ORDER BY R. & J. MILtER ~ 1. Item #1 of the Executive Committee Report dated October 31st 1977, be rescinded. ~ 2. The Town of Pickering not confirm its original decision expressed in re801ution #25/77, item #3, of February 21st 1977, with respect to the application for a Minister's Zoning Order Modification on property owned by R & J. Miller in Part Lot 7, Concession 7, and that the application be refused. ~~ j 2. LEASINß ADDITIONAL OFFICE SPACE FOR MUNICIPAL PURPOSES That the Town Manager be authorized to continue negotiations with the North Pickering Development Corporation with a view towards leasing the former Brock Road School for Municipal purposes and that Council confirm its interest in the utilization of this building for Municipal purposes, if a suitable leasing arrangement can be concluded. 3. u.s. DEBENTURE PREMIUM RESERVE FUND That the report of the Treasurer-Collector dated November 22nd 1977, with respect to the U.S. Debenture Premium Reserve Fund (G/L 4224) be closed out; that the balance of $22,013.00 as at October 31st 1977 be transferred to the General Fund; and that By-law 3587 be rescinded. 4. INSTALLATION OF A WATER METER AT THE DON BEER ARENA That the Recreation Department be authorized to arrange for the immediate installation of a one and one half inch (1~") water meter in the water supply line to the ice machine and compressors at the Don Beer Sports Arena, consistent with Report #77-141 of the Commissioner of Finance for the Region of Durham, dated October 13th 1977, and that the estimated cost of $1,094.00 be charged to Account Number 2715-6181, as an unaùthorized over expenditure. 5. REGIONAL SEWER RATE FOR THE TOWN OF PICKERING ~ ~ That the report of the Treasurer-Collector, dated November 22nd 1977, with respect to the Regional Sewer Rate for the Town of Pickering be adopted and that the Region of Durham be advised that the sewer rate for the Town of Pickering in the year 1978 should b~J~~tablished at $0.75 with the balance of $O.~ representing an estimated dollar value of $102,323.00, be charged to the Region's Sewage Reserve Fund presently held in the name of the Town of Pickering. - 2 - APPENDIX III 6. LETTER OF CREDIT HELD FOR THE BIDWELL SUBDIVISION .P That the Town Manager be authorized to reduce the Letter of Credit held by the Municipality, guaranteeing the completion of services in the Bidwell Subdivision, to $12,000.00. BRAMALEA SUBDIVISION ON THE EAST SIDE OF WHITES ROAD _0 7. ~ That Bramalea Limited be granted an extension for the completion of above-ground services in Plan M-1057, M-1058 and M-1059 to November 18th 1978. DEVELOPMENT OF 33 TOWNHOUSES ON FINCH AVENUE EAST 8. That Council be directed to pass a by-law to dedicate as a public highway the one foot reserve on the north end of Memory Lane known as Block XJ, Plan M-997. 9. REGIONAL COMMITTEES AND BOARDS That the following named persons be recommended to the Regional Municipality of Durham as the Town representatives on various Regional Boards and Committee for the term indicated: 1. Councillor K. Matheson - Ajax Pickering Hospital - January 1st 1978 - December 31st 1978 2. Councillors D. Kitchen & A. Robertson - Metropolitan Toronto and Region Conservation Authority - January 1st 1978 to December 31st 1978 3. Councillor N. Geraghty - Central Lake Ontario Conservation Authority January 1st 1978 to December 31st 1978 4. Mrs. I. Robinson, 891 Marinet Crescent, Pickering Durham Land Division Committee - January 1st 1978 - December 31st 1980. 10,-. FIRE CHARGES That the report of the Town Clerk dated November 15th 1977, with respect to fire charges on unoccupied buildings that are not on the Tax Roll be received for information. 11. ACCOUNTS FOR APPROVAL That the Accounts dated November 21st 1977 in the amount of $473,274.92, as submitted by the Town Manager, be approved. - 3 - APPENDIX III 12. TRAFFIC PROBLEMS That whereas the two lane bridges at the Liverpool Road interchange are inadequate to handle the vehicular traffic; and J WHEREAS these same bridges are unsafe for pedestrian and bicycle traffic¡ and ~ WHEREAS the two lane Bayly Street arterial road is inadequate to handle local, Regional and GO Transit traffic, including public vehicles; and ~ WHEREAS the Pickering GO Station has inadequate entrances and exits, parking facilities, passenger pick-up facilities, passenger drop-off facilities, terminal facilities for GO Buses and Pickering Transit Buses¡ and WHEREAS congestion in this area is increasing at an alarming rate due to increasing population and higher public transporation usage because of higher gasoline prices¡ and WHEREAS the solution to these traffic problems must be an integrated solution including roads and properties under the jurisdiction of the Ministry of Transportation and Communications, the Toronto Area Transit Operating Authority and the Region of Durham¡ and WHEREAS the Town of Pickering is concerned with resolving these traffic problems as soon as possible; BE IT THEREFORE RESOLVED that representatives of the Ministry of Transportation and Communications, Toronto Area Transit Operating Authority and the Region of Durham be requested to meet with Council and staff at the earliest possible time to hear their proposals for the solution to the aforementioned traffic problems.
