Anderson Councillors L. Cahill N. Geraghty D. Kitchen K. Matheson A. Robertson N.C. Marshall - Bruce Taylor J.P. Mys1ik T.J. Fisher (on vacation) (I) ADOPTION OF MINUTES Moved by Councillor Robertson, seconded by Councillor Cahill that the minutes of the meeting of November 7th and 14th 1977, be adopted. (II) DELEGATION MOTION Moved by Councillor Robertson, seconded by Councillor Geraghty that Mr. Bruce Freeman be heard. CARRIED Mr. Bruce Freeman requested that Council exclude a portion of property owned by Bramalea Developments from the Dunbarton Secondary Plan. (III) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 14th 1977 See Appendix I Resolution 218/77 Moved by Councillor Cahill, seconded by Councillor Matheson that the recommendations contained in the Executive Committee Report of November 14th 1977, Item #1 to #3 and item #6, be adopted. CARRIED Item #4 - SECONDARY PLANNING PROCEDURES Moved by Councillor Cahill, seconded by Councillor Matheson that the recommendations contained in the Executive Committee Report of November 14th 1977, Item #4, that the Town Solicitor be authorized to prepare a by-law for the consideration of Council, imposing a Holding Zone designation on the communities of Dunbarton, Highbush and Woodlands, pending the adoption of Secondary Plan and that similar by-laws be prepared in the future where a Secondary Plan is being undertaken in other communities within the Town.. See Appendix I Resolution 219/77 - Item #5 Moved by Councillor Kitchen, seconded by Councillor Robertson that Item #5 of the Executive Committee Report dated November 14th 1977, be amended by deleting the words "low pressure sodium" and substituting the words "high pressure sodium". CARRIED Recorded Vote: Yea: Nay: Messrs. Geraghty, Anderson, Kitchen, Robertson. Messrs. Matheson and Cahill. Resolution 220/77 Moved by Councillor Robertson, seconded by Councillor Geraghty that: (1) By-law #710/77 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 3rd day of October 1977; (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law #710/77 and which said By-law would not be in conformity, including the District Plan of the Town of Pickering District Planning Area, Region of Durham which was adopted by Council February 17th 1975 and recommended to the Region of Durham for approval. CARRIED (IV) 1. OTHER BUSINESS Lands in Concession 1, Lot 28. Resolution 221/77 Moved by Councillor Robertson, seconded by Councillor Geraghty that no future plans of subdivision be con- sidered by Council where a Secondary Plan is being considered or is under way and that any such plan of subdivision be taken as input to the Secondary Plan process on the understanding that specific plans of subdivision may be released for circulation if deemed to be in compliance with the recommendation of the proposed Secondary Plan, but that this policy not apply to those lands in Concession 1, Lot 28. CARRIED - 152 - 29/77 (IV) 2. OTHER BUSINESS Pickering Town Centre Urban Design Study Resolution 222/77 Moved by Councillor Kitchen, seconded by Councillor Cahill that the Development Plan for the Pickering Main Central Area, Pickering Town Centre Urban Design Study prepared by Zeidler Partnership, dated October 1977, be received. CARRIED 3. District Plan for the Special Study Area #4 Resolution 223/77 Moved by Councillor Kitchen, seconded by Councillor Robertson that the District Plan for the Special Study Area #4 of the Official Plan of the Regional Municipality of Durham be received. CARRIED (V) CONFIRMATION BY-LAW By-Law Number 726/77 COuncillor Robertson, seconded by Councillor Geraghty moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 2lstday of November 1977, and. that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. ",...:.--"<.'- {'i \~ APPENDIX I RECOMMENDATIONS OF THE EXECUTIVE COMMITTEE OF NOVEMBER 14th 1977 1. 2. 3. 4. 5. 6. NAMING OF PARK That the request of the Pickering Lions Club, P.O. Box 32, Pickering, to name the park on the Kingston Road to the east of the Pickering Police Station the "Wes Oakley Memorial Gardens" be approved. MODIFICATION TO MINISTER'S ZONING ORDER BY J. WONG, PART LOT 10, CONCESSION 6 That the Minister's Modification applications M 18/77 and M 20/77 by J. WOng, in respect to lands being Part Lot 10, Concession 6, on. the east side of Westney Road, north of the King's Highway Number 7, as outlined, be REFUSED on the grounds that. the proposal as submitted is not in compliance with the Town approved Rural Area Development Policy and that the creation of new residential lots will detrimentally affect the agricultural development in that area by creating a harmful precedent. MODIFICATION TO MINISTER'S ZONING ORDER BY E. & E. BENTLEY PART SOVTH HALF LOT 8, CONCESSION 5 Tha'tapplication ..þf22/77 and M 23/77 by E. & E. Bentley to modify the Minister's Zoning Order in respect to lands bein9P.~'tof Lot 8, Concession 5, with 350: feet frontage on tne~rtberly most section of Sideline 8, to permit thecre.tionof a 3: acre residential parcel and retain a 10.5: acre parcel of land be REFUSED, on the grounds that they contravene the Council approved Rural Area Development Policy. STREET LIGHTS - GREATER BAY RIDGES AREA That the report of the Director of Public WOrks dated November 10th 1977 be received and that he be authorized to call tenders on the installation of low pressure sodium street lights, consistent with his recommendation. ACCOUNTS FOR APPROVAL That the Accounts dated October 31st 1977 in the amount of $2,019,791.50, as submitted by the Town Manager, be approved.
