Myslik Town Manager Deputy Clerk ALSO PRESENT: Mr. & Mrs. Bruce Taylor (I) ADOPTION OF MINUTES Moved by Councillor Cahill, seconded by Councillor Fisher that the minutes of the meeting of October 3rd 1977, be adopted. CARRIED (II) REPORTS See Appendix I Ontario Humane SocietyReport for the month of September 1977, with comparison figures for the month of September 1976. (III) DELEGATIONS 1. Pickering Developments Limited Mr. E. K1etke, representing Pickering Developments Limited was in attendance with respect to the proposed by-law being considered regarding the assumption of services by the Municipality for the Pickering Developments Subdivision. 2. Mr. Bill Collins a representative of the Ontario Farmers Union and also representing the farming community was present to speak to Council with respect the corn drying operation at the Claremont Co-op. Mr. Collins indicated that there were also other drying operations going on. Council Members indicated awareness of these operations. (IV) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF OCTOBER 17th 1977 See Appendix II Resolution 203/77 Moved by Councillor Fisher, seconded by Councillor Geraghty that the report of the Executive Committee of October 17th 1977 item #1 - #7 and #9 - #22, be adopted. CARRIED - 140 - 26/77 (IV) RESOLUTIONS (Continued) REPORT OF THE EXECUTIVE COMMITTEE OF OCTOBER 17th 1977 (Cont.) Resolution - Item #8 Moved by Councillor Fisher, seconded by Councillor Geraghty that the Town Manager not be authorized to reduce the Letter of Credit held for the comp- letion of works in the Bidwell Subdivision to $37,000.00 from the present $83,000.00. LOST Resolution 204/77 - Item #8 Moved by Councillor Robertson, seconded by Fisher that the Town Manager be authorized the Letter of Credit for the completion of the Bidwell Subdivision to $50,000.00 from $83,000.00. CARRIED - 141 - 26/77 (IV) RESOLUTIONS (Continued) Resolution 207/77 - See Appendix III Moved by Counci110r Robertson, seconded by Councillor Fisher that whereas Section 636a of the Municipal Act as enacted by Statutes of Ontario, 1973, c.124 transfers the responsibility for the hearing of the applications for cancellation, reduction or refund of taxes to the Council of the Municipality; AND WHEREAS notices in writing of applications have been received by the Clerk of the Municipality for the cancellation, reduction and refund of taxes for various reasons; AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been substantiated; BE IT THEREFORE RESOLVED thatthe Council of the Town of Pickering accept the following list of applications and authorize the adjustment of taxes to be made accordingly. CARRIED (V) BY-LAWS Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce By-laws of the Town of Pickering: By-Law Number 715/77 To appoint a Town Clerk - Mr. Bruce Taylor. By-Law Number 716/77 To amend By-law 226/75 limiting the number of auto- mobile service stations and public garages. ~-Law Number 717/77 To authorize the execution of an Agreement of Purchase and Sale between J.D.S. Investments Limited and the Corporation of the Town of Pickering with respect to the most easterly 81.08' of Part 32, Plan 40R-923, being Part Lot 22, Concession 1. THIRD READING Councillor Cahill, seconded by Councillor Matheson moved that the report of the Committee of the Whole on By-law Numbers 715/77 to 717/77 inclusive, be adopted, and that the siad By-laws be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. - 142 - 26/77 (V) BY-LAWS (Continued) By-Law Number 718/77 Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to provide for the assumption by the Town of certain above-ground services in Plans M-997 and M-998. Third Reading The Committee of the Whole arises and reports the By-law as read: Councillor Matheson, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law 718/77, and moved that the said By-law be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. OTHER BUSINESS Letter of Thanks Miss Violet Swan sent a letter of thanks to Council for their co-operation in offering the Dial-a-Bus services to the group of women from Metropolitan Toronto who were visiting Pickering. 2. Kidnapping - Carnival The Mayor reminded Council that the Octoberfest kidnapping of Council would take place on November 12th 1977 at 12:'30 p.m. There would be a reception in the afternoon from 3:30 p.m. to 6:00 p.m. 3. P.A.R.U. - Rescue It was suggested that a letter of congratulations be sent to P.A.R.U. for their recent rescue of people in distress on Lake Ontario. Resolution 208/77 Moved by Councillor Matheson, seconded by Councillor Cahill that a letter of congratulations be sent on behalf of Council to P.A.R.U. for the recent rescue operations which they performed on Lake Ontario. OTHER BUSINESS (Continued) FrenchmansBay Study;" Public Meeting The Mayor reminded Council Members that the next Public Meeting for theFre~chmans Bay Study will be held on October 27th 1977. 5. Luna Court - Liverpool Road The Mayor indicated that he met with several business people and members of the Association representing L'Una Court concerning the problems in that area. He indicated that a further meeting was being held on October 25th 1977. 6. New Town Clerk (VII) The Mayor introduced Mr. Bruce Taylor the new Town Clerk and his wife to those present at the meeting. CONFIRMATION BY-LAW By-Law Number 719/77 Councillor Geraghty, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 24th day of October 1977, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed.
