Robertson that By-law 671/77 is in conformity with
the Official Plan of the Town of Pickering approved
and in force at the time said By-law was passed,
namely the 18th day of July 1977;
No further Official Plan has been proposed by Council
nor approved by the Ministry of Housing since the
passing of said By-law 671/77 and which said By-law
would not be in conformity, including the District
Plan of the Town of Pickering District Planning Area,
Region of Durham which was adopted by Council,
February 17th 1975 and recommended to the Region of
Durham for approval.

Councillor Cahill, seconded by Councillor Matheson
moved that the report of the Committee of the Whole
on By-law Numbers 695/77 to 704/77 inclusive, be
adopted, and that the said By-laws be now read a
Third Time and PASSED, that the Mayor and Clerk
sign the same, and that the Seal of the Corporation
be affixed thereto.

finally passed.

moved for leave to introduce a By-law of the Town
of Pickering to appoint three members to the Court
of Revision, and that the same now be read a first
and second time, and the Council go into Committee
of the Whole thereon.

The Committee of the Whole arises and reports the

moved that the report of the Committee of the Whole
on By-law Number 705/77 to appoint three three members
to the Court of Revision, and moved that the said
By-law be now read a Third Time and PASSED, that the
Mayor and Clerk sign the same, and the Seal of the
Corporation be affixed thereto.

October 11th 1977
It was noted that there will be no meeting on Tuesday,
October 11th 1977 after the Thanksgiving weekend.

Denmar Road Street Dance
Confer Resolution # 193/77

West Shore Gardens
Staff was requested to check the progress of construction
at West Shore Gardens.
4.
Keen Kraft Meeting
It was noted that the people interested in the lifting
of the Holding By-law on Keen Kraft were notified and
a meeting set up, three people showed up for the meeting.
their problems were resolved with Mr. McKean.
5.
Mr. N. Cafik - Minister of Multiculturism
The Mayor indicated that our local M.P. Mr. N. Cafik
has been promoted to the position of Minister of
Multiculturism and the Deputy House Leader. The
Council of the Town of Pickering wish him the best
in his promotion.

moved for leave to introduce a By-law of the Town of
Pickering to confirm the proceedings of the Council
of the Corporation of the Town of Pickering at its
meeting held on the 19th day of September 1977, and
that same be now read a first, second and third time
and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of
the Corporation be thereto affixed.

That a by-law be passed authorizing the Mayor and
Clerk to execute a Development Agreement with the
principals of Pickering Heights Joint Venture,
covering Draft Subdivision Plans Number 18T-24465,
18T-24490 and 18T-24491.
WEST SHORE GARDENS SUBDIVISION - PLAN M-1l05
LETTER OF CREDIT
That the Town Manager be authorized to reduce the
Letter of Credit held by the Municipality on Plan
M-1105, located on the east side of West Shore
Boulevard south of Oklahoma Drive, to $10,000.00.
REGION OF DURHAM - WASTE DISPOSAL BY-LAW
That the proposed Regional Municipality of Durham's
Waste Disposal By-law, submitted with the Commissioner
of Works' letter of August 19th 1977, be received for
information and filed.
ROGERS' BARNS - MUSEUM
That the report of the Director of Parks and
Recreation dated August 25th 1977 with respect to the
dismantling of the Rogers' barns be approved and that
thenecèssary budgetary transfers be endorsed and
that the Town Solicitor draft a suitable Agreement
covering the work to be completed.
RESOLUTION - TOWNSHIP OF DELHI
That the resolution of the Corporation of the
Township of Delhi contained in their letter of August
15th 1977 with respect to subsidies to municipalities
~hat provideoutfa11s in connection with drainage
sys~ems be received and that they be encouraged to
obtain the endorsement of their resolution through
the auspices of the Association of Municipalities of
Ontario, and that they be advised of the error in
their legislative reference.
RESOLUTION - REGIONAL MUNICIPALITY OF OTTAWA-CARLETON
That the resolution of the Regional Municipality of
Ottawa-Carleton, circulated on August 15th 1977, with
respect to Pedestrian Crossovers not be endorsed and
that they be advised that this matter is properly
one to be dealt with by the Region of Durham.
QUOTATION - LANDSCAPING - EAST SHORE COMMUNITY CENTRE
AND LIBRARY
That Mr. T. William Bedda11 be authorized to proceed
with the work envisaged in his letter of August 16th
1977 to the Town Manager with respect to the East Shore
community Centre and Bay Ridges Library and that the
quoted cost of $3,040.25 be charged to the Capital
Account for the East Shore community Centre and Bay
Ridges Li&rary project.

CANVASS FOR MUSCULAR DYSTROPHY
That the Town of Pickering Professional Firefighters'
Association be granted permission to canvass the Town
of Pickering for the Muscular Dystrophy Society on
Septmber 23rd, 24th and 25th 1977.
COURT OF REVISION
That a by-law be passed appointing members of the
Court of Revision to hear appeals against the present
local improvement notices circulated in the Rosebank
Area and the Southview Drive Area.
HEAVY TRAFFIC - HAMLET OF GREENWOOD
That a by-law be passed amending By-law Number 55/74,
prohibiting heavy traffic on the 6th Concession Road,
through the Hamlet of Greenwood.
ACCOUNTS FOR APPROVAL
That the Accounts dated August 31st 1977, in the
amount of $894,276.89, as submitted by the Town Manager,
be approved.
EMERGENCY MEASURES
That Councillor Cahill be appointed to liaisen on
behalf of Council with Mr. F.S. Wotton of the
Emergency Measures Organization.
TRAFFIC LIGHTS - INDUSTRIAL ROAD - LIVERPOOL ROAD
That the Region be requested to install traffic signals
at the Industrial Road and Liverpool Road intersection
in 1978.

That a licence to operate a Second Hand Goods Shop
be issued to Marlene Hannick, subject to the approval
of the Police, Fire and Health Departments.

LAND SALES - BRANDS COURT
That the Town Manager be authorized to negotiate
with the owners of 1324 - 1334 Brands Court the
possible transfer of a portion of the Municipal land
with a view towards straightening the westerly
boundary of G1engrove Park.
3.
MODIFICATION TO MINISTER'S ZONING ORDER
W.A. & N.F. LESLIE - PART LOT 33, CONCESSION 2
That M10/77 and M16/77, submitted by W.A. & N.F. Leslie
on Part Lot 33, Concession 2, to modify the Minister's
Zoning Order in order to pe~it the creation of two
residential lots, with 120' frontage and 43,200 sq.ft.

SIGN BY-LAW VIOLATION
