A meeting of the Pickering Town Council
was held on TUESDAY, SEPTEMBER 6th 1977

Moved by Councillor Cahill, seconded by Councillor
Matheson that the minutes of the meeting of August
29th 1977, be adopted.

Mr. Joseph P. Myslik, Deputy Clerk, was presented
with a certificate on the completion of the Municipal
Administration Course.
REPORTS - See Appendix I
Ontario Humane Society report for the month of
July 1977, with comparison figures for the month
of July 1976.
DELEGATION
Mr. Jim McKean of Keen Kraft Marina was in attendance
to discuss with Council his application with respect
to By-law Number 681/77.
MOTION
Moved by Councillor Robertson, seconded by Councillor
Cahill that Mr. McKean be heard.
CARRIED
Mr. McKean indicated that he would be happy to discuss
his plans with the neighbouring people who have objected
to the lifting of the holding designation on the By-law.
It was also pointed out to Mr. McKean that a Site Plan
Agreement would be required.

force at the time said By-law was passed, namely
the 18th day of July 1977;
No further Official Plan has been proposed by
Council nor approved by the Ministry of Housing
since the passing of said By-law 665/77 and
which said By-law would not be in conformity,
including the District Plan of the Town of
Pickering District~ Planning Area, Region of
Durham which was adopted by Council February
17th 1975 and recommended to the Region of
Durham for approval.

Geraghty that whereas by Resolution #304/74 the
Municipality authorized the application to the
Province for a grant under the provisions of the
Ontario Home Renewal Program; and
WHEREAS this grant has been received and numerous
applications for assistance under the program processed;
BE IT THEREFORE ENACTED that the following loans

Robertson that the Ontario Humane Society, Whitby
Branch, be authorized to hold their annual Tag Day
within the Town of Pickering on October 1st 1977.

Matheson that the Fairport Beach Ratepayers Association
be granted permission to hold a Corn Roast and Street
Dance on Park Crescent on September 16th 1977.

Fisher that a letter be sent to the C.P.R. requesting
them not to proceed with the demolition of the Claremont
Railway Station at the present time and that Councillor
Geraghty approach the Historical Society and the Museum
Committee with respect to the preservation of the station.

Notice of Motion submitted by Councillor Cahill
with respect to Parking for the Bayshore Heights
Condominium Development.
MOTION
Moved by Councillor Robertson, seconded by Councillor
Kitchen that the Motion pertaining to Parking for the
Bayshore Heights Condominium Development be deferred
until a meeting is held between the residents of the
Condominium and Douglas Leaseholds Limited.

OTHER BUSINESS
Sidewalk - Altona Road
It was indicated that the sidewalk on Altona Road
has been tendered and should be installed in the
near future.
Noise Complaints - Krosno Blvd. - Liverpool Road
It was pointed out that there have been numerous noise
complaints of vehicles in the Krosno-Liverpool area.
It was also indicated that the fault lies with inconsiderate
young people who have no respect for the preferences
of other people for peace and quiet.

OTHER BUSINESS
C.P.R. Station - Claremont
It was indicated that the C.P.R. intends to demolish
the old station at Claremont; however, it was noted
that this demolition should be stayed until the
Claremont Secondary Plan Study has been completed.

United Way Appeal - Letter
The Mayor read a letter from the United Way Appeal
inviting Mayor and Council to the Miss United Way
Pageant and the Kick-off Dinner to be held on
September 14th and 30th 1977.

5.
Councillor Robertson, seconded by Councillor Fisher,
moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of a Drainage
Plan Agreement between the Corporation of the Town of
Pickering and Robert Bruce Carnegie and Bernice Grace
Carnegie with respect to Lot 65, Plan 350 (LD166/77).
and that same be now read a first, second and third
time and that the same be now finally passed and that
the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED

passed.

CONFIRMATION BY-LAW
By-law Number 694/77
Councillor Robertson, seconded by Councillor Fisher
moved for leave to introduce a By-law of the Town of
Pickering to confirm the proceedings of the Council
of the Corporation of the Town of Pickering at its
meeting held on the 6th day of September, 1977, and
that same be now read a first, second and third time
and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of
the Corporation be thereto affixed.

APPENDIX II
REPORT OF THE EXECUTIVE COMMITTEE MEETING OF AUGUST 29, 1977
1.
BLOCK E, PLAN M-998 - BRANDS COURT - WALKWAY
That Block E, Plan M-998 be offered to the abutting
property owners for an amount of $500.00, plus the cost.
of any required Reference Plan and that the Municipality
absorb any costs associated with the re-zoning of this
block of land.
2.
GRANT OF EASEMENT - MINISTRY OF THE ENVIRONMENT
That a by-law be passed authorizing the Mayor and Clerk
to execute a Grant of Easement in favour of the Ministry
of the Environment with respect to a portion of Plummer
Street, more particularly described on Reference Plan
40R-3690 as Parts 7 and 8.
3.
OPTION AGREEMENT - MINISTRY OF THE ENVIRONMENT
That a by-law be passed authorizing the Mayor and Clerk
to sign an option agreement in favour of the Ministry of
the Environment over a portion of the CNR Spur Line
located in the Industrial Area, northwest of McKay Road.
4.
FENCE BY-LAW - EXEMPTIONS
That the matter pertaining to certain exemptions to the
Town Fence By-law #425/76 be deferred.
5.
INTERNATIONAL LITERACY DAY
That the Mayor be authorized to declare September 8th,
1977, as International Literacy Day in the Town of
Pickering.
6.
ACCOUNTS FOR APP ROVAL
That the accounts dated August 19th, 1977 in the amount of
$494,375.07 as submitted by the Town Manager, be approved.
7.
MINISTERIAL MODIFICATIONS TO THE REGIONAL OFFICIAL PLAN
That the report of the Director of Planning dated August 24th,
1977 with respect to the proposed Ministerial Modifications
to the Regional Official Plan be adopted and that the Regional
Councillors present these recommendations to Regional Council
on September 7th, 1977 when these items are considered by
Regional Council.

SMALL BUSINESSES - CLAREMONT
To request the Region of Durham to erect signs at the entrance
to Claremont indicating the services offered in the Hamlet.
9.
APPRAISAL OF LANDS - FINCH AVENUE & DIXIE ROAD
That A.R. May & Associates be retained to prepare an appraisal,
as recommended by the Town Manager in his report of August 18th,
1977.
